Am I starting to sound like an advocate? Well, that seems to be a touchy subject. Some quote-unquote “journalists” have recently accused this agency of losing its independence and becoming a propaganda machine. While I want to state in no uncertain terms that the NEA is not a political agency and that when art becomes propaganda I lose all interest in it, I also want everyone to know that the days of a defensive NEA are over. We have a plan and we are going to, quote, “advocate” for it.

Remember, please, that the NEA is an unusual agency within the federal government. We have always been considered the champions of the arts and artists in the public sector. In a sense, we do “advocate” for them in a way that the IRS doesn’t advocate for taxes or the FCC for bandwidth. We promote the arts.

And I hope that you will tell us about it. We are opening up a page on the NEA’s web site – www.arts.gov – where each of you, and any of your colleagues can post examples and stories of how art works in your own communities. I will also be posting dispatches from the stops on my tour.

We need to compare notes, we need to get together and find where the best ideas are–in fact we are planning a gathering in the spring on art and neighborhood revitalization and we hope to have your active participation in that–but we need to do more than talk. We need to begin lasting partnerships in this arena, and there is nothing that will give Congress more confidence when appropriations time comes than showing how we–the public and private sectors–are working towards a common purpose.

And we need to start yesterday. Between the time of my nomination and confirmation I reached out to a number of important foundation leaders and my conversations with them were more than encouraging.

clipper's remarks: Trivia about the Far eastern University, the Institute of Accountancy which was founded in 1928 by Dr. Nicanor Reyes merged with the Far Eastern College in the year 1933, the school offered liberal arts courses with multidisciplinary degrees in accountancy, business, finance, arts and sciences, technology and law. in 1992, computer technology courses were offered in cooperation with East Asia Computer Center Inc.

Far Eastern University

In 1928, a group of eminent educators led by Dr. Nicanor Reyes, Sr. founded the Institute of Accountancy. And in November 5, 1933, Far Eastern College, a school offering liberal arts courses, merged with the Institute of Accountancy to bolster multidisciplinary degrees in accountancy, business, finance, the arts and sciences, technology, and law.

Far Eastern University, again, underwent massive revitalization during the incumbency of Dr. Lourdes Reyes-Montinola when she was Chair of the Board of Trustees. The present acting President is Dr. Lydia B. Echauz who replaced Dr. Edilberto C. De Jesus after he was appointed Secretary of the Department of Education by President Gloria Macapagal-Arroyo.

When I showed the amazing Peterborough lift lock, a commenter and Kottke both pointed out that the Falkirk Wheel in Scotland goes higher, faster. It was built as part of an attempt to regenerate canals in central Scotland, and replaces 11 locks that had fallen into disuse. It also is another example of the clever and original results that come from design competitions- it is now a serious attraction.

Like Peterborough, it relies on Archimedes principle to stay balanced; the weight of the boat displaces the same weight of water.

The British government made a big investment in their canal system, (£17.5 million on the Wheel, £84.5 million on the canal revitalization). Unlike the proprietors of the Erie Canal in the States, they see that canals have a role to play in tourism and transportation.

Put an entire society into the same sort of conflict between ideology and experience, and new belief systems that promise a radical resolution of the conflict spring up.

It never fails to bewilder me how many people these days think that "transcend" and "give up on" mean the same thing.

revitalization movements, which is what sociologists call the mass movements that sometimes gather around these new belief systems in times of drastic social stress

A society founded on the unquestioned belief that economic expansion and technological development will continue forever may have a very, very hard time dealing with a future in which economic contraction and the abandonment of technologies too complex to be sustainable will likely be dominant trends.

I have argued here and elsewhere that those crises define a predicament rather than a problem – a situation that cannot be solved, only lived with – but that definition flies in the face of some of the most deeply rooted assumptions of our culture.

Boston's infamous Big Dig, the costliest highway project in U.S. history, was supposed to cost a mere $2.8 billion but, according to the Boston Globe, will end up costing $22 billion and won't be paid off until 2038. It was designed to replace an elevated highway so the area would be less ugly. In other words, it was not really pork but "local revitalization." (As Barney Frank once asked, "Rather than lower the expressway, wouldn't it be cheaper to raise the city?")

Sparta, N.C., got $500,000 in federal tax dollars for a teapot museum a couple of years ago. Some thought that was an evil earmark, but North Carolina politicians said it was "local revitalization."

“Above all, think chocolate.” Tasty advice from “kitchen expert” Betty Crocker, who most likely would lead the many strollers out and about in downtown Delaware, for February’s First Friday and first annual Chocolate Walk, from 5-9 p.m. on February 6.

