Turbine tax named No. 1 priority

WORTHINGTON — The Rural Minnesota Energy Board and the Association of Minnesota Counties have identified the wind turbine production tax as their No. 1 priority to be resolved in the upcoming legislative session. What they want is for the state to reverse its 2008 action that calculated production tax payments into a county’s maximum levy. The move limited a county’s ability to finance projects.

The state's thinking in its Ocean Management Plan, mandated by the Ocean Act of 2008, appears to run contrary to the prowind and renewable energy policy of Governor Deval Patrick's administration, when Mass Audubon surveys have revealed similar numbers of winter sea ducks near Martha's Vineyard where its bird counters have not been as forthcoming with their data as Nantucket. As a result, the state delineated two sites south of that island where up to 166 wind turbines could be built per site. Not that Nantucket wants such a large project off its shores, but Vorce said the town should have the ability to at least build the smaller community wind farm.

Markey backs wind farm in letter to Salazar

In a letter sent yesterday to Interior Secretary Ken Salazar Markey pushed for approval of the plan by Cape Wind Associates, LLC, to build 130 wind turbines in the sound. In the letter Markey stated that approval of the country's first offshore wind farm would send a strong message as the United States participates in the United Nations Climate Change Conference on Dec. 7.

The letter to Salazar is the first time Markey has declared himself fully in favor of the project.

Wind turbines can be as loud as an airliner, as ugly as an oil derrick and as damaging to the environment as a clear-cut, according to members of the Citizens Task Force on Wind Power. They also emit a jaw-rattling hum and obnoxious knocking noises that no one would want to live near, according to Steve Thurston, co-chairman of the task force.

“These things make people sick,” he said after a press conference Monday where he and several others spent an hour criticizing wind energy. “The noise they make drives people crazy.”

Low-fat diet ‘puts dieters in better moods’

Published in the November 9 issue of Archives of Internal Medicine , one of the JAMA/Archives journals, after one year, the study found that a low-calorie, low-fat diet is more beneficial to dieters’ mood than a low-carbohydrate plan with the same number of calories.

"Despite the consistency of official recommendations advocating a high-carbohydrate, low-fat, energy-restricted diet for obesity treatment, the obesity epidemic has led to widespread interest in alternative dietary patterns for weight management, including very low-carbohydrate ‘ketogenic’ diets that are typically high in protein and fat (particularly saturated fat)," the authors write.

"While recent clinical studies have shown that low-carbohydrate diets can be an effective alternative dietary approach for weight loss, their long-term effects on psychological function, including mood and cognition, have been poorly studied,” they added.

Proposed wind farm site is too windy

RUMFORD, Maine — A wind-power company says a western Maine site it's been looking at is too windy for turbines. First Wind's Matthew Kearns told a public meeting in Rumford on Thursday that its proposed Longfellow wind farm on Black Mountain and North and South Twin mountains may not be viable.

The Sun Journal of Lewiston quotes Kearns as saying First Wind's studies so far show that gusts atop Black Mountain are too strong for turbine engineering to handle, and that's a problem for wind turbine bearings.

The Martha’s Vineyard Commission voted without dissent last night to designate the waters around the Vineyard as a district of critical planning concern, cementing a yearlong moratorium on building wind farms in nearshore waters while rules are developed.

But a parallel plan to nominate an Islandwide DCPC on land for wind power developments was successfully resisted by the Edgartown selectmen, who are intent on building a 363-foot tall wind turbine at the town wastewater plant.

A decision on whether to list Nantucket Sound on the National Register of Historic Places is now in the hands of the National Park Service. A ruling to list the Sound would not automatically kill Cape Wind's proposed wind farm, but it could lead to delays in the project's construction, as the project would be forced to meet new requirements.

In a letter sent to the U.S. Minerals Management Service yesterday, Massachusetts Historical Commission executive director Brona Simon said she disagrees with the federal agency's determination earlier this year that the Sound is not eligible for the historic register listing.

Local governments are beginning to flex their permitting authority to challenge commercial-scale wind farms, a trend some industry observers say could impede broader federal efforts to expand renewable energy production.

Experts say the Wabaunsee ordinance, unanimously upheld by the Kansas court, is a key test of local governments' power to effectively ban large-scale wind farms, as opposed to blocking a specific project or proposal. "This case is unique in that it involves a blanket order," said Ron Keefover, a spokesman for the Kansas Supreme Court.
