MANTA, Ecuador - Mayor Jorge Zambrano pulled up to the Manta City Hall in his black Ford Explorer, expecting to find a rally in support of the American military outpost that runs drug-surveillance flights from this gritty port city.

He left an hour later behind a wall of riot shields and a cloud of Mace, as police fended off banner-waving protesters who crashed the event in March.

With 18 months left on its decade-long contract, the U.S. Forward Operating Location in Manta has few friends in this South American nation — and fewer still who believe that the agreement has any hope of being extended.

The United States sees the Manta compound — with its manicured lawns and staff of about 150 pilots and crew members — as part of a multinational effort that helped block $4.2 billion worth of narcotics last year.

But in Ecuador, the Base de Manta is viewed largely as an affront to national sovereignty that threatens to drag the country into the regional drug war.

Barack Obama yesterday accused his rival for the Democratic nomination, Hillary Clinton, of adopting the language of the Bush presidency in her approach to dealing with a nuclear Iran.Ahead of Tuesday’s hotly contested primaries in Indiana and North Carolina, the two Democratic contenders took to competing television networks and levelled at times pointed criticism at each other over foreign policy and the economy.

In the sharpest attack, Obama said that Clinton’s threat to “totally obliterate” Iran should it attempt a nuclear attack on Israel was inappropriate. “It’s not the language we need right now. It’s language that’s reflective of George Bush,” he said.

Asked by George Stephanopoulos, a former aide to Bill Clinton in the White House, whether she had any regrets over her Iran remarks, she replied: “No, why would I have any regrets?”

PHOENIX - Sen. John McCain (R-Ariz.) clarified his comments Friday after suggesting the Iraq war was motivated by U.S. reliance on foreign oil.His explanation: He was talking about the 1991 Persian Gulf War, not the current conflict.

It was the second time in as many days that the presumptive Republican presidential nominee had to clear up his comments. On Thursday, he backed off his assertion that pork-barrel spending led to last year’s deadly bridge collapse in Minneapolis.

At issue Friday was a comment at a morning town hall meeting in Denver, when he said his energy policy would eliminate U.S. dependence on Middle East oil and would “prevent us from having ever to send our young men and women into conflict again in the Middle East.”

He sought to clarify his comments after his campaign plane landed in Phoenix. He said he didn’t mean the U.S. went to war in Iraq five years ago over oil.

He said that the benefits of the food price increases were being kept by the big companies, and were not finding their way down to farmers in the developing world.

The soaring prices of food and fertilisers mainly come from increased demand. This has partly been caused by the boom in biofuels, which require vast amounts of grain, but even more by increasing appetites for meat, especially in India and China; producing 1lb of beef in a feedlot, for example, takes 7lbs of grain.

World food stocks at record lows, export bans and a drought in Australia have contributed to the crisis, but experts are also fingering food speculation.

Giant agribusinesses are enjoying soaring earnings and profits out of the world food crisis which is driving millions of people towards starvation, The Independent on Sunday can reveal. And speculation is helping to drive the prices of basic foodstuffs out of the reach of the hungry.

The prices of wheat, corn and rice have soared over the past year driving the world’s poor - who already spend about 80 per cent of their income on food - into hunger and destitution.

The World Bank says that 100 million more people are facing severe hunger. Yet some of the world’s richest food companies are making record profits. Monsanto last month reported that its net income for the three months up to the end of February this year had more than doubled over the same period in 2007, from $543m (£275m) to $1.12bn. Its profits increased from $1.44bn to $2.22bn.
