Inside the Black Budget

Skulls. Black cats. A naked woman riding a killer whale. Grim reapers. Snakes. Swords. Occult symbols. A wizard with a staff that shoots lightning bolts. Moons. Stars. A dragon holding the Earth in its claws.

No, this is not the fantasy world of a 12-year-old boy.

It is, according to a new book, part of the hidden reality behind the Pentagon's classified, or "black," budget that delivers billions of dollars to stealthy armies of high-tech warriors. The book offers a glimpse of this dark world through a revealing lens - patches - the kind worn on military uniforms.

"It's a fresh approach to secret government," Steven Aftergood, a security expert at the Federation of American Scientists in Washington, said in an interview. "It shows that these secret programs have their own culture, vocabulary and even sense of humor."

Top-secret Livermore anti-germ lab opens

A high-security laboratory where deadly microbes are being grown by scientists seeking defenses against terrorist attacks began operating in Livermore last week without public announcement, and opponents said Friday that they will go to federal court in an effort to close the facility down.

Built inside the closed campus of the Lawrence Livermore National Laboratory, the facility has been controversial ever since it was first proposed by homeland security officials more than five years ago. Tri-Valley CARES, the East Bay watchdog group that has long fought nuclear weapons research there, has led the fight against it with protests and legal actions.

The facility is known as a Biosafety-level 3 laboratory where highly trained workers, high-tech airlocks and extremely rigorous safety measures are required by federal rules in order to contain any of more than 40 potentially lethal disease-causing bacteria, viruses and fungi stored inside.

Masdar City in Abu Dhabi to lay claim to greenest city

The cleanest city in the entire world will take root next month in Abu Dhabi, a place best known for its oil.

At the World Future Energy Summit in Abu Dhabi, a model of Masdar City is scheduled to be unveiled on Monday. The three-day conference is hosted by the Abu Dhabi Future Energy Co.'s Masdar Initiative, which is investing in a range of ventures, including clean-tech start-ups.

In February, Masdar (which means "the source" in Arabic) will break ground on the six-square-kilometer city that its backers say will be the first zero-pollution, zero-waste city. The city will be capable of housing 47,500 people, who are scheduled to start moving there in 2009. Construction is expected to take 10 years.

A solar-photovoltaic power plant will deliver energy to buildings.

Mobile Labs to Target Iraqis for Death

U.S. forces in Iraq soon will be equipped with high-tech equipment that will let them process an Iraqi’s biometric data in minutes and help American soldiers decide whether they should execute the person or not, according to its inventor.

Though Duong is best known for designing high-explosives used to destroy hardened targets, she also supervised the Joint Expeditionary Forensics Facilities project, known as a “lab in a box” for analyzing biometric data, such as iris scans and fingerprints, that have been collected on more than one million Iraqis.

The labs – collapsible, 20-by-20-foot units each with a generator and a satellite link to a biometric data base in West Virginia – will let U.S. forces cross-check data in the field against information collected previously that can be used to identify insurgents. These labs are expected to be deployed across Iraq in early 2008.

iCar future features

The rumored collusion of Apple and Volkswagen on an iCar leaves me baffled. What would an iCar do that cars with iPod adapters don't? For example, new Scions come standard with an excellent iPod interface, giving you full access to your entire music library. Why isn't the Scion an iCar?

Throwing Apple's signature "i" in front of "Car" has got to be a marketing dream. The term iCar has the same simplicity as iPod and iPhone. And it mimics the iPhone treatment by putting the "i" in front of a very commonplace word. It makes me want to live in an iWorld. Imagine waking up in an iBed, taking your iCar to work, doing your iJob all day, then having a couple of iBeers at the end of the day.
