Joel Garreau would say that it's because Seattle, Portland, and SF all fall in the North American nation of &lt;a href="http://www.garreau.com/main.cfm?action=chapters&amp;amp;id=44" rel="nofollow" target="_blank"&gt;Ecotopia&lt;/a&gt;, while LA is part of &lt;a href="http://www.garreau.com/main.cfm?action=chapters&amp;amp;id=43" rel="nofollow" target="_blank"&gt;MexAmerica&lt;/a&gt;.&lt;br/&gt;&lt;br/&gt;Written in 1981, a lot of his ideas seem to be holding up.
