And it is starting to further lag behind the 16-member euro area, where France and Germany are contributing to broad improvements in manufacturing, services and consumer demand.

Jean-Michel Six, chief European economist at Standard & Poor’s, said the divergence appeared to stem from the higher level of consumer indebtedness in Britain.

“U.K. consumers are coming out of a period of very significant leveraging, and the process of unwinding that is long and painful,” he said. “You would expect savings rates to grow and credit demand to fall, weighing on the economy.”

Meanwhile, German business confidence in October rose to its highest level in 13 months, according to the Ifo economic research institute in Munich.

PARIS — Initial data on third-quarter growth in Britain showed the economy there remained mired in recession, while releases from the euro area Friday presented a picture of steadily improving activity.

The large debt burden on British consumers is the main reason for the divergent performance, analysts said.

A preliminary release from the Office of National Statistics in London showed gross domestic product contracted by 0.4 percent between July and September from the previous three months and shrank by 5.2 percent compared with a year earlier.

Economists had expected growth of 0.2 percent for the quarter, based on recent improvements in housing statistics, purchasing managers’ indexes and the weak pound, which should make exports more competitive.

The report showed weakness in the service sector, where output fell 0.2 percent; industrial production, down 0.7 percent; and construction, off 1.1 percent. Within the service sector, distribution, hotels and restaurants were notably weak.

Russian President Vladimir Putin has accused the United States of making the world a more dangerous place by trying to impose its will through an "almost uncontained, hyper use of force."

U.S. foreign policies are prompting countries around the world to develop nuclear arms, Putin told a security conference in Munich on Saturday in what many observers said were the strongest verbal attack that Putin has made on Washington.

"One state, the United States, has overstepped its national borders in every way. This is very dangerous. Nobody feels secure anymore because nobody can hide behind international law," Putin told the annual Munich Conference on Security Policy.

"It is a world of one master, one sovereign.… It has nothing to do with democracy," he told the gathering of senior security officials from around the world.

"This is nourishing the wish of countries to get nuclear weapons."

Rather than risk warfare, they were willing to allow Adolf Hitler to annex the Sudeten region, but only if he promised that his territorial acquisitions were finished. Mollified by the German dictator’s smooth talking, Prime Minister Chamberlain signed away the Sudetenland by putting his signature to the Munich Agreement in the wee morning hours of September 30, 1938.

The French, still in a financial mess and completely unprepared militarily to defend their own country, much less another, could do little but follow suit, and Edouard Daladier signed as well.

The British Prime Minister had just returned from Munich, Germany, where he believed he had finally put a halt to Germany’s aggressive expansion in Europe.

Surrounded by German territory on three sides, the Sudeten region of Czechoslovakia was home to a large German population, many of whom clamored for independence from their mother country or a return to German control. The burgeoning Third Reich picked up the “battle cry” and demanded that the Sudetenland be given to them.

Weird, Rare Clouds and the Physics Behind Them

In August, we posted a photograph of some odd, rare clouds known as Morning Glory clouds without providing an explanation for how they form. In response to reader interest, we followed up with meteorologist Roger Smith of the University of Munich, who has studied their formation.

“Over the years we’ve developed a good understanding of them,” Smith said. “It’s no longer a mystery, but still very spectacular.”

The Morning Glory phenomenon is the result of the particular configuration of the land and sea on the Cape York Peninsula, in a remote part of Australia.

As moist sea air is lifted to the crest of the waves, it cools and condensation forms a cloud. Sometimes there is just one wave, but Smith has seen as many as 10 together in a series.

These clouds do occur elsewhere, including Munich, where they form about once in a decade.
