NHS patients to get free healthcare throughout EU

NHS patients will be given the right to free treatment anywhere in the European Union under a new blueprint for cross-border healthcare.

The move, which covers all 27 countries in the EU, is designed to give patients greater freedom and ease congestion in health services with long waiting lists for operations.

The draft directive, approved by EU governments today, guarantees that treatment costs are covered by the national health scheme of the patient's home country.

It gives British patients the right to seek any treatment offered by the NHS, such as cancer care or heart surgery, in any other EU country that could provide it more quickly.

The plans would also make it easier for patients to receive medication prescribed abroad after they return home.

Patients will have to pay upfront for their treatment but as long as the cost was lower than in the NHS, they could will be able to reclaim the amount in full.

Turkey's governing party mounted a desperate legal fight for its survival today as documents allegedly showed it had been the target of a foiled coup attempt planned to begin next week.

Of 6,000 inmates that he was responsible for, that 1,695 people died under him "by deliberately giving low food rations, systematically torturing and mistreating prisoners, and failing to take sanitary precautions."

Zgoda camp was set up by the Soviet NKVD, the forerunner of the KGB, after the Red Army entered southern Poland. The camp was later handed over to the Communist Polish secret service, the notorious Urząd Bezpieczeństwa. In March 1945, Morel became a chief of the labour camp.

Israel has refused to extradite a Polish-born Jew accused of war crimes against Germans in World War II.

Solomon Morel, an 86-year-old Holocaust survivor, is said to be responsible for the deaths of up to 1,500 prisoners.

Macedonian reporter is chief murder suspect

A Macedonian journalist has been arrested on suspicion of murder after allegedly revealing details of the crimes in his newspaper articles.

Macedonian police said Vlado Taneski, 56 from Kicevo, was the main suspect in the murder of two elderly women and was also suspected of involvement in the murder of another woman, plus the disappearance of a 78-year-old woman who is still missing.

Taneski, who is yet to be charged, was a correspondent for the national daily Utrinski Vesnik (Morning Post) in Kicevo, 120km southwest of the Macedonian capital, Skopje.

"All victims were found naked, strangled, wrapped with phone cables and placed in nylon bags hidden in different locations," Kotevski said.

"The women were sexually and physically abused. For example, the last victim, a 65-year old female, was found with 13 deep wounds on her scull and multiple rib fractures."

The residents of a Romanian town have elected a dead man as their mayor, it emerged today.

The late Neculai Ivascu, who had run Voinesti for 18 years, was re-elected to the post.

Ivascu, a 57-year-old, died from liver disease just after voting began on Sunday, but won the election by 23 votes.

The Swiss Federal Council (government) has voted to extend the country's moratorium on genetically modified (GM) plants for a further three years beyond the current expiry date of November 2010, Dow Jones reports.

The Council imposed a moratorium on the commercial cultivation of GM crops in 2005, on the basis that there was no demand for them in Switzerland at the time and that big gaps remained in scientific knowledge about the risks of this technology.

Shortly after that, the research programme was launched, and this is expected to reach a conclusion around the middle of 2012. However, the Council said last week that it must be allowed to take its course without political pressure.

According to the Council, the moratorium has not caused any obvious problems, either for the farming industry, researchers, or international relations. In fact, it claimed, Swiss farmers have benefited from being able to market their produce on international markets as GM-free.
