clipper's remarks: The minimum drinking age in Italy is 16. I've been in bars packed with teens and there was no excess drinking or obnoxious behavior. The only sloppy drunks I saw were two American kids outside of a bar in Florence: one was puking while the other was raving.

College presidents from about 100 of the nation's best-known universities, including Duke, Dartmouth and Ohio State, are calling on lawmakers to consider lowering the drinking age from 21 to 18, saying current laws encourage dangerous binge drinking on campus.

The movement called the Amethyst Initiative began quietly recruiting presidents more than a year ago to provoke national debate about the drinking age.

This is a law that is routinely evaded,

"It is a law that the people at whom it is directed believe is unjust and unfair and discriminatory.

Mothers Against Drunk Driving says lowering the drinking age would lead to more fatal car crashes. It accuses the presidents of misrepresenting science and

waving the white flag."

Research has found that more than 40 percent of college students reported at least one symptom of alcohol abuse or dependence

How would you explain that all these "structures" passed the quality control and house inspections? Only by the possible fact that controllers and inspectors were drunk too. Or just near-sighted. I really want to believe the latter, but in some countries they are actually neither drunk or blind - but handsomely bribed. See for yourself:

They are calling on lawmakers to consider moving age back to 18

RALEIGH, North Carolina - College presidents from about 100 of the best-known U.S. universities, including Duke, Dartmouth and Ohio State, are calling on lawmakers to consider lowering the drinking age from 21 to 18, saying current laws actually encourage dangerous binge drinking on campus.

Other prominent schools in the group include Syracuse, Tufts, Colgate, Kenyon and Morehouse.

Mothers Against Drunk Driving says lowering the drinking age would lead to more fatal car crashes. It accuses the presidents of misrepresenting science and looking for an easy way out of an inconvenient problem. MADD officials are even urging parents to think carefully about the safety of colleges whose presidents have signed on.

Research has found more than 40 percent of college students reported at least one symptom of alcohol abuse or dependence.

It ought not to be necessary to point out the differences between Saddam Hussein's Iraq and Mr Saakashvili's Georgia, but for those blinded by moral relativism, here goes - Georgia did not invade its neighbours or use chemical weapons on their people. Georgia did not torture and murder hundreds of thousands of its own citizens. Georgia did not defy international demands for a decade and ignore 18 UN Security Council resolutions to come clean about its weapons programmes.

And unlike Iraq under Saddam, Georgia is led by a democratically elected president who has pushed this once dank backwater of the Soviet Union, birthplace of Stalin and Beria, towards liberal democracy and international engagement.

Unlike Serbia, Georgia has not been conducting a campaign of “ethnic cleansing” against the people of these provinces

The EU today seems to have adapted that slogan to fit its own desired global role - the important thing is taking part and not winning.

THE next time you hear someone blaming "beer goggles" for their behaviour, you may have to believe them. People really do appear more attractive when our perceptions are changed by drinking alcohol.

Both men and women who had consumed alcohol rated the faces as being more attractive than did the controls (Alcohol and Alcoholism, DOI: 10.1093/alcalc/agn065). Surprisingly, the effect was not limited to the opposite sex - volunteers who had drunk alcohol also rated people from their own sex as more attractive.

clipper's remarks: Having sampled a few "doses" with names like "Viagra," "Peyote," and "Opium," I can safely say that the only psychological impact these have is to induce a mild headache. The tones are loud and annoying and inharmonious, and each time I've felt pretty much the same after as before, only increasingly annoyed. In fact, I'm "high" on digital heroin as I write this. If there is any mental impact from these things it is pretty clearly psychosomatic: If you think an MP3 can make you feel drunk, then maybe you really can zone yourself into acting that way, though I can see how a soothing MP3 track could calm you down after a hard day at junior high. (As a side note I'll also add that some people fear that idoser-type software is simply a cleverly disguised way to get malware onto your computer.)

Back in the '80s and early '90s, a series of rather silly movies and stories had everyone wondering whether a computer virus could somehow "cross over" and infect carbon-based lifeforms. (In truth, there are probably still people out there who think this today.)

Now technophobes are worried about a new phenomenon called idosers, digital music that can allegedly mess with your mind and "mimic the effects of alcohol and marijuana,"

The theory behind idosers involves "binaural beats." Listen to one (example here) and you'll immediately understand the concept: It's ambient noise that sends different tones to the left and right channel (often rapidly oscillating between them). When you listen to it with headphones it is supposed to "create a new frequency" in your brain, one which can create either a more relaxed state or a more alert one. Thus: "Digital drugs."

Who knew the iPod would become the latest gateway drug?

A few stiff drinks really does make other people appear more attractive, according to researchers who say the alcohol makes us think about sex.

A test on drunk university students has scientifically proven what was common pub knowledge - that drinking improves the appearance of those around you.

A team from the University of Bristol in England conducted a controlled experiment on 84 young heterosexuals, getting half of them tipsy on a drink and asking all of them to rate the attractiveness of people in photographs.

Both drunk men and drunk women rated the faces as being more attractive than did those who were sober, according to New Scientist magazine.

Surprisingly, the effect was not limited to the opposite sex, as drunk volunteers also rated people from their own sex as more attractive.

Professor Tamara Phillips and colleagues from the Oregon Health and Science University report their study of the effects of the new drug on mice in a recent issue of the Proceedings of the National Academy of Sciences.

Phillips and team hope the drug, which blocks a stress receptor, could not only stop alcoholics from relapsing, but also stop pleasurable feelings gained from cocaine and even food.

This drug has great potential to treat not only alcoholism, but other stress-related disorders as well," she says

The drug, called CP 154,526, was originally developed and donated for testing by drug giant Pfizer, maker of the popular drug Viagra.

CP 154,526 physically binds to a receptor in the brain called corticotrophin-releasing factor one (CRF1).

HARRISON, Mich., Aug. 12 (UPI) -- A Harrison, Mich., man said he was shocked to find a naked and lost college student in his driveway when he went outside to unplug his decorative lights.

Ernest Kramer, 65, said he was disconnecting the lights at about 11 p.m. last Tuesday when he heard a female voice in the darkness say: "Mister, I'm lost, can I use your phone?" The Saginaw (Mich.) News reported Tuesday.

"There was only a bug light on, so I told her to come to the house," Kramer said. "I couldn't see that well, I thought she was wearing shorts and a pink blouse.

"When we got to the front door I turned and looked at her and said, 'Oh my God, you got nothing on.' So I took off my T-shirt and gave it to her."

Kramer said the student attempted to make several calls, but was unable to reach anyone. He said he phoned the police after the apparently drunk 19-year-old threw up in his garage and wandered off.
