SEOUL, South Korea - The non-profit body that oversees internet addresses has approved the use of Hebrew, Hindi, Korean and other scripts not based on Latin characters in a decision that could make the web dramatically more inclusive.

The board of the Internet Corporation for Assigned Names and Numbers - or ICANN - voted to allow such scripts in so-called domain names at the conclusion of a weeklong meeting in Seoul, South Korea's capital.

Since their creation in the 1980s, domain names have been limited to the 26 characters in the Latin alphabet used in English - A-Z - as well as 10 numerals and the hyphen. Technical tricks have been used to allow portions of the internet address to use other scripts, but until now, the suffix had to use those 37 characters.

Countries can only request one suffix for each of their official languages, and the suffix must somehow reflect the name of the country or its abbreviation.

"Right now, Internet address endings are limited to Latin characters - A to Z. But the Fast Track Process is the first step in bringing the 100,000 characters of the languages of the world online for domain names," ICANN Chairman Peter Dengate Thrush said in a statement.

The Fast Track Process to begin the use of non-Latin scripts would begin on November 16 and would usher in web addresses in scripts like Hindi, Arabic and Hebrew.

Experts believe that ICANN's decision would make the Internet more inclusive as people can be familiar with their own languages online.

The regulator said the process would allow nations and territories to apply for "Internet extensions reflecting their name - and made up of characters from their national language," the statement noted.

"The coming introduction of non-Latin characters represents the biggest technical change to the Internet since it was created four decades ago.

The organization responsible for managing the assignment of domain names and IP addresses has approved a new plan to allow non-Latin characters in Web extensions.

Known as Internationalized Domain Names (IDNs), the system is designed to globalize the Net so regions around the world can use their own local alphabet characters to surf in cyberspace, the Internet Corporation for Assigned Names and Numbers, or ICANN, said Friday.

Calling IDNs the "biggest technical change" to the Internet since its birth 40 years ago, ICANN unanimously approved the plan on the final day of its six-day conference in Seoul.

IDNs will allow domain names to be to be written in native character sets, such as Chinese, Arabic, and Greek. In charge of managing domain names, ICANN has argued that IDNs are necessary to expand use of the Web in regions where people don't understand English. Since its inception, the Internet has been limited to the Latin character set used by the U.S. and many other nations.

This is a bad day for the English language, after ICANN approved non-Latin characters for use in Internet domain names. Having invented the Internet--40 years ago yesterday--the U.S. has given away whatever advantage it offers English-speakers.

This was bound to happen after the U.S. recently recanted on its "ownership" of the Internet in a new agreement with ICANN, the Internet's primary governing body. At one level, I am happy that Internet users around the world will soon have domain names in their own character sets.

"The coming introduction of non-Latin characters represents the biggest technical change to the Internet since it was created four decades ago," ICANN Chairman Peter Dengate Thrush said in a statement.

The internet is on the cusp of the "biggest change" to its working "since it was invented 40 years ago", the net regulator Icann has said.

The body said it that it was finalising plans to introduce web addresses using non-Latin characters.

The proposal - initially approved in 2008 - would allow domain names written in Asian, Arabic or other scripts.

The body said if the final plans were approved on 30 October, it would accept the first applications by 16 November.

The first Internationalised Domain Names (IDNs) could be up and running by "mid 2010" said the president of the Internet Corporation for Assigned Names and Numbers (Icann).

Icann chief Rod Beckstrom, a former Silicon Valley entrepreneur and Washington insider who took over running the organisation in July, said there had been legitimate concerns that some countries were developing alternative internets as a way of routing around American control.

"It's rumoured that there are multiple experiments going on with countries forking the internet, various countries have discussed this," he said. "This is a very significant shift because it takes the wind out of our opponents."

After complaints about American dominance of the internet and growing disquiet in some parts of the world, Washington has said it will relinquish some control over the way the network is run and allow foreign governments more of a say in the future of the system.

Icann – the official body that ultimately controls the development of the internet thanks to its oversight of web addresses such as .com, .net and .org – said today that it was ending its agreement with the US government.

The deal, part of a contract negotiated with the US department of commerce, effectively pushes California-based Icann towards a new status as an international body with greater representation from companies and governments around the globe.

"We're more global, period. The chances of the internet holding together just went up, the cohesion just went up," he said. The US government is expected to relax control over how the internet is run when it signs an accord with net regulator Icann on Wednesday.

The "affirmation of commitments" will reportedly give Icann autonomy to run its own affairs for the first time.

Previous agreements gave the US close oversight of Icann - drawing criticism from other countries.

Earlier this year, the EU called on the US to relinquish its control and Icann to become "universally accountable".

"The US government is the only body to have had formal oversight of Icann's policies and activities since its inception in 1998," it said.

"The Commission believes that Icann should become universally accountable, not just to one government but to the global internet community.

The current agreement between the Internet Corporation for Assigned Names and Numbers (Icann) and the US Commerce Department's National Telecommunications and Information Administration is due to expire on Thursday.

The IANA oversees the net's addressing system.
