Economist Jamie K Galbraith's recent book [1] describes modern (Bush-Cheney) Republicanism as creating a "predator state". Its predatory aspects are starkly visible in the gangs of corporate lobbyists who roam Washington DC, the Halliburton Iraq war procurement scandal and the corruption and incompetence that surrounded the Hurricane Katrina relief effort.

Domestic issues? An urban agenda? Rebuilding the nation’s aging infrastructure?

They haven’t drawn nearly as much attention as the two favorite topics in this campaign: foolishness and foreign affairs.

This may seem obvious, but infrastructure proponents are having a terrible time getting traction on this issue. Infrastructure initiatives are expensive, and not sexy. But there are powerful returns on these investments. They tend to pay for themselves many times over (can you imagine New York City without the subways?) and the projects are job creators.

But just like the continuing slaughter of young people in tough neighborhoods across the country, very little attention is being given to the nation’s neglected infrastructure needs.

The mayors met in Philadelphia recently to talk about crime, and they will be meeting in Los Angeles soon to talk about poverty.

Who knows if anyone is listening.

As USA Today wrote of this fiasco in January of 2002, "But, as a power marketer, [Enron] could buy enough energy-futures contracts in a region to create a virtual monopoly." That’s right: As early as the winter of 2002, it was widely known that the 2000 Commodities Futures Modernization Act had created a monster, capable of running up energy prices outside of the normal law of supply and demand. Worse, our government had been warned this was going to happen. Representatives of the Federal Reserve, the Securities and Exchange Commission and the CFTC had already told Congress not to deregulate energy because "the market was ripe for manipulation." Everybody was warned; that’s why this deregulation bill was stealthily inserted into that appropriations bill without a floor debate.

KBR Outlaws Personal Cell Phones

KBR, Inc., formerly a division of Halliburton as Kellogg, Brown & Root, has ordered employees in the Middle East to turn in their personal cell phones, citing "a safety and security concern."

As CNN reported, an e-mail sent to KBR employees in Iraq, Afghanistan and Kuwait ordered employees to stop using their phones and turn them in, warning of disciplinary action, including termination, for noncompliance. One employee, refusing to surrender his phone, said that no reason was given for the demand, and that he was "not aware of any security breaches involving the use of cell phones."

WASHINGTON (AFP) — The biggest US military contractor in Iraq, KBR, was steeped in another scandal Friday as lawmakers, families and experts accused it of recklessly causing the electrocution deaths of US soldiers.

"While I had always been prepared to hear that one of my sons died by way of a firefight or a roadside bomb, I was dumbstruck to hear that my son was electrocuted while taking a shower in his living quarters," said Cheryl Harris, mother of army Staff Sergeant Ryan Maseth, who died in January.

Maseth's "burnt and smoldering" body was found under still-running, electrically charged water by a fellow soldier who kicked down the door of the bathroom at an army base in Baghdad, Harris told a hearing of the Senate Democratic policy committee.

KBR, a former subsidiary of the Halliburton energy firm which was once led by Vice President Dick Cheney, was contracted to maintain facilities at the base and had been informed of electrical problems in the building where Maseth died.

U.S. war planners want an obedient client state that will house major U.S. military bases, right at the heart of the world's major energy reserves.

The deal just taking shape between Iraq's Oil Ministry and four Western oil companies raises critical questions about the nature of the U.S. invasion and occupation of Iraq -- questions that should certainly be addressed by presidential candidates and seriously discussed in the United States, and of course in occupied Iraq, where it appears that the population has little if any role in determining the future of its country.
