The leaders of Europe's four largest economies vowed at the weekend not to let a single bank fail but said they would tackle their own national banking crises rather than pursue an EU-wide rescue.

At a summit in Paris on Saturday evening, President Nicolas Sarkozy and his German, British and Italian counterparts said they would ensure the "soundness and stability" of the financial system "using their own means".

They also called for a partial relaxation of mark-to-market accounting rules for assets, closer supervision of bankers' pay, further co-operation between regulators and fresh EU-wide rules on bank deposit guarantees.

While calling for flexibility in state aid rules, the four leaders also upped the pressure on Ireland, which has angered its partners with a blanket guarantee of bank debts. They said it would have to discuss its scheme with European Commission and the European Central Bank.

The £3.6bn Large Hadron Collider will be out of action for around two months after magnets over-heated, a spokesman for the project said today.

The European Organisation for Nuclear Research (Cern) said damage to the huge project below Switzerland, discovered yesterday, was worse than it first thought.

The collider, which was designed to send particles around a 16 mile circuit in a bid to unravel some of the secrets of the universe, was shut down to allow an investigation to take place.

Spokesman James Gillies said early indications were that there was a fault in an 'electrical inter-connection' between two magnets.

The fault led to a leak of helium into the tunnel and the team's in-house fire brigade turned out.

He played down the fault, which happened nine days after the machine was started.

'These kind of teething problems happen with particle colliders,' he said.

GENEVA - The world's largest atom smasher — which was launched with great fanfare earlier this month — has been damaged worse than previously thought and will be out of commission for at least two months, its operators said Saturday.

Experts have gone into 17-mile (27-kilometer) circular tunnel housing the Large Hadron Collider under the Swiss-French border to examine the damage that halted operations about 36 hours after its Sept. 10 startup, said James Gillies, spokesman for CERN, the European Organization for Nuclear Research.

"It's too early to say precisely what happened, but it seems to be a faulty electrical connection between two magnets that stopped superconducting, melted and led to a mechanical failure and let the helium out," Gillies told The Associated Press.

He said it would take "several weeks minimum" to warm up the sector.

"Then we can fix it," Gillies said. "Then we cool it down again."

Giving fishermen long-term rights to catch fish is key to keeping stocks healthy, scientists conclude.

A global survey found that fisheries managed using individual transferable quotas (ITQs) were half as likely to collapse as others.

Long-term quotas give fishermen a stake in conserving fish stocks.

The study was published in the journal Science just a day after the European Commission announced a major review of EU fisheries policy.

"Under open access, you have a free-for-all race to fish, which ultimately leads to collapse," said research leader Christopher Costello from the University of California at Santa Barbara (UCSB).

"But when you allocate shares of the catch, then there is an incentive to protect it."

The principle of ITQs is straightforward. A safe level of catch is set for a given species or group of species in a prescribed area, and that catch is shared out between individual boats or fleets.

South American Union supports Morales

Confronting their first crisis, members of the four-month-old Union of South American Countries voted to create a commission to support Morales' democratically elected government, said President Michelle Bachelet of Chile.

She read a nine-point statement on Chilean TV that calls for the support of human rights and democracy and the preservation of Bolivia's territorial integrity. The statement condemns any attempts to overthrow the government.

The South American leaders also urged dialogue to address disputes in Bolivia.

Morales attended the emergency meeting of the union, which is modeled on the European Union and aims to politically and economically integrate South American countries.

Most of South America's leaders attended Monday's emergency summit, with the exception of President Alan Garcia of Peru. Protest leaders asked to attend the summit in Santiago, Chile, but it was limited to heads of state.

The projects seek to address long-standing needs in Iraq, such as a severe housing shortage and under-investment in public utilities. Najaf is visited by millions of Shiite tourists a year but infrastructure there is poor.

"This is an extraordinarily undercapitalized society," said Todd Schwartz, an economic counselor at the U.S. Embassy in Baghdad. "There's no question that Iraq can absorb $74 billion and hundreds of billions more."

There is plenty of money available as well, added Schwartz, in Gulf monarchies awash in petrodollars.

BAGHDAD — Iraq is poised to receive a flood of foreign investment, thanks to improved security. More than $74 billion in projects have been submitted for government approval in just the past five months, according to Iraq's state investment regulator.

The investors include companies from the U.S., Europe, and Gulf Arab states. Their proposals all involve sectors other than oil, including a $13 billion new port for the southern city of Basra, several hotels and thousands of housing units nationwide, says Ahmed Ridha, the chairman of Iraq's National Investment Commission.

The biggest project, submitted by investors from Kuwait, Qatar and the United Arab Emirates, calls for an entirely new city to be built just outside the holy Shiite city of Najaf at a cost of $38 billion.

However, companies say they are eager to plow money into a country that has not received significant foreign investment for decades due to Saddam Hussein's economic mismanagement, U.N. sanctions and war.

Google cuts data retention time in half

Under pressure from European regulators, Google is halving the amount of time its stores Internet Protocol addresses.

In a blog post, Google said it would keep IP addresses on its server logs for 9 months before anonymizing them, down from the 18 months it had previously stored the data.

A European Commission advisory body issued an opinion paper earlier this year urging search engines to delete data collected about their users after six months.

At the time, Google said the proposals could have an impact on its ability "to provide quality products and services for users, like accurate search results, as well as system security and integrity concerns."

Google filed a response to EU regulators (PDF) on Monday, saying in a blog post that "after months of work, our engineers developed methods for preserving more of the data's utility while also anonymizing IP addresses sooner."

Google had introduced the 18-month policy in 2007.

EU suspends talks with Russia pact over Georgia

European Union leaders have agreed to suspend talks on a new partnership agreement with Moscow until Russian troops have withdrawn from Georgia.

EU Commission President Jose Manuel Barroso said it was clear it could not "continue as if nothing had happened", after an emergency summit in Brussels.

The EU also condemned Russia's move to recognise the independence of Georgia's regions of South Ossetia and Abkhazia.

Russia has warned further support for Georgia would be a "historic" mistake.

The EU's foreign policy chief, Javier Solana, meanwhile said it was prepared to send hundreds of civilian monitors to Georgia to check if Russia was abiding by the EU-brokered ceasefire agreement.

Speaking after EU leaders met in Brussels to discuss the crisis, Mr Barroso and French President Nicolas Sarkozy announced they had agreed to postpone talks on an EU-Russia partnership deal.

BRUSSELS, August 6 (RIA Novosti) - The European Union on Wednesday condemned the coup in Mauritania, demanded that the president be returned to power, and threatened to halt aid to the northwest African country.

EU Humanitarian Aid Commissioner Louis Michel said the coup jeopardized cooperation with the EU, "as we are finalizing with the Mauritanian government a 156 million euro program for 2008-2013 to add to assistance already in place".

The EU's executive body, the European Commission, said in a statement that the coup endangered "the exemplary democratic advances which the country has made since the 2005 coup d'etat."

A group of renegade army officers staged a coup in the early hours of Wednesday morning, detaining President Sidi Ould Cheikh Abdallahi and Prime Minister Yahya Ould Ahmed Waghf.

The leaders, along with other top government members, were arrested as soldiers were deployed on the streets of the capital and state radio and television was shut down.
