Even though CEOs rated McCain’s policies over Obama’s in the most recent polling, their support came with reservations, as can be witnessed by the B- grade given to McCain’s overall policies. McCain received strong marks for defense and foreign policy but only a C+ on energy, environment and education. Conversely, Barack Obama’s overall plan received a barely passing C- with four out of eight policy areas receiving D grades. Neither candidate received an A.

Congress's initial rejection of the Bush Administration's $700 billion bailout plan calls to mind an unhappy precedent. Back in 1930, the Senate passed the Smoot-Hawley Tariff Act, which raised duties on some 20,000 imported goods. Historians define this as one of the critical steps that led to the Great Depression — a tipping point when the world realized that partisan self-interest had trumped global leadership on Capitol Hill.

It's fair to ask whether America's lawmakers could do it again. The bursting of the debt-fueled property bubble and the crippling losses suffered by banks, together with the political dithering of recent days, have set in motion a chain reaction that, in the worst-case scenario, could lead to something like a 21st century version of the Depression — even if a bailout package does eventually get approved.

Besieged by pleas from its constituents, from corporate executives to struggling wage earners, the House of Representatives reversed itself Friday and approved the controversial $700 billion financial-system rescue plan, designed to keep the nation from falling into an economic abyss.

The 263-171 vote reversed the House's rejection of the bill Monday and came two days after the Senate passed a revised version of the plan, including $110 billion in unrelated tax breaks and other incentives aimed at converting House members to back the bill. In the end, 172 Democrats and 91 Republicans joined forces to pass the measure and send it to President Bush to sign into law.

Public opinion earlier ran strongly against the measure — widely perceived as a bailout for Wall Street — but sentiment shifted after the first House vote, when a stock-market plunged hammered millions of stock-backed 401(k) retirement plans.

Sept. 30 (Bloomberg) -- Senate Democrats and Republicans have agreed to vote tomorrow night on a $700 billion financial- rescue plan, amid evidence that voters and lawmakers regretted yesterday's U.S. House rejection of the bailout.

President George W. Bush and Senate leaders vowed to revive the legislation after the House voted down the package on a 228-205 vote, with 40 percent of Democrats and two-thirds of Republicans against it.

The package would give the Treasury Department broad power to buy troubled assets, chiefly mortgage-backed securities, that are saddling investors and financial institutions.

The move was endorsed by Republican presidential nominee John McCain and Democratic opponent Barack Obama. Both Obama and McCain plan to return to Washington for tomorrow's vote, their aides said.

WASHINGTON - The fallout from the vote against a bailout package for the U.S. financial system may well be lasting pain for the economy.

The House's stunning defeat of a $700 billion package urgently championed by President Bush, sent shock waves through Capitol Hill, the trading floors on Wall Street and the Oval Office on Monday.

"An economic 9/11," warned Terry Connelly, dean of Golden Gate University's Ageno School of Business, of the potential fallout. As the package went down, panicked investors caused the Dow Jones industrials to nosedive nearly 780 points in their largest one-day point drop ever. Markets across Asia fell sharply Tuesday in the wake of the Wall Street downdraft.

"Undoubtedly, both businesses and consumers will run for cover. They will clam up," said economist Ken Mayland, president of ClearView Economics. "The snowball hitting the economy will pick up speed and gather mass."
