A delegation of Aboriginal people from Australia has arrived in Edinburgh to take home human remains.

The six skulls and a human ear bone are in collections belonging to the National Museums of Scotland and Edinburgh University.

Four members of the Ngarrindjeri people made the trip to take home their ancestor's remains.

Aboriginal people and the Australian Government have fought to repatriate remains from museum collections.

On Monday morning, the Ngarrindjeri people burned eucalyptus leaves in front of the university's McEwan Hall in a "smoking ceremony".

The ritual marked the completion of a decade-long process during which remains held in the university's collection have been returned.

'Times change'

The delegation is in Edinburgh for the handover of the last piece of human remains still held at the university - a fragment of bone from a woman's ear.

The remains were acquired by the university more than 100 years ago, when Australia was a British colony.

Congress should repeal the "don't ask, don't tell" law because the presence of gays in the military is unlikely to undermine the ability to fight and win, according to a new study released by a California-based research center.

The study was conducted by four retired military officers, including the three-star Air Force lieutenant general who in early 1993 was tasked with implementing President Clinton's policy that the military stop questioning recruits on their sexual orientation.

"Evidence shows that allowing gays and lesbians to serve openly is unlikely to pose any significant risk to morale, good order, discipline or cohesion," the officers states.

Supporters of the ban contend there is still no empirical evidence that allowing gays to serve openly won't hurt combat effectiveness.

Panel calls for new War Powers Act

WASHINGTON (CNN) — The United States needs a new law requiring that the president consult with Congress before going to war, a blue-ribbon panel led by two former secretaries of state will say Tuesday.

The current War Powers Resolution is “ineffective at best and unconstitutional at worst,” and should be scrapped, James A. Baker III and Warren Christopher write in Tuesday’s New York Times, previewing the conclusion of the year-long study they led.

The recommendation follows failed efforts by Democrats in Congress to put a stop to the war in Iraq or to put conditions on President Bush’s conduct of it. Congress passed a joint resolution to authorize armed force against in Iraq in 2002, but some Bush opponents say it should not have been interpreted as a blank check for the United States to invade and occupy the Gulf nation.

Ah, Montana. So many electoral votes, so little time. Obama spent a wholesome Fourth of July in Butte. He's in St. Louis today and Chicago tomorrow. No surreptitious visit to Iraq this weekend, it turns out. Maybe next week. But no worries, the senator has plenty of time to sort out his thinking on Iraq before the first presidential debate in a few months.

Alas, no Americana photos of McCain celebrating Independence Day. He kept out of sight after returning from Mexico.

McCain and his would-be first lady tour the Basilica de Guadalupe in Mexico City today with Monsignor Diego Monroy Ponce

Mexico City's Basilica de Guadalupe is one of the holiest sites for Mexico's Roman Catholics and, by extension, many of the Hispanic voters up north -- in New Mexico, Nevada, Colorado and a few other key states. So Sen. John McCain made a stop there today on his Latin American I-know-more-about-the-world-than-Obama tour.

Notable footnote: Jeb Bush, the first brother and former governor of Florida, just happened to be in Mexico "on business," and tagged along for most of the tour. Alas, no photos have moved on the wire to provide visual fuel for the veep speculation.

"I think he's going to win," Bush told reporters. "He just needs to be himself and not let senator Obama redefine himself."

Iraq Vet Made Famous By Photo Dies Of Drug Overdose

PINEHURST, N.C. A former Army medic made famous by a photograph that showed him carrying an injured Iraqi boy during the first week of the war has died of an apparent overdose, police said.

Joseph Patrick Dwyer died last week at a hospital in Pinehurst, according to the Boles Funeral Home. He was 31. The photograph, taken in March 2003, showed Dwyer running to a makeshift military hospital while cradling the boy. The photo appeared in newspapers, magazines and television broadcasts worldwide, making Dwyer became a symbol of heroism.

His mother said the military could have done more to help with post-traumatic stress. “He just couldn’t get over the war,” Maureen Dwyer said. “He just couldn’t do it. Just wasn’t Joseph. Joseph never came home.” Read on…

For Dwyer, much like the Marlboro Marine and the thousands of other nameless, faceless Iraq veterans who served in those hellish conditions, coming home was a nightmare.

Nobody has denigrated the service of John McCain or his suffering in captivity as a prisoner of North Vietnam, as much as his supporters wish to pretend that someone did.

what is most striking about McCain's attitude toward Vietnam is his insistence that we could have won -- that we should have won -- with more bombs and more casualties.

Very few military historians agree with McCain's bitter analysis

But it is easy to understand why a man who thinks that we should have escalated the Vietnam War after 10 futile years would talk about occupying Iraq for a century. And it is hard to imagine why voters would elect a president who still believes that 60,000 American dead and more than 300,000 wounded in Vietnam were not quite enough.

It is sad to see that so much of what he offered up during the primaries has been tossed aside and he has "CHANGEd" his positions on, or rather, he has become more forthright with his positions on matters since the nomination was given to him. For me, that was why he never got my attention or vote to begin with, it was never very clear what his positions were from the start, I would always ask, "what are his values", "what is his position on such and such" and the answer was most often a rhetorical, "well, he is going to "change" things!"
