Bush"&gt;President Bush&lt;/A&gt; not to make the same mistake.

Mr. McCain sent a private letter to Mr. Bush on Dec. 12, 2006, that challenged the president to show the "will" to win the &lt;A href="http://www.washingtontimes.com/themes/?Theme=Iraq" title="Iraq"&gt;Iraq&lt;/A&gt; war by deploying 20,000 troops into Baghdad and the Sunni Triangle to beat back a growing insurgency.

The letter was the climax of a 3 1/2-year effort to persuade the president to send more troops to Iraq. The former Navy pilot, who had his arms repeatedly broken during nearly six years of captivity, couched his argument in the terms born of the Vietnam War.

In 2007, the Energy Department’s “Task Force on Strategic Unconventional Fuels” reported that: “America’s oil shale resource exceeds 2 trillion barrels&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;as much as 800 billion barrels of oil equivalent could be recoverable from oil shale resources&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;DIV&gt;
This combined 885.9 billion barrels of recoverable oil that the government estimates lies undeveloped within U.S. territory is almost three and a half times as much as the 260 billion barrels in proven oil reserves that lie under Saudi territory. &lt;/DIV&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;DIV&gt;

One year later, the Republic of Hawaii was established as a U.S. protectorate with Hawaiian-born Sanford B. Dole as president. Many in Congress opposed the formal annexation of Hawaii, and it was not until 1898, following the use of the naval base at Pearl Harbor during the Spanish-American War, that Hawaii's strategic importance became evident and formal annexation was approved. Two years later, Hawaii was organized into a formal U.S. territory.
