The Statement:
Sen. Joe Biden said at the October 2 vice presidential debate that the United States spends "more money in three weeks on combat in Iraq than we spent on the entirety of the last seven years that we have been in Afghanistan building that country … or six-and-a-half years in Afghanistan."

The facts:
Biden's remark seems to refer to two specific, and very different statistics: U.S. spending in Iraq only on combat operations, not on reconstruction and other activities; and U.S. spending on "building" Afghanistan — presumably, money for reconstruction in that country.

It's important to keep in mind that figures for USAID projects are only a portion of total U.S. spending in Afghanistan. In July, the State Department reported that, since fiscal year 2001, the United States has spent $17.2 billion on security in Afghanistan and $1.3 billion on "governance, rule of law, and human rights" efforts. Some may consider that latter figure part of "building" a society.

Ruddock's shameful legacy - About time an empowered post-mortem on the Howard human rights legacy proceeded!

In today's Canberra Times Jacquie Everitt puts the lie to any defence Howard govt frontbenchers may launch against a critique of their human rights record. It was abysmal and I remain concerned that a judicial review has not been convened into the worst excesses of the Howard experiment.

Everitt writes:

With his hard stance on refugees, he assisted John Howard more than any other minister to win an election the Coalition had been in danger of losing before the Tampa incident.

Doing these tasks becomes a way of not doing the things higher up on the list. With this sort of appropriate task structure, the procrastinator becomes a useful citizen. Indeed, the procrastinator can even acquire, as I have, a reputation for getting a lot done.

At this point you may be asking, "How about the important tasks at the top of the list, that one never does?" Admittedly, there is a potential problem here.

The trick is to pick the right sorts of projects for the top of the list.

Denver's police union is facing criticism for printing a commemorative T-shirt that makes light of the use of violence by police, particularly in the wake of 154 arrests during the week of Democratic National Convention this past August.

The Denver Police Department Operations Manual includes a Law Enforcement Code of Ethics, which begins, 'As a Law Enforcement Officer, my fundamental duty is to serve mankind, to safeguard lives and property, to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all men to liberty, equality and justice.' The creation of this t-shirt makes a mockery of that statement."

Detective Nick Rogers of the Police Protective Association said that the union predicts sales of about 2,000 shirts in addition to the ones given free to Denver police officers, and also told KMGH that he hadn't received any complaints about the shirt.

Last year, New Scientist revealed that the US Department of Homeland Security is developing a system designed to detect "hostile thoughts" in people walking through border posts, airports and public places. The DHS says recent tests prove it works.

Project Hostile Intent as it was called aimed to help security staff choose who to pull over for a gently probing interview - or more.

However, last week, the DHS science unit gave an update on the project, now dubbed the less-hostile-sounding Future Attribute Screening Technologies (FAST) programme. And, if DHS claims are to be believed, the research appears to be getting somewhere.

Some subjects were told to act shifty, be evasive, deceptive and hostile. And many were detected. "We're still very early on in this research, but it is looking very promising," says DHS science spokesman John Verrico. "We are running at about 78% accuracy on mal-intent detection, and 80% on deception."

As anyone who watches Dr. Phil has surely learned, standard polygraph tests measure responses such as blood pressure, pulse, and respiration rate to detect anxiety associated with guilt or lying. But a new kind of lie detector test could skip the psychophysiological gauges and head straight to the brain for answers on a subject's veracity.

New Scientist pointed us to a patent filed with the World Intellectual Property Organization that proposes detecting lies via near-infrared spectroscopy. Basically, a device would shine near-infrared light through the scalp and skull into certain parts of the brain. Seeing how much light reflects back would indicate oxygenation levels, which vary depending on how active the brain is at a given point and could yield information on the neural pathways underlying the cognitive as well as the emotional aspects of deception.

Nigerian militants halt oil war after one week

The Movement for the Emancipation of the Niger Delta (Mend) said it had taken the decision after appeals from tribal leaders in the region.

The militants say they are fighting to bring more money to the Niger Delta

But it warned it would end the truce if attacked by the army again.

Mend declared "war" on Nigeria's oil industry last Sunday after a fierce military raid on one of its bases.

Groups such as Mend claim to be fighting for greater control over oil wealth in the impoverished Niger Delta, but they are accused of making money from criminal rackets and trade in stolen oil.

"We hope that the military has learnt a bitter lesson. The next unprovoked attack will start another oil war," it said.

It is not the first time such a ceasefire has been declared, or this explanation given - and it did not last too long before, the BBC's Alex Last

says.
