ANKARA, Turkey — Turkish warplanes have bombed Kurdish rebel bases in northern Iraq, the military said Sunday, two days after rebels killed 15 soldiers in an attack staged partly from Iraqi soil.

The planes bombed Saturday in Iraq's Avasin Basyan region and returned safely to their bases, the military said.

The military's deputy chief, meanwhile, accused leaders in northern Iraq of tolerating the rebels.

"We don't receive any kind of support from the local administration in the northern part of Iraq," Turkey's Gen. Hasan Igsiz said Sunday. "Our expectation from them is to accept that the terrorist organization is a terrorist organization and eliminate the support provided to it."

Turkey's civilian leaders have vowed to respond firmly to the rebels from the Kurdistan Workers' Party, or PKK, which has been fighting for autonomy in the southeast since 1984.

Chris Rodda, who serves as senior research director for the Military Religious Freedom Foundation (MRFF), has drawn attention to the attack and speculates that it may have been inspired by the distribution last week, through mailings and newspaper inserts, of millions of copies of a "fear-mongering, anti-Muslim documentary" called Obsession: Radical Islam's War Against the West.

In the wake of an alleged attack on a mosque in Ohio during a prayer session celebrating the final days of the holy month of Ramadan, questions are being raised about whether the distribution of millions of copies of an anti-Muslim documentary by supporters of the presidential campaign of John McCain may have contributed to the attack.

During Friday prayers at the Islamic Society of Greater Dayton, many of the 300 celebrants were suddenly overcome with fits of coughing and difficulty in breathing. Babies and children who were in a separate room were the most strongly affected, and according to the Dayton Daily News, one child told fire investigators of having seen two men spray something through the window of that room from a white can.

BEIRUT -- When Syria deployed thousands of soldiers along its frontier with northern Lebanon this month, some here feared that the Syrians were preparing to retake a country their military had dominated until it was pushed out in 2005.

But now, after a bombing Saturday that was the deadliest in Syria since 1986, analysts are wondering whether the troops were defensive, meant to stop an imminent attack from Lebanon-based Sunni Muslim militants inspired by Al Qaeda and sometimes trained in Iraq.

"The handwriting has been on the wall for a while," Sami Moubayed, a political analyst in Damascus, the Syrian capital, said Sunday. "There have been signs of trouble coming in from Iraq or Lebanon."

The car bombing killed 17 people and injured 14 in a crowded residential neighborhood on the outskirts of Damascus. The area is near an intelligence office and along the route to an important Shiite Muslim shrine.

ISLAMABAD, Pakistan — Pakistan's military has ordered its forces to open fire if U.S. troops launch another air or ground raid across the Afghan border, an army spokesman said Tuesday.

The orders, which come in response to a highly unusual Sept. 3 ground attack by U.S. commandos, are certain to heighten tensions between Washington and a key ally against terrorism. Although the ground attack was rare, there have been repeated reports of U.S. drone aircraft striking militant targets, most recently on Sept. 12.

Pakistani officials warn that stepped-up cross-border raids will accomplish little while fueling violent religious extremism in nuclear-armed Pakistan. Some complain that the country is a scapegoat for the failure to stabilize Afghanistan.

"The orders are clear," Abbas said in an interview. "In case it happens again in this form, that there is a very significant detection, which is very definite, no ambiguity, across the border, on ground or in the air: open fire."

ISLAMABAD — Pakistan's top security official Monday admitted that al Qaida's leadership moved freely in and out of the country and vowed that "no mercy" would be shown to extremists based in its tribal territory that borders Afghanistan.

In the past, Pakistan has been heavily criticized for rejecting evidence that al Qaida was largely based in the country and for denying that the tribal territory was used as a safe haven for Afghan insurgents.

Rehman Malik, the interior ministry chief, revealed that al Qaida deputy leader Ayman al Zawahiri and his wife had been in Mohmand, part of the tribal area. Most of time, Malik said Zawahiri was mainly in Afghanistan's Kunar and Paktia provinces.

"We certainly had traced him (Zawahiri) at one place, but we missed the chance. So he's moving in Mohmand and, of course, sometimes in Kunar, mostly in Kunar and Paktia," Malik told reporters in Islamabad.

