&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;The three communities also have strong Islamic connections, because many centuries ago, their forefathers undertook a pledge to follow three Muslim practices.

  &lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;As Pakistan, the sixth-largest nation in the world, struggles to implement democratic reforms, the kite flying ban is another intriguing battle between social moderates and religious conservatives over the place of Islam within society.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;On one side are those who contend kite flying has no link to Muslim customs, and therefore has no place in the Islamic republic, where 97 percent of the country's 165 million people are Muslims.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;And caught in the middle are the people who make and fly kites.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;"Part of our life and history is fading away," said Shahid Malik, a 49-year-old kite flier.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;The current clash has its roots in Basant — an ancient Hindu festival celebrating spring. Thousands of members of one of India’s lowest castes besieged the capital
yesterday, blocking roads and railways to press their unorthodox demand — to
be downgraded to an even lower social status.

Wielding sticks and shouting slogans, they burnt tyres and squatted in the
main roads leading to the capital&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;
India outlawed caste discrimination after gaining independence in 1947, but to
correct the injustices of the past it allocated quotas of government jobs
and university places to those who suffered the most. It divided those who
should benefit from the quotas into official categories called scheduled
castes (SC), scheduled tribes (ST) and other backward classes (OBC).&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;Gujjars&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;are
classified as OBC, entitling them to access to 27 per cent of government
jobs&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt; they want to be downgraded to ST, on a par
with another local tribe&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;which they believe would increase
