If Democrats take back the White House, a US restriction on overseas family planning aid should be lifted. Meantime, Carol Roye says, watch out for a domestic version of the "global gag rule" in the Bush administration's final days.

Reproductive health advocates far and wide are hoping for a Democratic victory in November to unbind us all from the "global gag rule."

But now is not the time to look ahead. During the waning days of the Bush administration, the Family Research Council - founded in 1988 by Dr. James Dobson to lobby for such "traditional family values" as abstinence-only sexuality education and stamping out women's right to choose - is doing what it can to domesticate this destructive foreign-aid policy.

SAN FRANCISCO: Reagan has his highways. Lincoln has his memorial. Washington has the capital, and a state, too. But President George W. Bush may soon be the sole president to have a memorial named after him that you can contribute to from the bathroom.

From the Department of Damned-With-Faint-Praise, a group going by the regal-sounding name of the Presidential Memorial Commission of San Francisco is planning to ask voters here to change the name of a prize-winning water-treatment plant on the shoreline to the George W. Bush Sewage Plant.

The plan - hatched, naturally, in a bar - would place a vote on the November ballot to provide "an appropriate honor for a truly unique president."

Maj. Gen. Antonio Taguba (now retired) served as the deputy commanding general for support for the Third Army for ten months in Kuwait during the early days of the Iraq occupation. In a statement released today, he bluntly accuses the Bush administration of war crimes and lays down a challenge for prosecution.

In 2004, Taguba released a classified report detailing abuses committed at Abu Ghraib Prison. The "Taguba Report" (executive summary) urged Pentagon officials to follow up on its findings by enforcing adherence to the Geneva Conventions in interrogations.

Taguba retired in January 2007, later alleging that Pentagon officials had ordered him to retire for being "overzealous" in his criticisms of the military.

London - President George W Bush admitted on Wednesday that his tough rhetoric had given the world the impression was a "guy really anxious for war" and said he now wished he had used a different tone on the global stage.

In an interview with The Times, Bush said his main aim in the seven months before his presidency ends was to leave his successor a diplomatic framework for tackling Iran.

Bush voiced regret at divisions in the international community created by the war in Iraq, adding: "I think that in retrospect I could have used a different tone, a different rhetoric."

He admitted that his use of phrases such as "bring them on" and "dead or alive" had "indicated to people that I was, you know, not a man of peace."

Bush, who is in Berlin on Wednesday for talks with German Chancellor Angela Merkel about building pressure on Iran to give up its uranium enrichment program, is due to fly on to Rome, Paris and London to seek further support for the effort.

London police have announced a ban on anti-war campaigners hoping to protest against President George Bush's visit to Downing Street this Sunday. The Whitehall ban has been immediately condemned as a "totalitarian act" by the playwright Harold Pinter, while Stop the War organisers are urging people to defy it and to demonstrate nearby in Parliament Square.

"In what is supposed to be a free country the Stop the War Coalition has every right to express its views peacefully and openly. This ban is outrageous and makes the term 'democracy' laughable," Pinter said today.

A secret deal being negotiated in Baghdad would perpetuate the American military occupation of Iraq indefinitely, regardless of the outcome of the US presidential election in November.

The terms of the impending deal, details of which have been leaked to The Independent, are likely to have an explosive political effect in Iraq. Iraqi officials fear that the accord, under which US troops would occupy permanent bases, conduct military operations, arrest Iraqis and enjoy immunity from Iraqi law, will destabilise Iraq's position in the Middle East and lay the basis for unending conflict in their country.

Former White House Press Secretary Scott McClellan writes in a surprisingly scathing memoir to be published next week that President Bush “veered terribly off course,” was not “open and forthright on Iraq,” and took a “permanent campaign approach” to governing at the expense of candor and competence.

Among the most explosive revelations in the 341-page book, titled “What Happened: Inside the Bush White House and Washington’s Culture of Deception” (Public Affairs, $27.95):

• McClellan charges that Bush relied on “propaganda” to sell the war.

• He says the White House press corps was too easy on the administration during the run-up to the war.

• He admits that some of his own assertions from the briefing room podium turned out to be “badly misguided.”

WASHINGTON (Reuters) - The House on Wednesday voted to override President George W. Bush's veto of the $289 billion farm bill that expands public nutrition programs for poor Americans but does not cut subsidies for wealthy farmers as much as Bush demanded.

Noting that food prices are forecast to rise by 5 percent this year, lawmakers said it was important to enact the farm bill because it would expand the food stamp program, the largest U.S. antihunger program.

The farm bill adds $10.4 billion to nutrition programs over 10 years, including $7.9 billion for food stamps and $1.25 billion for donations to food pantries. Nearly 28 million Americans receive food stamps.