Sponsored by Main Street Delaware, the evening festivities offer a great way to prepare for Valentine’s Day while socializing with friends and the more than 25 Delaware business owners who will participate in Chocolate Walk. As Stanya Doty, owner of Delaware’s “Simple Indulgences,”(31 North Sandusky Street) explains, each of these businesses will offer patrons chocolate items of all sizes and shapes.

“The fun part will be going around from store to store, collecting all of these chocolates,” she says. But there is more to life—and First Friday—than chocolate. As Doty describes, children also will collect decorative items at each locale, and then can craft their own Valentine’s Day cards.

Downtown Lakewood Annouces New Logo

LakewoodAlive announces the adoption of a new logo for its revitalization program, Downtown Lakewood. The logo was designed by the Cleveland based branding consultancy and environmental graphic design firm Studio Graphique, with oversight from the Downtown Lakewood Signage & Wayfinding Design sub-committee.

“The design draws upon community responses expressed in the public meeting held in October 2008,” reports Rachel Downey, Principal and Creative Director of Studio Graphique. “The community strongly favored traditional design elements. In this logo, historical typefaces are surrounded by architectural details found on many of the older commercial buildings in Lakewood.”

“The volunteer sub-committee has provided invaluable direction to the process,” said Sean McDermott, committee chair. “We have established an excellent foundation to support the completion of this important project that will have a dramatic impact on the character of our downtown district.”

Cleveland Mayor Proposes Demolition of 1,700 Houses

CLEVELAND — Mayor Frank Jackson wants to use most of the city's $25.5 million share of federal neighborhood improvement money to tear down abandoned homes.

Jackson, in legislation submitted Tuesday to City Council members, proposes spending $14.5 million on more than 1,700 demolitions. In addition, $1 million would go to a program that would convert vacant land into community gardens and other practical uses.

The plan also calls for tax credits and loans to spur renovation efforts and money to hire building inspectors and other workers to support the new programs.

"We're trying to jump-start and encourage development," Community Development Director Daryl Rush told council members at a public hearing.

The money comes from the U.S. Department of Housing and Urban Development's Neighborhood Stabilization Program.

The Council's Finance Committee is expected to consider the legislation next week.

Preservation Wins, Loses in Convention Center Decision

CLEVELAND -- Cuyahoga County commissioners abruptly announced late Thursday that Cleveland's downtown mall will be the site for a new convention center and a medical mart -- a $425 million project billed as vital to the region's economy.

The announcement came after hours of secretive talks about the mall and a competing spot behind Tower City, and one day after Merchandise Mart Properties Inc., the county's private sector partner, told The Plain Dealer it would reconsider a third site in the Flats.

Fred Nance, the lawyer negotiating for the county, said Thursday MMPI executives promised to meet with Flats developer Scott Wolstein because they did not know that commissioners would be picking a site at the meeting.

"This wasn't a well-choreographed play," Nance said.

MMPI officials said they are convinced the mall site is close enough to downtown attractions to boost chances for success.

Demolition, Renovation Planned for Downtown East Liverpool

Some changes for downtown East Liverpool are one step closer to reality, and city officials say the change is welcome.

The East Liverpool Design Review Board gave its blessing Thursday night for the demolition of one building and start to what could be a new downtown landmark.

American Spirit Initiative-Soaring Eagle - led by Craig Newbold - now has the ability to tear down a building at 111 West Fifth St. It's just the first step in a lengthy process, Newbold acknowledged.

After the building is gone, the focus will be on restoring the facade to the building at 115 West Fifth St., also owned by Newbold.

After that, the most ambitious part of the plan will take place. A crossover bridge extending from the 114 West Fifth St. building to a new stair and elevator tower at 115 West Fifth St. will be constructed.

The crosswalk will be made from a pre-engineered steel frame and will span approximately 15 feet above West Fifth Street, connecting the two buildings.

Cleveland's Warehouse District Featured in National Publication

The January issue of Urban Land magazine includes a feature on revitalizing old warehouse districts -- and the article opens with a photograph of Cleveland's Perry Payne building.

The blurb on Cleveland includes comments from Tom Starinsky of the Historic Warehouse District Development Corp. and developer Bob Rains of Landmark RE Management LLC. The district's vital stats: 3,000 residents, 2,500 daytime workers and 39 restored warehouses (28 of which are certified as historic structures).

The article also looks at warehouse district revivals in Dallas, Los Angeles, Minneapolis, St. Louis, St. Paul, San Francisco, Vancouver and -- of course -- Pittsburgh, which has gotten some glowing press lately from publications including The Plain Dealer and The New York Times.

The writer points to urban renewal as a possible opportunity for developers to keep working despite financing challenges, by taking advantage of public-private partnerships, incentives and various tax credits available
