Oakland to tax marijuana to fill budget shortfall

Legal pot club owners see plan as a way to legitimize their businesses

The Coffeeshop Blue Sky dispensary in Oakland, Calif. offers high-grade marijuana buds and other cannabis products. Oakland wil tax sales of marijuana beginning next year.

Oakland residents overwhelmingly voted Tuesday to approve a first-of-its kind tax on medical marijuana sold at the city's four cannabis dispensaries.

The measure had no formal opposition; in November 2004, a ballot initiative that required Oakland police to make arresting adults using marijuana for personal use their lowest priority passed with 63 percent of the vote.

Advocates of legalizing pot for recreational use hope to use Oakland's experience with Measure F to persuade California voters next year to approve a measure that would legalize and regulate marijuana like alcohol.

Preliminary election results showed the measure passing with 80 percent of the vote

The declassified document is called "Information Operations Roadmap"

obtained by the National Security Archive

And websites that appeared to be information sites on the politics of Africa and the Balkans were found to be run by the Pentagon.

The slogan "fight the net" appears several times throughout the roadmap.

the document recommends that the United States should seek the ability to "provide maximum control of the entire electromagnetic spectrum".

Consider that for a moment.

'Strategy should be based on the premise that the Department [of Defense] will 'fight the net' as it would an enemy weapons system.' The document recommends that the United States should seek the ability to 'provide maximum control of the entire electromagnetic spectrum'. H1N1 victim gave birth before dying

London - A 39-year-old woman with swine flu gave birth shortly before dying, the BBC reported Friday, as details of the latest A(H1N1) cases in Britain emerged.

The BBC said the woman, Ruptara Miah, was admitted to a London hospital about three weeks ago with a cough and chest infection.

Her brother Abdul Malik told the broadcaster that his sister was treated in intensive care, where she gave birth to a son prematurely, but never regained full consciousness.

Malik said his sister had used a wheelchair for 15 years after a road traffic accident but had led a normal life and had brought up six daughters.

The newborn baby is reportedly ill in intensive care in hospital.

Health officials confirmed that a 39-year-old woman with swine flu had died on July 13, adding that she had underlying health problems, but declined to say whether she had given birth while she was in hospital.

Facebook breaches Canadian privacy law: commissioner

Facebook shares its users' personal information with developers who create games and quizzes in a way that breaches Canadian privacy law, the Office of the Privacy Commissioner of Canada has found.

The popular social networking site,

also keeps personal information indefinitely after users deactivate their accounts, contrary to the Personal Information Protection and Electronic Documents Act,

The office's main concern was that users could not always give "meaningful consent" to the use of their personal information due to a lack of transparency on the site.

Users should be able to opt out of actions that could lead them to lose control over their personal information

Facebook declined interview requests Thursday, but issued a statement saying it is about to introduce new privacy features that it believes "will keep the site at the forefront of user privacy and address any remaining concerns the commission may have."

Couple played Dungeons & Dragons while babies starved

Two babies were left starving and suffering health problems while their parents played Dungeons & Dragons.

Their children, a boy aged 22 months and girl aged 11 months, were badly malnourished and near to death last month when doctors saw them after social workers took them to hospital.

Michael Straw, who was unemployed at the time of the incident, had come into a $50,000 inheritance and spent it on computer equipment and a large plasma TV.

The Straws allegedly failed to feed or properly clean their children because they couldn't tear themselves away from the computer. Their main obsession was with the fantasy role-playing Dungeons & Dragons series.

Prosecutor Kelli Ann Viloria said: "They had food; they just chose not to give it to their kids because they were too busy playing video games."

Nevada Child Abuse Prevention said video game addiction's correlation to child abuse is "a new spin on an old problem".

Werewolf boy appeals to doctors to find a cure

An 11-year-old "werewolf" boy who desperately seeks a cure for his condition is baffling medical experts.

Pruthviraj Patil is one of 50 in the world who suffers from hypertrichosis, a rare genetic condition known as Werewolf Syndrome.

Born in the Indian district of Sangli, near Bombey, he hardly ever leaves his village because of his fear of being traunted by strangers.

his parents have tried homeopathy, traditional Ayurvedic remedies and laser surgery. But none of them have worked.

Plastic surgeon Vinay6 Saoji has examined the boy and confirms that the condition is very rare.

"Hairy nevus, where a person has patches of excess growth, or hirsurism, is not uncommon, but hair persisting all over the body is very rare,"

The doctors don't have any answers to his predicament.

When he first went to school he said he got bullied and the other children laughed at him. But now they have got used to him and they treat him like normal.

Yoda - the cat with four ears

Meet Yoda, a household pet born with an extra pair of ears.

Chicago, Illinois, couple Valerie and Ted Rock took the cat in two years ago after they visited a local bar, where a group of drinkers were handing the animal around and making fun of him.

Since being adopted by the Rocks and after getting his picture posted on the Internet, the two-year-old feline has become an international media celebrity.

The Rocks have received calls from Good Morning America, Fox News and The Tyra Banks Show. The moggy's mugshot has graced the pages of the London Guardian and British tabloids.

Despite his strange appearance, Yoda - named after the pointy-eared Star Wars character (pictured below) - is a perfectly normal and affectionate cat and a delight to have around.

His extra ears are thought to be the result of a genetic mutation.

But Yoda's owners are keeping a close watch on their much-loved pet. They are concerned he could be catnapped because he is so different.

DRINK ME? Six-month-old Maltese pup Scooter sits dwarfed by this tea cup as owner Cheryl McKnight admires her 'tiny ball of fluff'.

At barely the height of a tea cup, Maltese pup Scooter could well be the smallest dog in world.

The tiny ball of white fluff is just 8cm tall and measures just over 20cm from his nose to his tail.

While Scooter is still young, he appears to have stopped growing.

The Guinness Book of World Records title holder – a long-haired chihuahua in America named Boo Boo – is bigger at just over 10cm tall.

"It really is quite something. I can't take him for a walk or put a leash on him."

"Dogs have to weigh at least 870 grams before they can leave their mums for the shops, and he has not even reached halfway."

Scooter feeds from an egg cup of food three times a day and sleeps in a shoebox, but "does everything a normal dog does", she said.

However, making his way up steps is challenging.
