Proposed wind farm site is too windy

RUMFORD, Maine — A wind-power company says a western Maine site it's been looking at is too windy for turbines. First Wind's Matthew Kearns told a public meeting in Rumford on Thursday that its proposed Longfellow wind farm on Black Mountain and North and South Twin mountains may not be viable.

The Sun Journal of Lewiston quotes Kearns as saying First Wind's studies so far show that gusts atop Black Mountain are too strong for turbine engineering to handle, and that's a problem for wind turbine bearings.

The Martha’s Vineyard Commission voted without dissent last night to designate the waters around the Vineyard as a district of critical planning concern, cementing a yearlong moratorium on building wind farms in nearshore waters while rules are developed.

But a parallel plan to nominate an Islandwide DCPC on land for wind power developments was successfully resisted by the Edgartown selectmen, who are intent on building a 363-foot tall wind turbine at the town wastewater plant.

A decision on whether to list Nantucket Sound on the National Register of Historic Places is now in the hands of the National Park Service. A ruling to list the Sound would not automatically kill Cape Wind's proposed wind farm, but it could lead to delays in the project's construction, as the project would be forced to meet new requirements.

In a letter sent to the U.S. Minerals Management Service yesterday, Massachusetts Historical Commission executive director Brona Simon said she disagrees with the federal agency's determination earlier this year that the Sound is not eligible for the historic register listing.

Local governments are beginning to flex their permitting authority to challenge commercial-scale wind farms, a trend some industry observers say could impede broader federal efforts to expand renewable energy production.

Experts say the Wabaunsee ordinance, unanimously upheld by the Kansas court, is a key test of local governments' power to effectively ban large-scale wind farms, as opposed to blocking a specific project or proposal. "This case is unique in that it involves a blanket order," said Ron Keefover, a spokesman for the Kansas Supreme Court.

Cape Wind opponents say it would be a hazard to aviation, harm the environment — including fish and bird life — and mar historic vistas. The late Sen. Edward Kennedy, whose family compound would be in view of the project, fought the project until his death, saying it was a triumph of special interests over state interests.

Earlier this year, in a letter to the minerals service, Simon criticized federal review of the project, saying it appeared to value Cape Wind's profitability and schedule over "effects to historic properties."

However, they aren’t the only ones opposing the Cape Wind project, which is the farthest along of the nation’s offshore wind farms. An interest group, the Alliance to Protect Nantucket Sound, formed by local towns and businesses affected by the project (such as commercial fishermen) opposes the project, as did the late Senator Edward Kennedy (the Kennedy family compound would have its ocean view affected).

A new group is being formed to address offshore leases for renewable energy projects. Now the question: Who gets a seat at the table?

On Nov. 19 a task force of local, state, Wampanoag and federal officials is scheduled to meet for the first time at Massachusetts Maritime Academy in Buzzards Bay to discuss commercial leases for projects such as wind turbines in federal waters off the coast of Massachusetts.

Cape Wind, a wind turbine project in Nantucket Sound, abuts the picturesque beaches of Cape Cod and has long divided Massachusetts residents. Many see the battle there as a proxy for nationwide debates over alternative energy. Now, just as the project looked likely to launch, two Wampanoag tribes have stalled the approval process by arguing that turbines would interfere with their morning rituals by obstructing the rising sun. They also object to its placement in the seabed of the Nantucket Sound, the resting place of their ancestors' remains.

Wind is currently the only energy sector in the United States that is free from most forms of federal regulation. From California to Appalachia, each month sees new wind installations springing up like daisies, often with far too little environmental review.

In addition to habitat issues, bird collisions with wind turbines are mounting. It may look like those blades are spinning lazily in the breeze, but their tips can reach speeds of 200 miles per hour (for a 198-foot blade spinning at 15 revolutions a minute). The inevitable result is that birds and bats strike the blades, with estimates of as many as 11 birds killed by each turbine a year. Eagles, hawks and falcons are particularly susceptible as they hunt along ridge tops or in open areas. California's own Altamont Pass wind project has illustrated the potential of the bird-kill problem.

The Wampanoag — the tribe that welcomed the Pilgrims in the 17th century and known as "The People of the First Light" — practice sacred rituals requiring an unblocked view of the sunrise. That view won't exist once 130 turbines, each over 400 feet tall, are built several miles from shore in Nantucket Sound, visible to Wampanoag in Mashpee and on Martha's Vineyard.
