EDITORIAL: A law that demands consent to internet cookies has been approved and will be in force across the EU within 18 months. It is so breathtakingly stupid that the normally law-abiding business may be tempted to bend the rules to breaking point.

The fate of Europe's cookie law became improbably entwined with a debate over file-sharing. To cut a long story short, it broke free. On 26th October, it was voted through by the Council of the EU. It cannot be stopped and awaits only the rubber-stamp formalities of signature and publication.

I had been very busy with my day job and couldn't pay my bills on time and sadly I always paid the bills along with the late fees.To avoid this I went for the "Direct Debit Payment" feature for which I had given my bank a/c no. to Vodafone.

People may think there is a dumbing down because:

The population of the world is increasing rapidly, so you will see and hear of more people in your lifetime.
Exposure to American culture is higher than ever, and with this comes the (not entirely unjustified) stereotype of a fat, lazy, ultra-patriotic moron.
Alternative media have done a reasonably good job at exposing various forms of conditioning and propaganda that normally would have gone unnoticed, so more people are aware.

The fact is though that a considerable fraction of the public always were, and always will be, stupid and gullible. I have no doubt that there are people who stand to gain from this, and who actively try to maintain this status quo.

A long, long time ago, I was working for a fundraising firm. One of our biggest clients was NARAL -- then the National Abortion Rights Action League, now NARAL Pro-Choice America. One of my jobs was to identify and counter common objections to fundraising appeals and someone came to me with one that I thought was pretty much a gimme. People were objecting that, while they were supportive of a woman's right to choose, they were also sympathetic to complaints by anti-abortion types that they shouldn't have to their tax dollars paying for abortion. This just wouldn't be fair.

But, in Washington, never bet against the absurd. When the legislative sausage is made, a key ingredient is often a heaping scoop of stupid. Or, as was the case this weekend, Stupak.
