Cash-Rich, Publicity-Shy, Abu Dhabi Fund Draws Scrutiny

Abu Dhabi has about 9 percent of the world’s oil and 0.02 percent of its population. The result is a surfeit of petrodollars, much of which is funneled into a secretive, government-controlled investment fund that is helping to shift the balance of power in the financial world.

After decades in the shadows, the fund, the Abu Dhabi Investment Authority, is turning heads on Wall Street and in Washington by making high-profile investments in the United States and elsewhere.

Known as ADIA (pronounced ah-DEE-ah), the fund recently formed a small team that is now buying big stakes in Western companies. This unit masterminded ADIA’s $7.5 billion investment in Citigroup, the nation’s largest bank, in November. It has also taken a large position in Toll Brothers, one of the country’s biggest home builders.

Sovereign Wealth Funds

Before 2007, few had heard of sovereign wealth funds. But as announcement followed announcement of major purchases by the funds, they began to stir increasing debate, and some concern, in financial and political capitals.

The term applies to government-owned funds set up by the world’s leading exporters, especially China and the major oil producers, that are being deployed more assertively for investment in banks, private companies, equity funds, real property and other assets. Some call it “cross-border investment” of the kind that has happened for decades. But others call it “cross-border nationalization” because of the power that governments might have in countries where they invest.

How can we understand our world, if we have hardly a clue about the mini-worlds where planning for our future takes place? Just the other day, the Washington Post had one of the odder reports of the year. According to journalist Rick Weiss, demonstrators at protests in Washington DC and elsewhere have been independently reporting large "dragonflies" (with a bizarre "row of spheres, the size of small berries, attached along the tails") hovering near their rallies. ("'I'd never seen anything like it in my life,' the Washington lawyer said. 'They were large for dragonflies. I thought, is that mechanical, or is that alive?'")

Is this the micro-equivalent of UFO madness? Folie à Philip K. Dick? Are these actual dragonflies, which do look robotic, or advanced "spy drones" loosed by some unnamed agency in search of homeland-security troublemakers?
