Socialism Kills: The Human Cost of Delayed Economic Reform in India

This paper seeks to estimate the number of "missing children," "missing literates," and "missing non-poor" resulting from delayed reform, slower economic growth, and hence, slower improvement of social indicators. It finds that with earlier reform, 14.5 million more children would have survived, 261 million more Indians would have become literate, and 109 million more people would have risen above the poverty line. The delay in economic reform represents an enormous social tragedy. It drives home the point that India's socialist era, which claimed it would deliver growth with social justice, delivered neither.

As the world approaches the 20th anniversary of the fall of communism, it is worth investigating the costs borne by countries like India that did not become communist but drew heavily on the Soviet model. For three decades after its independence in 1947, India strove for self-sufficiency instead of the gains of international trade, and gave the state an ever-increasing role in controlling the means of production. These policies yielded economic growth of 3.5 percent per year, which was half that of export-oriented Asian countries, and yielded slow progress in social indicators, too. Growth per capita in India was even slower, at 1.49 percent per year. It accelerated after reforms started tentatively in 1981, and shot up to 6.78 percent per year after reforms deepened in the current decade.

FARMERS will need to increase their productivity by 70 per cent if they are to produce enough food by 2050, experts have warned.

Speaking at the High-Level Expert Forum on How to Feed the World, the UN’s Food and Agriculture Organisation (FAO) said there would need to be major improvements in yield and cropping if farmers are to meet the challenge.

FAO director general Jaques Diouf told delegates at the two-day conference agriculture had ‘no choice’ but to respond to the challenge.

“The combined effect of population growth, strong income growth and urbanisation… is expected to result in almost the doubling of demand for food, feed and fibre. Agriculture will have no choice but to be more productive.

The FAO used the event to call on governments across the world to increase aid to agriculture from the $7.9 billion a year currently being invested to a total of $44 billion a year which the group estimates will be needed to meet those challenges.

Gene therapy can be particularly effective in treating inherited sight problems in children, fresh trials show.

Treatment so far has focused on Leber's congenital amaurosis (LCA), a rare inherited disorder which causes gradual deterioration in vision and can lead to blindness by the time the patient is 20.

There were measurable improvements, including an at least 100-fold increase in pupillary light response - when the pupils constrict in brightness.

The genes are contained in a harmless virus which is unlikely to be attacked by the body as the immune system is not strong in the retina.

Gene therapy has already been successfully deployed to treat children with X-SCID - a life-threatening immune deficiency also known as "boy in the bubble syndrome".

But a lot more research was needed, she added, "to maximise the benefits of gene therapy techniques and understand how they can then be turned into effective treatments for a variety of more common degenerative eye conditions."

U.K. Economic Contraction Is Longest on Record

And it is starting to further lag behind the 16-member euro area, where France and Germany are contributing to broad improvements in manufacturing, services and consumer demand.

Jean-Michel Six, chief European economist at Standard & Poor’s, said the divergence appeared to stem from the higher level of consumer indebtedness in Britain.

“U.K. consumers are coming out of a period of very significant leveraging, and the process of unwinding that is long and painful,” he said. “You would expect savings rates to grow and credit demand to fall, weighing on the economy.”

Meanwhile, German business confidence in October rose to its highest level in 13 months, according to the Ifo economic research institute in Munich.

PARIS — Initial data on third-quarter growth in Britain showed the economy there remained mired in recession, while releases from the euro area Friday presented a picture of steadily improving activity.

The large debt burden on British consumers is the main reason for the divergent performance, analysts said.

A preliminary release from the Office of National Statistics in London showed gross domestic product contracted by 0.4 percent between July and September from the previous three months and shrank by 5.2 percent compared with a year earlier.

Economists had expected growth of 0.2 percent for the quarter, based on recent improvements in housing statistics, purchasing managers’ indexes and the weak pound, which should make exports more competitive.

The report showed weakness in the service sector, where output fell 0.2 percent; industrial production, down 0.7 percent; and construction, off 1.1 percent. Within the service sector, distribution, hotels and restaurants were notably weak.
