FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed.

Wouldn't want to think we've got ourselves tied up with a loose canon in the President of Georgia.

President Saakashvili today told Georgians that the US military was moving in to take over control of the country's air and seaports -- which would be a pretty big deal since much of the country still appears to be an active war zone.

And about five minutes later the Pentagon said he didn't know what he was talking about.

"We are not looking to, nor do we need to, take control of any air or seaports to conduct this mission," said Geoff Morrell, Pentagon press secretary. "The role of the U.S. military is strictly to facilitate the delivery of humanitarian assistance to the victims of this conflict."

John McCain says he's talking to Saakashvili every day. What's he telling him? Is he confusing the situation?

SAVE Act Discharge Petition Filed, Gaining Momentum

(March 19) Supporters of the enforcement-only SAVE Act (Secure America with Verification Enforcement; H.R. 4088) have already gained more than two-thirds of the signers needed to force a vote in the U.S. House. This month the Indonesian government dedicated the 100,000th new home in Aceh Province, three years after the towering waves of a tsunami crashed ashore in one of the deadliest natural disasters in history.

Roads, bridges, schools, hospitals, seaports and airstrips have also been built in Aceh, and most of the displaced population have found new homes.

Similar progress has been made in Sri Lanka, Thailand and other nations around the rim of the Indian Ocean, where the radiating waves that followed an earthquake off the Indonesian coast took 260,000 lives on the morning of Dec. 26, 2004.

In one such program, the American Red Cross distributed disposable cameras to about 80 children in Aceh and in Sri Lanka and told them to focus on what is happy in their lives.

The Automated Targeting System was created to screen shipping cargo, but it has many problems even completing that mission. An August 2006 report from the Democratic Staff of the House Committee on Homeland Security gave both port and border security low marks. For port security, the department's grade is a C-/D+. "There are many gaps remaining in our port security. As some experts have noted, the current port security regime is a 'house of cards,' in which containers are often not inspected and the government does not truly know which containers are 'high risk.'" More resources are needed. "Current staffing shortages at foreign seaports participating in CSI are resulting in thirty-five percent of 'high risk' containers not being inspected before they are shipped to the U.S." In fact, 75 percent "of our ports do not have the ability to screen a container for dirty bombs or nuclear weapons," according to the report.

The Automated Targeting System's terrorist risk profiles will be secret, unreviewable, and maintained by the government for 40 years. The profiles will determine whether individuals will be subject to invasive searches of their persons or belongings, and whether U.S. citizens will be permitted to enter or exit the country. Individuals will not have judicially enforceable rights to access information about them contained in the system, nor to request correction of information that is inaccurate, irrelevant, untimely or incomplete.

Charles Rangel thinks he owns you

If Democratic Congressman Charles Rangel gets his way, everyone in America will be the government's slave for two years. He doesn't call it "slavery." He calls it a "draft." But if you look closely at what he's demanding, it's not just military service. It's all-purpose involuntary servitude:

Rangel says having a draft would not necessarily mean everyone called to duty would have to serve. Instead, "young people [would] commit themselves to a couple of years in service to this great republic, whether it's our seaports, our airports, in schools, in hospitals," with a promise of educational benefits at the end of service.

So Charles Rangel's position is:

1. Everyone in America should be forced by law to work for the government (or for someone approved by the government) for two years -- either for no pay or for minimal pay.

Americans would have to sign up for a new military draft after turning 18 if the incoming chairman of the House Ways and Means Committee has his way.

Rep. Charles Rangel, D-N.Y., said Sunday he sees his idea as a way to deter politicians from launching wars and to bolster U.S. troop levels insufficient to cover potential future action in Iran, North Korea and Iraq.

'There's no question in my mind that this president and this administration would never have invaded Iraq, especially on the flimsy evidence that was presented to the Congress, if indeed we had a draft and members of Congress and the administration thought that their kids from their communities would be placed in harm's way,' Rangel said.

Rangel, a veteran of the Korean War who has unsuccessfully sponsored legislation on conscription in the past, said he will propose a measure early next year.

In 2003, he proposed a measure covering people age 18 to 26. This year, he offered a plan to mandate military service for men and women between age 18 and 42; it went nowhere in the Republican-led Congress.

Democrats will control the House and Senate come January because of their victories in the Nov. 7 election.

At a time when some lawmakers are urging the military to send more troops to Iraq, 'I don't see how anyone can support the war and not support the draft,' said Rangel, who also proposed a draft in January 2003, before the U.S. invasion of Iraq.

Sen. Lindsey Graham, a South Carolina Republican who is a colonel in the U.S. Air Force Standby Reserve, said he agreed that the U.S. does not have enough people in the military.

Key leaders of the Islamic militia — which controls the capital, Mogadishu, along with much of southern Somalia — have been in Kismayo for several days in direct challenge to the warlords who are in control there. Fearful residents of the town, some 260 miles southwest of Mogadishu, have been fleeing across the border to Kenya in case fighting breaks out. "I saw 50 trucks from the Islamic courts and more than 300 militiamen who were heading to Kismayo," Quasim Munye told The Associated Press from the coastal town of Brava, which is on the only road that leads to Kismayo. "The trucks were huge and the militias well-prepared." Somalia has not had an effective national government since 1991, when warlords overthrew dictator Mohamed Siad Barre and then turned on one another, throwing the country into anarchy.
