South Ossetian militias, facilitated by the Russian army, are carrying out the worst ethnic cleansing since the war in former Yugoslavia. Despite the random nature of these attacks, the overall aim is clear: to create a mono-ethnic greater South Ossetia in which Georgians no longer exist.

A week after the conflict started I drove up to Akhalgori, a mountain town, 41km north-west of Tbilisi. South Ossetian militias, together with Russian soldiers from Dagestan, had captured the town the previous evening. Most residents had already fled; by the bus stop I found a group of women waiting for a lift. The town had no history of ethnic conflict, they said. Its population was mixed. Now almost all the Georgians had fled. I asked a militia leader, Captain Elrus, whether his men had ethnically cleansed Georgian villages between Tskhinvali and Gori. "We did carry out cleaning operations, yes," he admitted.

UN: Georgians Effectively Blocked from Homes

Russia supplies the EU with about a third of its oil and about two-fifths of its natural gas.
British Prime Minister Gordon Brown said European nations should adopt a united energy policy to avoid becoming too dependent on Russia.

He said the EU nations should "use our collective bargaining power."

"Without urgent action we risk sleepwalking into an energy dependance on less stable or reliable partners," Brown wrote in The Observer newspaper.

Brown said he spoke with Russian President Dmitry Medvedev by telephone Saturday, and told the Russian leader "to expect a determined European response" to the crisis.

The zones are near the border with separatist South Ossetia, the disputed province at the heart of the conflict that has ruined Georgia-Russia ties and caused the biggest crisis in Moscow's relations with the West since the 1991 Soviet collapse.

Fighting broke out Aug. 7 after Georgian forces launched a barrage on the South Ossetian capital of Tskhinvali, hoping to retake control of the province. Russian forces poured in, pushed the Georgians out in a matter of days and then drove deep into Georgia proper.

The United States has sent substantial aid to Georgia in the wake of the war, using naval ships and military aircraft. Russian officials raised speculation that the military involvement could indicate the United States was seeking to restore Georgia's armed forces, which had received massive military aid from Washington in recent years.

Three civilians were killed and five wounded in the attack. On the same day, a cluster strike in the center of the town of Gori killed at least eight civilians and injured dozens, Human Rights Watch said. Dutch journalist Stan Storimans was among the dead. Israeli journalist Zadok Yehezkeli was seriously wounded and evacuated to Israel for treatment after surgery in Tbilisi. An armored vehicle from the Reuters news agency was perforated with shrapnel from the attack.

The latest focus of international tension was the Black Sea, where NATO naval exercises are taking place. A US destroyer arrived on Sunday in Georgia with what the Pentagon says are humanitarian aid supplies.

TBILISI (AFP) — A fuel train hit a mine and exploded near the stricken Georgian city of Gori on Sunday as Russia faced renewed European Union pressure to make a complete withdrawal from Georgia.

The Georgian Interior Ministry said the rail track used by the train had been mined and a huge pall of black smoke could be seen across the Gori region after the huge explosion.

"The railway was mined and that was the reason for the explosion," Interior Ministry spokesman Shota Utiashvili told AFP

Acting as chair of the European Union, French President Nicolas Sarkozy telephoned his Russian counterpart Dmitry Medvedev on Saturday and asked him to withdraw his forces from a key road linking Poti to Senaki in western Georgia.

Sarkozy and Medvedev agreed on the need for an "international mechanism" in the area south of South Ossetia, a statement from Sarkozy's office said.

The Kremlin said it was ready to cooperate with the Organisation for Security and Cooperation in Europe (OSCE)

Georgian and Russian authorities should take urgent measures to protect the civilian population in Georgian villages from unexploded ordnance left by Russian attacks, Human Rights Watch said today. Human Rights Watch researchers documented additional Russian cluster munitions attacks during the conflict in Georgia, refuting Russia’s earlier denials that it used the weapon.

Human Rights Watch researchers saw and photographed unexploded submunitions from cluster munitions in and around the villages of Shindisi, in the Gori district of Georgia. Residents from Shindisi and the nearby Pkhvenisi village told Human Rights Watch researchers there are hundreds of unexploded submunitions in the area. Submunition “duds” are highly dangerous and can explode if picked up or otherwise disturbed.

Russia restricting travel in Georgia

Matyas Eorsi, an envoy from the Parliamentary Assembly of the Council of Europe, was initially refused entry to Gori on August 20, before the decision was reversed. In a blow to local sensitivities, the governor of Shida Kartli, Lasha Vardzelashvili, was detained for two hours by Russian forces after trying to secure a humanitarian aid convoy’s passage through a Russian checkpoint.

