Mark Levin's point that McCain "doesn't flat-out lie the way Obama does" is a way of acknowledging that the stilted artificial formats of these debates principally benefits the Democrat. Most electoral seasons the Democrat candidate has to pass himself off as something other than what his record would suggest — tough on foreign policy issues, deeply personally passionately personally anguished on abortion, etc. These stilted non-debates assist the Dem in getting away with it.
