TORONTO, Canada (AP) -- Canada's prime minister dissolved Parliament on Sunday and called an early election for next month in hopes of strengthening his Conservative minority government's hold on power.

Prime Minister Stephen Harper's party needs an additional 28 seats to have a majority in Parliament. Although he has downplayed that possibility, polls in recent days indicate his right wing party has a chance to do so.

The October 14 election will be Canada's third ballot in four years.

The Conservatives unseated the Liberal Party in 2006 after nearly 13 years in power, but as a minority government the Conservatives have been forced to rely on opposition lawmakers to pass legislation and adopt budgets.

With Harper signaling in recent weeks that he was leaning toward calling early elections, analysts said the Conservatives had a better shot of winning now than if they waited until being forced by the opposition into a vote later, when the Canadian economy might be worse off.

A bank with ties to the family of John McCain was shut down by federal regulators on Friday, marking the 11th US bank failure this year and threatening to cause ripples across the presidential election campaign.

Andrew McCain, son of the Republican presidential nominee, was a director of Nevada-based Silver State Bank until resigning in July for “personal reasons”.

He was a member of Silver State’s audit committee, which has responsibility for overseeing the bank’s financial accounts.

Silver State had about $2bn of assets and $1.7bn in deposits at the end of June and reported a second-quarter net loss of $72.3m.

Its failure is expected to cost the Federal Deposit Insurance Corporation, which insures bank deposits up to $100,000, about $450m-$550m.

The younger McCain joined the board of Silver State in February after it acquired Arizona-based Choice Bank, for whom he had served as a director since 2006.

The United States government last night announced the biggest financial bailout in the country's history, as it took the troubled American mortgage giants Freddie Mac and Fannie Mae into temporary public ownership to save them from collapse.

In one of the most dramatic turns in the year-old credit crunch, the treasury secretary, Henry Paulson, said that the Federal Housing Finance Agency, formerly the regulator of the two companies, would run both businesses. Their current management has been replaced and further funds would be made available, he said.

nol in a number of capacities. Researchers at the University of Wisconsin-Madison reported in the 21 June 2007 issue of the journal Nature that they had achieved in producing DMF from biomass sugars.

Sugars are first converted into hydroxymethylfurfural (HMF) in water with an acid catalyst. A copper-based catalyst converts HMF into DMF by removing two oxygen atoms. The result is a lower boiling point, a quality which makes it a viable transportation fuel.

DMF has 40% greater energy density than ethanol.
• It is non-water soluble, meaning it can’t absorb atmospheric water and become contaminated.

• DMF is stable in storage and, in the evaporation stage of its production, consumes one-third of the energy required to evaporate a solution of ethanol produced by fermentation for biofuel applications.

The most influential book in that genre is surely Richard Hofstadter's Anti-Intellectualism in American Life (1963), in which he argues that the American dislike for educational elitism derives from a number of interlocking cultural legacies, including religious fundamentalism, populism, the privileging of "common sense" over esoteric knowledge, the pragmatic values of business and science, and the cult of the self-made man.

If the situation was bad in Hofstadter's time, it's grown steadily worse over the past 40 years. The anti-intellectual legacy he described has often been used by the political right — since at least the McCarthy era — to label any complication of the usual pieties of patriotism, religion, and capitalism as subversive, dangerous, and un-American. And, one might add, the left has its own mirror-image dogmas.
