In the first public discussion of the project, meeting chair work group leader Miguel Alvarez Rodriguez claimed that the Stork framework would ultimately enable cross-border e-government services for individuals and businesses.

"Our mission is to develop and test common specifications for secure and mutual recognition of national electronic ID schemes," he said. "We will try to interact with other EU institutions to maximise the usefulness of electronic ID services."

"If we want to create cross-border e-government services, one of the main building blocks is the creation of an e-identity framework like this," said Rodriguez.

Although the UK government's problems in implementing plans for a national ID card scheme are well documented, the first cards for foreign nationals will be rolled out from November.

Discovery of Bone Fragments At Fossett Crash Site

Asked about the sheriff's assessment of the physical evidence, NTSB spokesman Terry Williams reaffirmed Rosenker's earlier statement.

"We stick by that. It's human remains," said Williams, who declined to say how the NTSB had arrived at that conclusion.

Oct. 1: Hiker Preston Morrow found a pilot's license and other items that appear to belong to Steve Fossett in eastern Calif.

Federal investigators found remains amid the wreckage of missing adventurer Steve Fossett's airplane in the mountains of eastern California, but there are conflicting reports as to whether the bone fragments are human.

The National Transportation Safety Board (NTSB) said searchers found enough at the crash site to provide coroners with DNA. The bone was discovered in a field of debris that stretched 400 feet long and 150 feet wide in a steep section of the mountain range.

But Madera County Sheriff John Anderson later seemed to contradict Rosenker.

"We don't know if it's human. It certainly could be," Anderson said. "I refuse to speculate."

McCain says that he always puts country first. In this important case, it is simply not true.

Can we now admit the obvious? Sarah Palin is utterly unqualified to be vice president. She is a feisty, charismatic politician who has done some good things in Alaska. But she has never spent a day thinking about any important national or international issue, and this is a hell of a time to start. The next administration is going to face a set of challenges unlike any in recent memory. There is an ongoing military operation in Iraq that still costs $10 billion a month, a war against the Taliban in Afghanistan and Pakistan that is not going well and is not easily fixed.

This is nonsense—a vapid emptying out of every catchphrase about economics that came into her head.

The police are to expand a car surveillance operation that will allow them to record and store details of millions of daily journeys for up to five years, the Guardian has learned.

A national network of roadside cameras will be able to "read" 50m licence plates a day, enabling officers to reconstruct the journeys of motorists.

Police have been encouraged to "fully and strategically exploit" the database, which is already recording the whereabouts of 10 million drivers a day, during investigations ranging from counter-terrorism to low-level crime.

The project relies on automatic number plate recognition (ANPR) cameras to pinpoint the precise time and location of all vehicles on the road.

No doubt Mr Blair did not mean this. But he clearly did not mean tolerance, fair-mindedness, a deep love of independence and privacy, a sense that each individual is a volunteer in society, with whom no-one has a right to interfere, and certainly not with the aim of improving him or even protecting him against his will. Mr Blair did not mean this because every illiberal instinct of his politician's body drives him in the opposite direction - the direction of ID cards, limitations on free speech, more CCTV cameras, more control, less liberty, more interference, diminution of rights, ignoring of Parliament and public opinion, and generally more corralling of the national herd into situations amenable to policing.

The problem McCain faces is that if Obama's base solidifies, the numeric partisan ID advantage Democrats enjoy threatens to swamp his campaign. A tie in base favorability goes to Obama. That has always been Obama's game. Solidify and turn out the base, keep his constant edge among independents, and McCain is essentially powerless to change the outcome.

As we go forward in the campaign, look for McCain's camp to constantly push toward the middle. Attention is up, Obama's base is solidifying, so trying to stop Obama from carrying independents is now McCain's last, best hope. A National Journal survey of Republican convention insiders confirms an awareness that the swing voters are a much more important group for McCain to win. By a 55%-33% margin, GOP insiders urge McCain to go for the middle. Tomorrow night's speech will tell us whether McCain understands this need.

“Sarah Palin, whose husband works for BP (formerly British Petroleum), has repeatedly put special interests first when it comes to the environment. In her scant two years as governor, she has lobbied aggressively to open up the Arctic National Wildlife Refuge to drilling, pushed for more drilling off of Alaska’s coasts, and put special interests above science. Ms. Palin has made it clear through her actions that she is unwilling to do even as much as the Bush administration to address the impacts of global warming. Her most recent effort has been to sue the U.S. Fish and Wildlife Service to remove the polar bear from the endangered species list, putting Big Oil before sound science. As unbelievable as this may sound, this actually puts her to the right of the Bush administration.

Israel Moves Toward a National Biometric Database

"Israeli's government has approved the creation of a biometric database which would contain fingerprints and facial photos of all Israeli citizens. If the bill becomes law — and it is at an early stage — the biometric information of each citizen would be embedded in their passport and national ID card. Israeli citizens would be required by law to submit to biometric testing upon request by government employees, soldiers, and policemen, so that their biometric info can be compared to the info embedded in their ID card / passport. The declared purpose of the bill is to combat forgery of passports and ID cards, and also to aid identification 'in cases of a mass disaster.' The bill was approved over objections from civil rights groups and the Israeli Bar. The article notes that no other democratic country has a comprehensive biometric database of all citizens."

Homeland Security claims far reaching power over your guns

The long-term plan for REAL ID is to force its biometric ID functions on federal, state, local and private entities for all transactions. Thus, ID confirmation by a distant bureaucracy becomes permission for essential daily activities including banking, doctor visits, transit, school attendance and purchases -- including guns.

According to the Department of Homeland Security’s (DHS) final rule handed down in January, DHS "will continue to consider additional ways in which a Real ID license can or should be used and will implement any changes to the definition of 'official purpose' or determinations regarding additional uses for Real ID consistent with applicable laws and regulatory requirements. DHS does not agree that it must seek the approval of Congress as a prerequisite to changing the definition in the future."
