In an effort to reduce the spread of HIV, public health officials are considering the promotion of “universal circumcision” for all baby boys born in the United States.

The move comes after officials analyzed the results of several studies that show in African countries hit hard by HIV, men who were circumcised reduced their infection risk by half, the New York Times reported. However, those studies focused on heterosexual men who are at risk of getting HIV from infected female partners. The main issue in the U.S. is men who have sex with men.

New research finds the practice of female circumcision is losing support in Egypt, reported Voice of America (VOA). Though the Egyptian government banned female circumcision in the 1990s and strengthened the restriction in 2007 after a high-profile case where a 12-year-old girl died after the ritual, female circumcision is still widespread, says Ann Way, a researcher with the organization Measure DHS, which has been collecting information on the practice since 1995.

The government ban, along with the well-publicized deaths, led some people - to start questioning the practice.

Interestingly, fewer wealthy girls and women currently have the practice performed on them, stated VOA. Only about a third of girls in the wealthiest 20 percent of Egypt’s population will be circumcised by the time they’re 18. In contrast, in the poorest 20 percent, about three-quarters of the girls will end up circumcised.

These proponents say FGC prevents HIV because women will have reduced sexual desire after it is performed, resulting in fewer sexual partners and a decreased risk for contracting the virus. Researchers have challenged the notion that there is a difference sexual desire among women who have undergone FGC with those who have not

After FGC was outlawed for girls younger than age 18, local residents say that proponents of the procedure have become "even more aggressive in their efforts to keep [FGC] alive."

"I do not know where this idea of female genital mutilation being a remedy for HIV infection originated, but it is a strong belief" in Kisii, adding, "Young girls are now even voluntarily turning up for the cut because of this belief."

Perpetrators of female genital mutilation in Uganda face up to seven years in jail if Parliament passes the Bill outlawing the practice in March next year, Deputy Speaker Rebecca Kadaga said yesterday.

Ms Kadaga, who received an ordinance against FGM from Kapchorwa District leaders while officiating at the Sebei Cultural Day last week, said the practice inflicts physical and psychological scars on women.

“The district of Kapchorwa has already made a by-law criminalising it and they want the government to help them fight the dehumanising act,” she told a press conference at Parliament. She said the district needs Shs540 million to help stop the practice.

In Uganda, FGM is mainly carried out among the Sabiny tribe in Kapchorwa and Bukwo districts, and the Pokot in Nakapiripirit District. Other districts where groups that carry out the practice have settled include Isingiro, Kamuli, Kamwenge and Bugiri.

It was encouraging to see the uncompromising light of science being shone on the practice of female genital mutilation this week at the American Society for Reproductive Medicine's annual meeting in San Francisco.

Crucially, the illumination came from two specialists in reproductive medicine within Saudi Arabia, a country where FGM is frequently practised.

The results presented in their talk, entitled "Female circumcision is detrimental to women's sexual satisfaction", may seem so blindingly obvious as to be worthless. But as they explained, the study is part of an effort to build a collection of rigorous evidence about the long-term effects of FGM so that attitudes can be changed from within the countries where it is practised.

OK, so there are a whopping seven pharmacies certified by PFLI. It means the pharmacy won’t dispense the morning-after pill, and in some cases, any contraception at all. This is apparently very, very anti-woman… because, you know, all women care about is accessibility to the morning-after pill and easy contraception! Not only does this make these pharmacists anti-woman, but it makes them “extremist liars”… all for following their own principles and values in the workplace.

Now, here’s where we get into the fun part. What Jessica, that little sweetykins, is basically saying is that pharmacists should not be allowed to run their pharmacies how they choose, all because she has a disagreement about what medicines they should and should not be dispensing.

If Americans are so concerned about the accessibility of contraceptives and the morning-after pill, the pharmacies that refuse to carry them will go out of business.

Modern day feminism does not stand for choice.

The Sabiny are the only group in Uganda that practises FGM, which involves cutting off a young girl's clitoris.

"The community decided that it was not useful, that women were not getting anything out of it, so the district council decided to establish an ordinance banning it," Mr Chelimo told AFP news agency.

He said there was a local belief that women who married without circumcision would be stricken by illness, but that this was "really outmoded".

FGM is seen in some countries as a way to ensure virginity and to make a woman marriageable.

In Africa, about three million girls are at risk of FGM each year, according to the UN.

UN agencies have called for a major reduction in the practice by 2015.

They say it leads to bleeding, shock, infections and a higher rate of death for new-born babies.
