Local authorities have since adapted their own CCTV systems to capture licence plates on behalf of police, massively expanding the network of available cameras. Mobile cameras have been installed in patrol cars and unmarked vehicles parked by the side of roads.

Police helicopters have been equipped with infrared cameras that can read licence plates from 610 metres (2,000ft).

The police are to expand a car surveillance operation that will allow them to record and store details of millions of daily journeys for up to five years, the Guardian has learned.

A national network of roadside cameras will be able to "read" 50m licence plates a day, enabling officers to reconstruct the journeys of motorists.

Police have been encouraged to "fully and strategically exploit" the database, which is already recording the whereabouts of 10 million drivers a day, during investigations ranging from counter-terrorism to low-level crime.

The project relies on automatic number plate recognition (ANPR) cameras to pinpoint the precise time and location of all vehicles on the road.

NEW YORK — Yahoo is riding the wave of location-based services with the launch of a service intended to help users share their real-world location with their friends online.

Yahoo made Fire Eagle available to the public this week. Previously, the service had been available in a private "beta" test since March.

After signing up with a Yahoo ID, users can update their physical locations through Fire Eagle's website or from a cellphone with Fire Eagle's mobile site. They can then let the service interact with a variety of desktop, Web-based and mobile applications to let people know where they are. Early participants include Dopplr, a site for sharing travel plans, and Pownce, a site for sending messages and files.

"Location is an extra thing that can transform every site on the Web," he said.

Homeland Security claims far reaching power over your guns

The long-term plan for REAL ID is to force its biometric ID functions on federal, state, local and private entities for all transactions. Thus, ID confirmation by a distant bureaucracy becomes permission for essential daily activities including banking, doctor visits, transit, school attendance and purchases -- including guns.

According to the Department of Homeland Security’s (DHS) final rule handed down in January, DHS "will continue to consider additional ways in which a Real ID license can or should be used and will implement any changes to the definition of 'official purpose' or determinations regarding additional uses for Real ID consistent with applicable laws and regulatory requirements. DHS does not agree that it must seek the approval of Congress as a prerequisite to changing the definition in the future."

July 18, 2008 -- Scientists are searching within the virtual world and finding real viruses.

Every hour, HealthMap, an infectious disease-tracking Web site, culls through news Web sites, public health list servs, the World Health Organization's online pages, and other Web sites in six different languages to pinpoint outbreaks of disease that real-world doctors can then act on.

"We were originally thinking about how we could expand disease surveillance and pick up outbreaks earlier than traditional methods," said John Brownstein of Harvard Medical School and Children's Hospital Boston, who created HealthMap in September of 2006 with Clark Friefeld, a software developer at Harvard Medical School.

So far the program identifies about 95 percent of all disease outbreaks, sometimes days before the World Health Organization or the Centers of Disease Control announce them.

Not long ago, a young titan of New York real estate sat in his psychotherapist’s office. An art collector, he was thinking of bidding about $8 million for a painting, and something about the deal made him uneasy.

But instead of trying to explore the patient’s anxiety, the therapist encouraged him to buy the artwork: “This is what you want; you should go get it.”

Dr. Karasu, known as an expert in treating the wealthy and powerful, recognized a common pitfall among his peers: Rich people can be seductive. “The therapist wants to identify with the patients and comes to see it as his role to help them get more wealthy,” he said. In the process, the doctor risks becoming the patient’s “alter-id.”

Dr. Karasu is chairman of the department of psychiatry and behavioral sciences at Albert Einstein College of Medicine in the Bronx. He also has an office for private practice on 88th Street near Fifth Avenue. He charges $600 for a 45-minute session, seeing most of his patients at least twice a week.

Here the UK admits open collection of a broad amount of information. The UK does not have a bill of rights and the US acts like it does not.

ID Cards 'Could Be Used To Spy On You'

UK authorities may be able to spy on people using information gathered for the planned compulsory ID card scheme, a group of MPs have warned.

Ministers say they have no plans to carry out individual surveillance using details stored on a national database.

But the Home Affairs Select Committee said it was worried about "function creep".

The multi-billion pound National Identity Scheme is due to begin this year as work gets underway on building a massive database on every person over 16 in Britain.

The committee of MPs expressed concern that the sensitive information gathered for the database could later be used for spying.

Looking at the issue of surveillance generally, the committee called on the Government to minimise the amount of information it collected and held on citizens.

Napolitano: Real ID a no-go in Arizona

Arizona will join roughly a dozen states that have vowed not to participate in federal plans for a uniform standard on state-issued driver's licenses and identification cards.

On Tuesday, Gov. Janet Napolitano signed a measure, House Bill 2677, barring Arizona's compliance with the Real ID program. In so doing, she called it an unfunded federal mandate that would stick states such as Arizona with a multibillion-dollar bill for the cost to develop and implement the series of new fraud-proof identification cards.

HB 2677 is a rare recent example of broad, bipartisan agreement at the state Capitol, with the Democratic governor and GOP-led Legislature finding common ground in their opposition to Real ID.

Some of that opposition is grounded in concerns about privacy and government advancement toward a national identification card. For Napolitano, the biggest issue is related to Real ID's costs for the states.
