The biggest worry is the law of unintended consequences. The AFP report notes that no one knows how weather manipulation will change the sky.

One thing is clear: More research is needed and it’s not coming anytime soon.

Chinese scientists have artificially induced the second major snowstorm to wreak havoc in Beijing this season, state media said, reigniting debate over the practice of tinkering with Mother Nature.

After the earliest snow to hit the capital in 22 years fell on November 1, the capital has again been shrouded in white, with more snow expected in the coming three days, the National Meteorological Centre said.

The China Daily, citing an unnamed official, said the Beijing Weather Modification Office had artificially induced both storms by seeding clouds with chemicals, a practice that can increase precipitation by up to 20 per cent.

The office refused to comment on the report when contacted. On Tuesday, an official had said the storm was "natural".

City weather officials have previously said that such methods are aimed at alleviating a drought over much of north China, including Beijing, that has lingered for more than a decade.

In a rare weekend legislative session the House has voted to pass the health-care overhaul bill, voting 220 to 215 in favor.

The Washington Post reported early Saturday that the 177 House Republicans had decided to unanimously vote against the reform bill - only one Republican, Rep. Joseph Chao of Louisiana's 2nd District, broke that vow.

A Republican version of the health care bill was rejected on a vote of 176-258.

President Obama arranged a special meeting with House Democrats early Saturday

Sen. Olympia Snow (R-Maine) has indicated that she may vote to pass the Senate version of the health-care reform bill, although she is known to support a less robust version of reform than what many Democrats have been pushing for.

There seems to be a new interest in Puharich's patent (US Patent # 4,394,230) even though it is more than 20 years old (interesting reading). Below is some info from the rexresearch.com site:

Dr Andrija Puharich reportedly drove his motor home for hundreds of thousands of miles around North America in the 1970s using only water as fuel. At a mountain pass in Mexico, he collected snow for water. Here is the only article he wrote on the subject, plus his patent ():

The preceding description of the world doesn't share the same scientific view that we have, in which the Earth is one planet around one sun in a universe full of suns and planets. The ancient picture of the universe portrays a world in which the Earth is a disc surrounded by water not only on the sides, but underneath and above as well. A firm bowl (the firmament) keeps the upper waters back but has gates to let the rain and snow through. The Sun, Moon, and stars move in fixed tracks along the underside of this bowl. From below the disc, the waters break through as wells, rivers and the ocean, but the Earth stands firm on pillars sunk into the waters like the pillings of a pier. Deep below the Earth is Sheol, the abode of the dead, which can be entered only through the grave.
