EPA tightens lawn mower, motor boat emission rules

WASHINGTON (Reuters) - Exhaust-spewing lawn mowers and speed boats will get a green make-over under tough new rules from the U.S. Environmental Protection Agency designed to reduce smog and save millions of gallons of gasoline.

Gas-powered engines in lawn and garden equipment will be required to cut smog-forming emissions by 35 percent, while engines in personal watercraft will have to cut smog-forming emissions by 70 percent and reduce carbon monoxide emissions by 20 percent.

It's the EPA's latest step to reduce emissions from nonroad sources. The agency previously set new standards for farm and construction equipment, recreational vehicles, locomotives and commercial marine craft.

"When fully implemented, this rule will be the air pollution equivalent of removing one out of every five cars and trucks on the road," said Bill Becker, executive director of the National Association of Clean Air Agencies.

Speculators and water an uneasy mix

CANBERRA (Reuters) - On the cracked grey clay of an ancient lake bed on the edge of Australia's outback, Guy Kingwill is at the frontier of a global rush to commercialize water.

Despite a long-running drought, Kingwill, who runs the vast Tandou farm, 142km southeast of the mining town of Broken Hill, has just sold his property's critical water on a national market rather than pump it into irrigated cereal crops.

"The return on the water is higher," Kingwill told Reuters. "Where we are it's broadacre cropping. But the market now is driving significantly more per megaliter from horticulture than you can get a profit margin out of wheat and barley," he says.

With drought gripping some areas for a decade, prices for one megaliter of seasonal water -- enough for an Olympic-size pool -- are peaking at A$600 ($517), while permanent water entitlements are less volatile, but still pricey at up to A$2,500 a megaliter. Continued...

Economists, bureaucrats and investors rejoiced late last month when the Commerce Department announced that U.S. exports in June were up sharply, $28.8 billion higher than in June 2007. The department made less noise about the rising tide of imports, which were up $26.4 billion.

the nation's seaports are now handling 1.4 billion tons of goods annually and that waterborne container traffic will double by 2020.

Oceangoing ships burn the lowest of low-quality diesel oil, and the fuel used by locomotives isn't much better. Trucks burn a greater quantity of fuel per ton hauled, with correspondingly high emissions.

The Litmus Garden designed by T. Allen Comp. With the help of over a hundred volunteers over an April weekend in 2001, a toxic river of coal mining waste was transformed into a series of cascading pools that eventually filter and clean the water before it flows into Blacklick Creek in Vintondale, PA. Twelve states, including New York, are suing the Environmental Protection Agency over greenhouse gas emissions from oil refineries.

“The E.P.A.’s refusal to control pollution from oil refineries is the latest example of the Bush administration’s do-nothing policy on global warming,” Mr. Cuomo said in a news release. “Oil refineries contribute substantially to global warming, posing grave threats to New York’s environment, health and economy.”

In a ruling last year, the Supreme Court found that the agency had the power to regulate greenhouse gases under the Clean Air Act. Since then, the agency’s director has said it is the job of Congress to regulate them.

It seeks to force the agency to control refinery emissions and adopt the new source performance standards.

Products for making indoor air smell fresh or laundry smell clean may include volatile chemical compounds technically considered to be pollutants. Adam Hinterthuer reports

Laundry detergents and air fresheners have long promised to keep your house and clothes smelling sunshine fresh and rain shower clean. But what they haven't said is what exactly you're sniffing when you snuggle up in your just-washed sheets. After hearing from people who said strong scents made them sick, University of Washington researcher Anne Steinemann scratched the surface and found almost a hundred chemicals that weren't listed on the labels. According to her report in the journal Environmental Impact Assessment Review, plug-in air fresheners, scented sprays, dryer sheets and detergents all contained a mixture of volatile organic compounds.

But five out of the six products Steinemann tested emitted one or more so-called hazardous air pollutants, which are carcinogens

From his post in Vice President Dick Cheney's office, F. Chase Hutto III has had his hands in a variety of issues.

There was the debate over clean air and global warming. By all accounts, he helped scuttle the course favored by scientists at the Environmental Protection Agency for stronger regulations intended to fight emissions of greenhouse gases, as Countdown to Crawford reported a month ago.

There was the time the administration was considering greater restrictions on smog-forming ozone; he opposed them. A National Oceanic and Atmospheric Administration rule to protect North Atlantic right whales? The Bush administration is reportedly about to scale it back. Hutto was in deep on that one, too.

His role was tracked by the Washington Post, which reports today that the administration has a new job in mind for him: He will be promoted, the Post reports, from his staff position in Cheney's office to assistant secretary of energy.

What if we could solve the problem of global warming by just scrubbing the air clean of carbon dioxide, before it has the opportunity to add to the blanket of greenhouse gases smothering the earth? Canadian professor David Keith, the 2006 Canadian Geographic "Environmental Scientist of the Year," believes we can do exactly that. He's building a prototype of a machine that will eventually be almost 400 feet high. It will suck ambient air into one end and spray it with sodium hydroxide solution, then expel clean air out the other end. Keith thinks he'll prove that his machine will be even more efficient than trees in cleaning C02 from the air.

Eight Strikes and You’re Out

Senator McCain did not show up for the crucial vote on July 30, and the renewable energy bill was defeated for the eighth time. In fact, John McCain has a perfect record on this renewable energy legislation. He has missed all eight votes over the last year — which effectively counts as a no vote each time. Once, he was even in the Senate and wouldn’t leave his office to vote.

This, he argues, will take more than a Manhattan Project. It will require a fundamental reshaping by government of the prices and regulations and research-and-development budgets that shape the energy market. Without taxing fossil fuels so they become more expensive and giving subsidies to renewable fuels so they become more competitive — and changing regulations so more people and companies have an interest in energy efficiency — we will not get innovation in clean power at the scale we need.

Clean Energy Fuels Corp, stands to gain substantially from the higher prices of gasoline and are even flaunting it on their website.

Nancy Pelosi says that she is trying to save the planet and prevent global warming, but the reality is that, according to disclosure statements, in May 2007 she invested in T. Boone Picken’s clean energy fuels corp., CLNE, which is the sole sponsor of a proposal in California to funnel $5 billion in state funds and $5 billion in Federal funs to this corporation which will indirectly help them create a giant wind farm in the Texas panhandle.

An overlooked story in November of 2007 shows that the T. Boone Pickens plan involves the private control of water, which Pickens wants to be able to sell to big cities via giant water pipelines which will be built on land seized under eminent domain.

How did he do this? He did this by pushing through a “water district” which consists of only 8 acres of land and then applying eminent domain to expand that district and seize land from local ranchers which, in the end, puts vital water resources under his private control.