The House voted 316-108 to override the veto. With election season at hand, half of House Republicans voted to override rather than stand with an unpopular president.

A two-thirds vote is required for an override.

EVANSVILLE, Indiana (Reuters) - Democratic presidential candidate Hillary Clinton admitted on Monday it would be tough to lift the federal gasoline tax this summer as she has proposed because of a likely veto from President George W. Bush.

Clinton, a New York senator, and rival Barack Obama, a senator from Illinois, have sparred over the gasoline tax before primary elections on Tuesday in Indiana and North Carolina.

Obama has accused the former first lady of political pandering with a proposal that would not save consumers much money in the end.

Clinton says the legislation would save the average driver about $70 over the summer and should be advocated even if chances of passage are slim.

"Realistically, it's tough. I know that," she told reporters on her campaign plane on Monday.

"Do I think we can get it done, past a veto by President Bush as the ultimate blocker?" she said. "It's obviously a very difficult challenge. But that doesn't mean you don't try."

Bush Opens Back Door for Logging National Forests

Defied once by courts, Forest Service tries a new tack.

EarthJustice has accused the Bush Administration of slyly defying a federal court decision, as it implements new rules governing national forests.

The 2005 National Forest Management Act would have reduced the need for environmental impact studies before new projects are undertaken, and changed the way the public comments on proposed changes to the way the 193-million acre National Forest System is managed. It would have replaced wildlife protection provisions in the 1982 act approved by President Reagan.

In other words, the new rules would allow for easier logging of forests owned by the American people, while giving the public less oversight of decisions made about the use of those forests, which cover an area roughly the size of California and Montana combined.

Republican presidential candidate John McCain touts his foreign policy expertise at every turn, but he has given Democrats ammunition against his experience by wrongly saying Iran trains Al Qaeda members.

During an official visit in Jordan on Tuesday, the 71-year-old said members of Al Qaeda in Iraq were slipping into neighbouring Iran and receiving training before returning to the war-torn country to wreak havoc.

But while President George W Bush's administration has accused Shiite-majority Iran of training and arming Shiite extremists, it has never made the link with Al Qaeda in Iraq, which is a Sunni group.

Senator McCain made the gaffe right in the middle of an official visit in the Middle East that was supposed to highlight his knowledge in foreign affairs.

"It's common knowledge and has been reported in the media that Al Qaeda is going back into Iran and receiving training and are coming back into Iraq. That's well known," the Vietnam war veteran said.

Mr Bush's Iraq policy has proved deeply unpopular at home

US President George W Bush is due to deliver an upbeat assessment of the war in Iraq in a speech marking the fifth anniversary of the invasion.

In his address at the Pentagon, Mr Bush is expected to defend the decision to go to war, and say the fight is one America can and must win.

He is also likely to argue that Iraq would descend into chaos should the US pull its forces out of the country.

The speech comes amid growing disenchantment with the war in the US.

Mr Bush will go on the offensive against critics of the war, accusing them of exaggerating its financial cost.

He is also expected to say that if the US does not "stay the course" in Iraq, it will become a haven for terrorists who could attack America.

And he will highlight the "surge" policy of the past year - the deployment of thousands of extra US troops in Baghdad and surrounding provinces, and the subsequent fall in levels of violence.

The No Child law, which President Bush signed in 2002, was intended to force states to bring all students to proficiency in reading and math by 2014. In six years it has identified 9,000 of the nation’s 90,000 public schools as “in need of improvement,” the law’s term for failing, and experts predict that those numbers could multiply in coming years.

The Bush administration, acknowledging that the federal No Child Left Behind law is diagnosing too many public schools as failing, said Tuesday that it would relax the law’s provisions for some states, allowing them to distinguish schools with a few problems from those that need major surgery.

“We need triage,” said Margaret Spellings, the secretary of education.

In a speech in St. Paul, Ms. Spellings said she would use her executive powers to allow potentially far-reaching changes to the way some states carried out the law this year, at a time when efforts by Congress to rewrite the law have stalled.

THE head of the US forces in the Middle East abruptly resigned last night after a magazine claimed he was at odds with the Bush administration over its hardline policy on Iran.

In a move likely to sharpen concern that America may be planning military action against Tehran, Admiral William Fallon, head of central command, quit with immediate effect.

Last night he denied he was out of step with the White House, but said the "embarrassment" from the article made it impossible to do his job.

Robert Gate, the defence secretary, denied there was a rift with the admiral, but said: "I believe it was the right thing to do, even though I do not believe there are in fact significant differences between his views and administration policy."

Admiral Fallon was the subject of an article in Esquire magazine that portrayed him as opposed to President George Bush's Iran policy. It described him as a lone voice against taking military action to stop the Iranian nuclear programme.
