The report, which stems from an initiative by German Foreign Minister Frank-Walter Steinmeier and his colleagues from the Benelux countries, concludes that Moscow escalated the conflict through its massive deployment of troops.

Georgia accuses Russia of airspace incursion

helicopters into Georgian-controlled airspace near the rebel region 
of Abkhazia.  The interior ministry said the aircraft entered Georgian-controlled airspace on Thursday and photographed Georgian 
positions, adding that similar flights occurred twice on Wednesday. 
Tensions remain high around Georgia's breakaway regions of 
Abkhazia and South Ossetia following last year's brief war between 
Russia and Georgia, and Moscow's recognition of the two regions'
