Shocker: Pentagon's Secret Budget Numbers

The Pentagon has been struggling with what to spend money on in light of the coming financial squeeze, and now they have made their choice...everything!

Pentagon officials have prepared a secret budget estimate that they plan to spring on the next president right before they leave town.

It's only $450 billion more than the apparently disingenuous number they put out last February.

With the economy circling the bowl, the next commander-in-chief might want to cast it aside.

But he would have to pay a political price -- and that's the point.

"This is a political document,"

"It sets up the new administration immediately to have to make a decision of how to deal with the perception that they are either cutting defense or adding to it."

The Defense Department's comptroller's office declined to dispute the numbers.

Cdr. Darryn James, a Pentagon spokesman, said it was "premature to discuss future budgets because they were still being worked on."

Connor Kincaid and his cousin and roommate, Blake Kincaid, said they were barred from registering for spring classes after refusing Wednesday to take down their signs supporting Democratic presidential candidate Barack Obama.

"Effective immediately, I am suspending the prohibition on signs in individual students' residence hall room windows and any sanctions related to its enforcement," UT President Bill Powers said in a written statement.

Powers said he had formed a committee to study the policy and make recommendations. In the meantime, he said, school policy now "expressly allows the display of signs and posters in students' residence hall room windows."

The crackdown sparked an outcry among students, and university Democrats and Republicans worked together to fight rules they said were unconstitutional. They had encouraged students across campus to put signs in their dorm windows as a form of protest.

In a move that could help increase home ownership rates among minorities and low-income consumers, the Fannie Mae Corporation is easing the credit requirements on loans that it will purchase from banks and other lenders.

The action, which will begin as a pilot program involving 24 banks in 15 markets -- including the New York metropolitan region -- will encourage those banks to extend home mortgages to individuals whose credit is generally not good enough to qualify for conventional loans. Fannie Mae officials say they hope to make it a nationwide program by next spring.

Fannie Mae, the nation's biggest underwriter of home mortgages, has been under increasing pressure from the Clinton Administration to expand mortgage loans among low and moderate income people and felt pressure from stock holders to maintain its phenomenal growth in profits.

Today’s economic crisis doesn’t seem to have reached the 769 high school students polled in Piper Jaffray’s 16th bi-annual survey of teenage buying patterns and preferences.

The survey, conducted at several apparently well-heeled high schools in the United States over the past few weeks — while the global financial markets were melting down — focused on MP3 players, online music and Apple’s (AAPL) iPhone.

The results, released late Tuesday, may say more about the demographics of the population Piper Jaffray is testing than the buying power of most U.S. teenagers, but they will be music to Steve Jobs’s ears.

According to senior research analyst Gene Munster, who directed the study:

8% own iPhones, up from from 6% in Spring 2008.

22% of students surveyed expect to buy an iPhone in the next 6 months, up from 9% in Spring 2008.

Of students expecting to buy a mobile phone, 33% specified an iPhone.

Of the 40% of students who legally purchase music online, 93% said they use iTunes
