The debt owed to this city by Dellums is incalculable and there is nothing but pride - or arrogance - standing between him and a full public disclosure of the facts surrounding his tax problem.

Anything short of that constitutes unacceptable behavior by a public official and violates the public contract between an elected official and the constituency the office serves. I tried to reach the mayor for comment - but he declined to speak with me, his press secretary Paul Rose told me.

No one has asked Dellums to disclose anything that any other politician in the same set of circumstances wouldn't be asked to explain.

If he cannot provide a public explanation for a controversy that has become another national embarrassment for this city, it's difficult to see how continuing in his current position is going to be good for anyone - either him or Oakland's citizens.

Oakland Mayor Ronald V. Dellums owes the residents of this great city an explanation.

And if he can't provide one, he owes his resignation.

He is a hometown hero entrusted with the highest public office Oakland can offer. His $239,000 tax bill is peanuts compared with the weight of his responsibility as Oakland mayor.

Anyone can make an honest mistake, and if that's all this is, then no harm, no foul.

But Oakland residents deserve to know why the mayor was unable to handle his legal obligation to pay income taxes, because it's a reflection of his ability to handle responsibility, including the management of a city that has placed its trust, and a whole lot more, in his hands.

If Dellums can't come clean with the people who put him in office, the same people he promised would benefit from the transparent operations of the mayor's office, there is no reason left for residents to believe anything else he has to say.

The UK government's chief science adviser has told BBC News that he supports the former chief drugs adviser's scientific view on cannabis.

Professor John Beddington, the UK's chief scientist, would not be drawn on whether the Home Secretary was wrong to sack Professor David Nutt.

David Nutt was chair of the Advisory Council on the Misuse of Drugs.

He was fired after using a lecture to say cannabis was less harmful than alcohol and tobacco.

Asked whether he agreed with Professor Nutt's view that cannabis was less harmful than cigarettes and alcohol, Professor Beddington replied: "I think the scientific evidence is absolutely clear cut. I would agree with it."

Professor Beddington is the man ultimately responsible for scientific advice in government.

He said that he believed that the sacking had occurred because of a breakdown in trust between Professor Nutt and the Home Secretary Alan Johnson.

KPMG has released its annual global survey of corporate tax systems. For the 10th-consecutive year, the average corporate tax rate fell, and it is now down to 25.5 percent (just 23.2 percent in the European Union!).

In the United States, unfortunately, the corporate tax rates remains stuck at about 40 percent. Only one developed nation, Japan, has a more punitive regime.

Something to keep in mind the next time a politician complains that jobs are going to China (corporate tax rate of 25 percent).

Flight taxes are being raised to help bail out the banks, Alistair Darling admitted yesterday.

In an extraordinary intervention, the Chancellor said the higher air passenger duty being introduced tomorrow was needed to plug gaps in the national finances.

He made no attempt to justify the move - which will add £340 to the ticket for a family of four flying long haul - on environmental grounds, the official reason for the tax.

Michelle Di Leo, director of the aviation lobbying group Flying Matters, said Mr Darling had 'let the cat out of the bag on this flying stealth tax'.

She added: 'Just when the economy needs all the help it can get, he is imposing a tax which undermines job creation in the tourism sector, prices ordinary families out of flying and all for absolutely no environmental benefit.

'When people realise how much this stealth tax will cost them and how much damage it is doing to the economy, any politician who commits to scrapping it will get an electoral boost.'

In a modern age where logistics are so essential it is amazing that a semi literate almost primitive foe can have access to modern telephone technology but the Nato troops are ham-strung with their heavy and useless radio networks and equipment.

All Nato troops now carry weapons that share 55.6 ammunition in a country where the average contact starts at massive distances. This means that you are dependent on support weapons which are totally alien to the mobility of troops trained for speed and action. The Italians, masters at Alpine terrains and warfare would never acquiesce to allowing their soldiers to be more than shooting ducks in a theatre they practice in their own back yard, or would they?

Like it or lump it, there is always another view on any subject except maths, we all hate sums. A bust of Russia's muscle-flexing strongman Vladimir Putin is being created as a gift for ex-Hollywood bodybuilder and California's current governor Arnold Schwarzenegger.

The bust is currently being made in Mr Putin's home city of Saint Petersburg on an order of Russia's Bodybuilding and Fitness Federation and will be delivered to the movie star turned politician in March.

In 1991 the Russian artist made a sculpture of Mr Schwarzenegger and Vladimir Dubinin, the president of the bodybuilding federation, personally delivered the gift.

The two Russian men soon learned the Hollywood action hero collected sculptures, Mr Dubinin said.

"Then we brought him the busts of Gorbachev and Yeltsin," said Mr Dubinin, referring to the last Soviet leader Mikhail Gorbachev and the late Russian president Boris Yeltsin.

A sculpture of Mr Putin, a former president and current Prime Minister, was the next logical step, he added.

"Nothing has changed," Mr Peskov said.
