Astonishingly, there's no exemption that encourages police to enforce the law for minors.
&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;	If the measure passes, the city is likely to become an international haven for pimps who peddle girls and boys, and perverts seeking sex with minors.
