U.S.Troop Funds $2.6 Billion Taken From Guns and Ammunition For "Pet Projects"

Mr. Wheeler, who conducted the study, compared the Obama administration's requests for funds with the $636 billion spending bill that the Senate passed. He discovered that senators added $2.6 billion in pet projects while spending $4 billion less than the administration requested for fiscal 2010, which began Oct. 1.

Mr. Wheeler said that senators took most of the cash for the projects from the "operations and maintenance" or O&M accounts.

Study finds $2.6 billion taken from guns and ammunition

The administration's budget requested $156 billion for the regular O&M account and $81 billion for O&M for the wars in Iraq and Afghanistan. The bill passed by the Senate cut $2.4 billion from the regular account and $655 million from the war O&M fund.

Senate appropriators insisted that the O&M accounts, despite the cuts, do not shortchange the troops.

"The operation and maintenance title is fully funded," Appropriations Committee Chairman Daniel K. Inouye, Hawaii Democrat, said during the debate on the bill. "There is no shortage. ... The committee is deeply concerned that the critical operational needs of our soldiers, sailors, airmen and Marines are met with the finest equipment available."

Money for the Kennedy Institute was inserted by Mr. Inouye and Sen. John Kerry, Massachusetts Democrat. Sen. Mary L. Landrieu, Louisiana Democrat, and Sen. David Vitter, Louisiana Republican, sought the funding for the World War II museum.

Global illegal fishing treaty agreed

More than 90 countries have reached agreement on a treaty designed to stop illegal fishing.

The agreement was brokered by the United Nations Food and Agricultural Organisation.

It seeks to close ports to ships that fish without a license, use banned equipment, or catch under-sized fish.

Foreign fishing boats will have to request permission to dock in designated ports and submit to inspections.

Environmental groups say illegal and unregulated fishing has pushed some fisheries to the point of collapse.

A team of MIT scientists recorded a nearly simultaneous world-wide increase in methane levels -the first increase in ten years. What baffles the team is that this data contradicts theories stating humans are the primary source of increase in greenhouse gas. It takes about one full year for gases generated in the highly industrial northern hemisphere to cycle through and reach the southern hemisphere. Since all worldwide levels rose simultaneously throughout the same year, however, it is probable that this may be part of a natural cycle - and not the direct result of man's contributions.

clipper's remarks: Sugar prices are in the all time high. We are also consuming in an all time high loads of sugar, therefore, the demand of the sugar are high too. The drought in India drive the price of sugar even higher. No wonder my significant other quit eating chocolate expect for an occasional hot coco. I still would eat a nice ethical chocolate bars, but it would not be without sugar. The truth is that people would start cutting down on real sugar if the prices continue to go up or the name brand would substitute real sugar with glucose-fructose! Ewww! I can taste the difference and in no way I would buy chocolate with those in it. Drinks may be okay, but food, you can tell a great deal of difference. Even my pop prices are already in an increase, yikes!

Nationalization and shortages go together in the same way that Chicago and corruption go together. Find one, find the other. Naturally Chavez refuses to take the blame for his absurd policies. Neither does Obama. In typical socialist fashion, each blames others.
Critics point the finger at price and foreign exchange controls that have slowed investments in expansion and maintenance and eroded productivity. The government blames shortages on speculation by the private sector.

In a nutshell this is Obama’s health care plan. Conjure up a problem in the private sector, blame it on speculating capitalists, and use both as a reason to nationalize the entire system.

December 6 is the Feast day of St. Nicholas, one of several Patron Saints of Brewing. St. Nicholas, Bishop of Myra, was a wealthy and generous man. His generosity towards others led to him being the inspiration for the tradition of Santa Claus and gift giving. It's not entirely clear why Nicholas was chosen as a Patron Saint of brewing. Tradition states that Nicholas was having a beer at an inn where the inn keeper had murdered three boys and packed their bodies in a barrel of brine. Nicholas was offered some salted meat with his beer. Due to a local shortage of food, Nicholas became suspicious, found the bodies, and brought the boys back to life. He died on December 6, 345 A.D. or 352 A.D.

Samichlaus Bier. Samichlaus is an 14% ABV doppelbock that at one time was billed as the world's strongest beer. The name means "Santa Claus" in the Swiss-German dialect

Brewed only on December 6 of each year, the beer is aged for almost a year and released in time for the following year's feast day

Shetland fishermen have stopped catching them, but scientists believe climate change could be to blame for their continued decline, which is causing the birds to starve.

Lower fish numbers lead to lower numbers of adult birds surviving from one year to the next, and not enough chicks being produced and surviving to replace them.

Sea temperatures have risen by up to two degrees in the past 20 years and that may be causing the sand eels and the plankton on which they depend to move to cooler waters.

A former MP says Australia should consider having a one-child policy and other measures to ensure a sustainable population.

Former Upper House Democrat in South Australia, Sandra Kanck, now heads a group urging that Australia limit its population.

Ms Kanck says she knows the Catholic Church will object to her suggestion that Australia look to promoting one-child families.

She thinks the baby bonus needs to be discontinued or limited to the first child only.

The one-child limit could also be applied to paid maternity leave, she argues.

Ms Kanck says her group, Sustainable Population Australia, is worried about the strain on Australia's resources, such as water.

Ants tricked into raising butterflies

It turns out that ant queens make subtle sounds that signal their special status to worker ants. The caterpillars have learned to mimic those sounds, the researchers say, earning high enough status to be rescued before others if the nest is disturbed.

Flitting across your yard, butterflies seem friendly and harmless. But at least one type has learned to raise its young as parasites, tricking ants into feeding it and giving special treatment

The pupae of the European butterfly Maculina rebeli exude a scent that mimics the ants and make themselves at home inside the ant nest. Once they become a caterpillar they even beg for food like ant larvae, researchers report in Friday's edition of the journal Science

But, not content just to be fed, the butterflies even manage to demand special treatmen

In times of food shortage, nurse ants have been known to kill their own larvae and feed them to the caterpillars pretending to be queen ants, they added.

IBM Offers To Move Laid Off Workers To India

The climate is warm, there's no shortage of exotic food, and the cost of living is rock bottom. That's IBM (NYSE: IBM)'s pitch to the laid-off American workers it's offering to place in India. The catch: Wages in the country are pennies-on-the-dollar compared to U.S. salaries.

Under a program called Project Match, IBM will help workers laid off from domestic sites obtain travel and visa assistance for countries in which Big Blue has openings. Mostly that's developing markets like India, China, and Brazil.

A spokesman for Alliance@IBM, a workers' group that's affiliated with the Communications Workers of America but which does not have official union status at IBM, slammed the program. "IBM is not only offshoring IBM U.S. jobs but they want employees to offshore themselves through Project Match," said the spokesman.

IBM has laid off more than 4,000 workers in the United States since the beginning of January, according to an employee group.
