Eagle permits could help developers

Fifty thousand bald eagles - plenty of them at the Juneau landfill - prove that the national bird isn't endangered in Alaska and never has been.

Nevertheless, the federal government is proposing to make it a little easier to disturb them.

The agency last year took the rest of the nation's bald eagles off the endangered species list. The agency had to make sure eagle populations wouldn't backslide as a result.

Since then, the agency has been writing a permit program to allow "incidental take" of eagles. This month it released a draft environmental assessment of the permit program.

It's designed to balance protection of eagle populations "while providing the flexibility necessary for people to manage their land and businesses," according to the agency.

Landowners still won't be able to go after eagles intentionally. But they'll be able to get permits for other activities that might harm or disturb eagles.

Welcome Candid Carrie visitors for a showcase of animal sightings from my vacation I just arrived home from. Feel free to browse my last few blog entries. There are some amazing pictures of the Tetons, Yellowstone and the Badlands lurking at every corner.

While buffalo are not the most beautiful animals, they are amazing in their power. We ran into buffalo at each National Park, sometimes we almost literally ran into them as they sat in the middle of the road! We actually saw them being herded at Custer State Park

We also were fortunate to see a few bald eagles along the way. This eagle proudly sat by the river at Yellowstone.

We happened to be driving by a river at Yellowstone when we saw these full-grown elks just drinking and eating. We watched them for awhile and just marvelled at how HUGE they were.

The Endangered Species Act is Endangered

The agencies responsible for the welfare of endangered species are proposing rule changes that would cut through all the red tape keeping animals such as the bald eagle alive. True to the administration’s tradition of considering the fox before the hen house, officials hope the changes will assist frustrated developers.

If approved, the changes would represent the biggest overhaul of the Endangered Species Act since 1988. They would accomplish through regulations what conservative Republicans have been unable to achieve in Congress: ending some environmental reviews that developers and other federal agencies blame for delays and cost increases on many projects.

“If adopted, these changes would seriously weaken the safety net of habitat protections that we have relied upon to protect and recover endangered fish, wildlife and plants for the past 35 years,” said John Kostyack

Bush could weaken Endangered Species Act

Between 1998 and 2002, the Fish and Wildlife Service conducted 300,000 consultations. The National Marine Fisheries Service, which evaluates projects affecting marine species, conducts about 1,300 reviews each year.

The reviews have helped safeguard protected species such as bald eagles, Florida panthers and whooping cranes. A federal government handbook from 1998 described the consultations as "some of the most valuable and powerful tools to conserve listed species."

MADRID (Reuters) - A one euro coin has turned up in Spain bearing the face of cartoon couch potato Homer Simpson instead of that of the country's king, a sweetshop owner told Reuters on Friday.

Jose Martinez was counting the cash in his till in the city of Aviles, northern Spain, when he came across the coin where Homer's bald head, big eyes and big nose had replaced the serious features of King Juan Carlos.

"The coin must have been done by a professional, the work is impressive," he told Reuters.

The comical carver had not taken his tools to the other side of the coin displaying the map of Europe. So far, no other coins of the hapless, beer-swilling oaf have been found in circulation.

"I've been offered 20 euros for it," said Martinez.
