Prior to joining the Treasury Department, Mr. Kashkari was a Vice President at Goldman, Sachs & Co. in San Francisco, where he led Goldman's IT Security Investment Banking practice, advising public and private companies on mergers and acquisitions and financial transactions.

If being in charge of advising public and private companies on mergers and acquisitions and financial transactions is a qualification, then maybe he needs someone who specialized in selling bad mortgages as his aide!!

clipper's remarks: Wall Street and Washington were full of people who were “qualified and experienced” in the field of finance. Sen. Barack Obama, for one, has a great deal of experience in the housing field. So do many of his closest advisers. I would have traded some of that experience for a few more leaders with less experience and more courage to buck the establishment and tell the truth about what was happening.

This brings me back to Governor Sarah Palin, and why I say that courage and political will are at the very top of the “qualification” requirements for today’s leaders. So the question is, how does Sarah Palin compare on that score with Biden and Obama, for that matter? Very well, I’d say.

One can hardly disagree with the desirability of our leaders having the qualities that Brooks describes (putting aside the question of how many of our leaders who are not Sarah Palin have demonstrated these qualities). But there are other important qualifications, such as will, courage, and determination. Frankly, an infusion of these qualities into our body politic is desperately needed – not just to raise hell with the establishment, but to speak the hard truth about unpleasant choices facing our country. To push for choices that will, in the long term, benefit our country, our children and our grandchildren. In other words, things which “prudent” leaders are all too often reluctant to do.

The rise of Sarah Palin inevitably prompts me to ponder the demise of meritocracy in America.

One wonders how the Founding Fathers would view the demise of meritocracy.

Alexander Hamilton insisted in the 76th Federalist Paper that our leaders "would be both ashamed and afraid" to elevate people whose chief qualification appeared to be "insignificance and pliancy." But today Hamilton would probably be dismissed as an "elitist" who cannot relate to the average Joe's apparent yearning for leaders who know just as little about the issues as they do.

So goodbye, Hamilton, and hello Roman Hruska.

The late senator from Nebraska is the guy who once defended an ill-qualified, ill-fated high court nominee by saying, "So what if he is mediocre? There are a lot of mediocre judges and people and lawyers. They are entitled to a little representation, aren't they?"

Hruska was ridiculed for this remarks.

Given the populist impulses that are running rampant today, he looks like a seer.

Republican presidential nominee John McCain would criminalize a promising branch of stem cell research, according to a statement issued by the candidate's campaign. Though such legislation would probably not survive Congress, he might extend President Bush's much-criticized limitation of embryonic stem cell research.

"I read the statement as a bad omen for stem cell research under a McCain administration," said George Daley, a leukemia researcher at the Harvard Stem Cell Institute.

The McCain campaign responded on Monday to questions about stem cell research posed by ScienceDebate2008, a nonpartisan science advocacy group.

In his statement, McCain at first claimed to support ESC research. However, he said "clear lines should be drawn that reflect a refusal to sacrifice moral values and ethical principles for the sake of scientific progress" -- a qualification that disturbed many scientists and bioethicists with its ambiguity.

South Carolina Democratic chairwoman Carol Fowler sharply attacked Sarah Palin today, saying John McCain had chosen a running mate "whose primary qualification seems to be that she hasn’t had an abortion.”

Told of McCain's boost in the new ABC/Washington Post among white women following the Palin pick, Fowler said: "Just anecdotally, I believe that those white women are Republican women anyway."

Carol Fowler reportedly lashed out at Sarah Palin Wednesday, saying the Republican vice presidential candidate’s “primary qualification seems to be that she hasn’t had an abortion.”

Fowler issued an apology Wednesday evening.

Don Fowler last week was forced to apologize after being captured on an amateur video during an airplane flight chuckling while saying, “Hurricane (Gustav) is going to hit New Orleans about the time (the Republican National Convention) starts. … That just demonstrates God is on our side.”

Palin is an opponent of abortion rights and gave birth to her fifth child, Trig, earlier this year after finding out during her pregnancy that the baby had Down syndrome.

Fowler told my colleague Alex Burns in an interview that the selection of an opponent of abortion rights would not boost McCain among many women.

“Among Democratic women and even among independent women, I don’t think it helped him,” she said.

Simon Lebus, chief executive of Cambridge Assessment, said it had become "too easy" for politicians to get involved in how qualifications were designed - using them to score political goals.

He cited recent changes, including the decision to order the use of calculators in and out of exam halls seven times in the last decade and the introduction - and removal - of coursework in many subjects.

Mr Lebus also criticised the Government's interference in the setting of the new elite A* grade being introduced at A-level for students starting courses this month.

"This interference is counterproductive," he said. "It harms public confidence, and means that people do not believe politicians' annual protestations that things are getting better since the claim is almost impossible to verify with the education and qualification system in a ferment of perpetual change.