Afghan and Indian officials removed a body from the Indian Embassy in Kabul, Afghanistan, after a bombing there on July 7.

WASHINGTON — American intelligence agencies have concluded that members of Pakistan’s powerful spy service helped plan the deadly July 7 bombing of India’s embassy in Kabul, Afghanistan, according to United States government officials.

The conclusion was based on intercepted communications between Pakistani intelligence officers and militants who carried out the attack, the officials said, providing the clearest evidence to date that Pakistani intelligence officers are actively undermining American efforts to combat militants in the region.

The American officials also said there was new information showing that members of the Pakistani intelligence service were increasingly providing militants with details about the American campaign against them, in some cases allowing militants to avoid American missile strikes in Pakistan’s tribal areas.

Almost two years have passed since President George W. Bush publicly acknowledged the existence of a CIA program in which agency-leased aircraft fly terror suspects between secret prisons and interrogation sites around the world. "This program has helped us to take potential mass murderers off the streets before they have a chance to kill," the President said on Sept. 6, 2006. Since that admission, the White House has declined to elaborate or comment further on the program's specifics, although multiple reports have surfaced regarding the existence of secret facilities in Poland and Romania.

Ten Kurdish rebels killed in clashes in SE Turkey

DIYARBAKIR, Turkey (Reuters) - Ten members of the separatist Kurdistan Workers Party (PKK) were killed in clashes with Turkish military forces in southeastern Turkey late on Friday, security sources said on Saturday.

Six were killed in the firefight which broke out in a rural region of Siirt province after Kurdish guerrillas detonated an improvised explosive device under a minibus carrying schoolchildren, injuring two people.

Security forces said the clashes began after they launched an operation to find the group responsible for the attack.

They also said two PKK members were killed in a clash in Hakkari late on Friday and two other militants were killed in Bingol.

Nearly 50 members of the separatist PKK and six soldiers have been killed this week.

More than 40,000 have been killed since 1984 when the PKK took up arms to carve out an ethnic homeland in primarily Kurdish southeast Turkey.

Turkey considers the PKK a terrorist organization, as does the European Union and the United States.

Iraq said for the first time yesterday that it wanted to set a timetable for the withdrawal of US troops from its territory.

President Bush has long resisted a schedule for pulling his 145,000 soldiers out, arguing that it would play into the hands of insurgents. Nouri al-Maliki, the Shia Prime Minister, who boasted last week that he had crushed terrorism in the country, suggested that it was time to start setting time-lines.

The Iraqi parliament has bridled at pushing through such a binding deal with the outgoing and unpopular Bush Administration, saying that the negotiations have been secretive and could undermine Iraq’s sovereignty. “I don’t know anything about this agreement and neither does parliament,” said Ezzedine Dawla, a Sunni MP. “We’re going to pass something we don’t know anything about.”

Today's New York Times leads with a report that Al Qaeda is strengthening their organization in Pakistan. With US resources heavily invested in Iraq, focus on the hunt for Al Qaeda in outlying regions of Afghanistan and Pakistan suffered.

Publicly, senior American and Pakistani officials have said that the creation of a Qaeda haven in the tribal areas was in many ways inevitable -- that the lawless badlands where ethnic Pashtun tribes have resisted government control for centuries were a natural place for a dispirited terrorism network to find refuge. The American and Pakistani officials also blame a disastrous cease-fire brokered between the Pakistani government and militants in 2006.

American intelligence officials say that the Qaeda hunt in Pakistan, code-named Operation Cannonball by the C.I.A. in 2006, was often undermined by bitter disagreements within the Bush administration and within the C.I.A.

WASHINGTON — President Bush said Thursday he will lift key trade sanctions against North Korea and remove it from the U.S. terrorism blacklist, a remarkable turnaround in policy toward the communist regime he once branded as part of an "axis of evil."

The announcement came after North Korea handed over a long-awaited accounting of its nuclear work to Chinese officials on Thursday, fulfilling a key step in the denuclearization process. Bush said the move was "a step closer in the right direction" although he made clear the United States remains suspicious about the communist regime in Pyongyang.

"The United States has no illusions about the regime," Bush said in a statement that he read to reporters in the Rose Garden.

North Korea's declaration falls short of what the administration once sought, and the White House already has come under criticism from some conservatives. Bush said there was still a long way to go.