The Georgian government announced that the Russian Embassy in Tbilisi has notified it that "to arrange civilized movement throughout Gori," information about "delegation members, travel objectives and duration, transport vehicles and itinerary" must now first be submitted to the Russian mission in Tbilisi. The note appears to refer to both diplomats and non-diplomats, including humanitarian aid workers. The information will be relayed to the Russian defense ministry, the note continues, "in order to give respective instructions to the peacekeeping command, which will further ensure unhindered movement."

The Georgian government, however, has termed the requirements a violation of international law based "on Soviet-imperialist traditions."

At the same time, Russian forces demonstrate no inclination to withdraw from the positions in Georgia that they currently hold

The continuing Russian presence in Gori appears to be hampering humanitarian aid efforts.

US and France declare Russia not complying with cease-fire

On Friday night Russia declared its withdrawal complete and said it was in full compliance with a cease-fire agreement, but the United States and France immediately voiced strong objections, saying Russia had not gone far enough.

President Bush and President Nicolas Sarkozy of France agreed that "Russia is not in compliance and that Russia needs to come into compliance now," Gordon Johndroe, the White House spokesman, told reporters.

MOSCOW -- Russia plans to establish a long-term presence inside Georgia and one of its breakaway republics by adding 18 checkpoints, including at least eight within undisputed Georgian territory outside the pro-Russian enclave of South Ossetia, a ranking Russian military official told reporters Wednesday.

The checkpoints will be staffed by hundreds of Russian troops, the official said, with those in Georgia proper having supplies ferried to them from breakaway South Ossetia.

"This is the essence of it," Col. Gen. Anatoly Nogovitsyn, deputy chief of the army general staff, told reporters at a briefing. He showed maps detailing the proposed Russian positions, one just outside the Georgian city of Gori, which lies along a crucial juncture of the country's main east-west highway.

"The president ordered us to stop where we were," he said. "We are not pulling out and pulling back troops behind this administrative border into the territory of South Ossetia."

Georgian Villagers Recount Tales Of Marauders

Displaced persons told stories of how they hid in basements while Ossetian and Chechen irregulars rampaged through their villages. They recounted tales of neighbors being shot and of homes being torched. Events happened so fast that many, especially the elderly, didn’t have enough time to escape.

"They poured gasoline on houses and lit them on fire everyday," says 84 year-old Alexi Datashvili, one of about two dozen elderly and feeble residents from the Georgian villages [...]

In Gori itself, Russian officials have impeded Georgian television broadcasts, replacing them with Russian programming.

The recently modernized Georgian army base in Gori has been thoroughly ransacked. Several hundred meters north of the base, Russian forces are digging new artillery positions – an indicator that Russian troops are not intending to pull out soon.

The Georgian village of Karateli lies seven kilometers north of Gori. While many buildings in the village are still standing, a large number of homes along the road have been destroyed and every store looted. Village residents recall being terrified as marauding bands swept into the village.

A woman named Marina, who requested that her family name not be used, said she was one of eight people who hid in a garage as the looting occurred. "Ossetians attacked us, they stole all our cars – didn’t leave a single one," she states. Indeed, the only vehicles to be seen in the town were all burned-out wrecks. Marina said that while she was in hiding, her house was pillaged and a storeroom burned.

Locals claim only a few Georgians were killed, although another village resident, Medea Bibilashvili, claimed that "some" young men were rounded up and taken away. The account could not be independently verified.

POTI, Georgia (AP) - Russian soldiers took about 20 Georgian troops prisoner at a key Black Sea port in western Georgia on Tuesday, blindfolding them and holding them at gunpoint, and commandeered American Humvees awaiting shipment back to the United States.

The move came as a small column of Russian tanks and armored vehicles left the strategic Georgian city of Gori in the first sign of a Russian pullback of troops from Georgia after a cease-fire intended to end fighting that reignited Cold War tensions. The two countries on Tuesday also exchanged prisoners captured during their brief war.

However, Russian soldiers took Georgian servicemen prisoner in Poti—Georgia's key oil port city—and commandeered the U.S. Humvees.

Russian forces blocked access to the city's naval and commercial ports on Tuesday morning and towed the missile boat Dioskuria, one of the navy's most sophisticated vessels, out of sight of observers. A loud explosion was heard minutes later.

“This has been building up for years,” he said. “I knew it would happen and I’ve been waiting for this moment for a long time. If I see a Georgian soldier I’ll shoot his brains out. They’re dogs.”
