In addition to reducing future Medicare funding by an estimated $500 billion, the bill fundamentally changes how Medicare pays doctors and hospitals, permitting the government to dictate treatment decisions.

Sec. 1302 (pp. 672-692) moves Medicare from a fee-for-service payment system, in which patients choose which doctors to see and doctors are paid for each service they provide, toward what's called a "medical home." (The bill specifies that patients may have to settle for a nurse practitioner rather than a physician as the primary-care provider.)

Sec. 1114 (pp. 391-393) replaces physicians with physician assistants in overseeing care for hospice patients.

• Secs. 1158-1160 (pp. 499-520) initiates programs to reduce payments for patient care to what it costs in the lowest cost regions of the country.

Sec. 1161 (pp. 520-545) cuts payments to Medicare Advantage plans (used by 20% of seniors). Advantage plans have warned this will result in . . . .

What the government will require you to do:

Sec. 202 (p. 91-92) of the bill requires you to enroll in a "qualified plan."

• Sec. 224 (p. 118) provides that 18 months after the bill becomes law, the Secretary of Health and Human Services will decide what a "qualified plan" covers and how much you'll be legally required to pay for it. That's like a banker telling you to sign the loan agreement now, then filling in the interest rate and repayment terms 18 months later.

Sec. 303 (pp. 167-168) makes it clear that, although the "qualified plan" is not yet designed, it will be of the "one size fits all" variety.

Sec. 59b (pp. 297-299) says that when you file your taxes, you must include proof that you are in a qualified plan.

Sec. 412 (p. 272) says that employers must provide a "qualified plan" for their employees and pay 72.5% of the cost, and a smaller share of family coverage, or incur an 8% payroll tax.

clipper's remarks: It is often more important how is something said than what is actually said. Probably that's the way the human mind works, the memes that are propagated are not the most factual, but the most appealing, intriguing, amusing or surprising.

The problem are the consequences for science if the focus is set on communication at any expense instead of accuracy. However, a perfect accuracy with no communication is pointless. Thus, as with all conflicting goals, the way to go is probably a compromise, as it doesn't look like we are changing human nature anytime soon.

But where are all of these robots? Mostly they are things like those little Roombas and Robomowers that creep in and around tech-savvy homes.

The author identifies a looming problem, with military contractors driving the manufacture and spread of Robosapiens, we need to begin focusing on the ethics of their use for civilian applications. Getting a robot to identify the enemy under military situations is quite different from relying on them to patrol civilian streets.

It’s no longer a great stretch to imagine robocops in patrol cars in the near future.

Oblivious to any lessons that might have been learned from the global financial mess it has created, Wall Street is looking for the next asset bubble. Perhaps in the market for death it has found a replacement for the collapsed markets in subprime mortgage–backed securities and credit default swaps (CDSs).

Instead of making bets on the “death” of securities, this new product will allow investors to gamble on the death of human beings by purchasing “life settlements”—life insurance policies that the ill and elderly sell for cash.

These policies will then be packaged together as bonds—securitized—and resold to investors, who will receive payouts when the people with the insurance die.

In effect, just as the sale of a CDS creates a vested interest in financial calamity, here the act of securitizing life insurance policies creates huge financial incentives in favor of personal calamity.

Dating site OKCupid has done an analysis of 500,000 inquiry messages in order to determine what keywords correlate most strongly with getting a reply or getting deleted. It has an interesting gender lesson.

Mentioning someone’s level of attractiveness decreased the likelihood of getting a response (for both men and women), though men were more likely to mention looks. But general compliments about one’s profile increased the likelihood of getting a response

when they made sure to differentiate between pretty (meaning “sort of”) and pretty (”meaning attractive”), you can see clearly the way that commenting on looks decreases the recipients’ interest

when men sent messages, the recipient preferred humility to bold self-confidence

women

respond positively to phrases that indicate that he actually read their profile and is interested in the content of their person

The lesson: Treat a woman (on the OK Cupid dating site) like a human being and she will respond positively.
