Bush trumps Congress; Moves first on drilling

WASHINGTON - Putting pressure on congressional Democrats to back more exploration for oil, President Bush on Monday lifted an executive ban on offshore drilling that his stood since his father was president.

But the move, by itself, will do nothing unless Congress acts as well.

There are two prohibitions on offshore drilling, one imposed by Congress and another by executive order signed by the first President Bush in 1990. The current president, trying to ease market tensions and boost supply, called last month for Congress to lift its prohibition before he did so himself.

Bush: US vote won't shape Iraq withdrawal

NASHVILLE, Tennessee (AFP) - US President George W. Bush on Tuesday promised cheering supporters that he would not risk "reversible" gains in Iraq with a troop withdrawal plan tied to the November US elections.

"I want to assure you -- just like I assure military families and the troops -- the politics of 2008 is not going to enter into my calculation, it is the peace of years to come that will enter into my calculation," he pledged to a Christian broadcasters association.

Bush made no mention of just-begun talks in Baghdad aimed at forging a long-term security partnership deal between the United States and Iraq by July, well before the US president's term ends in January 2009.

The president's Democratic foes have denounced the potential pact as an effort to tie his successor's hands. The White House and Iraqi officials say it is necessary because the UN mandate for the US presence expires at year's end.

clipper's remarks: I am glad that the House of Representatives refused to make that awful surveillance law permanent. I was listening to Mike McConnell, director of national intelligence, this morning on Morning Edition and what he was saying made no sense at all to me. He kept going back and forth between it being about giving immunity to telecommunications companies to protecting the country. I am sure there are other ways to conduct surveillance. At least they can continue "debating" the issue.

It is the last year of the Bush administration and thank God. I usually rail against being described as simply "political rapper", and I haven't voted since Bill Clinton first ran for President. I was following the tradition that Black Americans have had of voting for democrats since we got the right in 1964 (temporarily). Then, Clinton, as president's go, seemed better than Bush Sr., but I did not like his policies in Sudan or the constant bombing of Iraq. I also did not like the way our government dragged us thru the Lewinsky scandal. I felt betrayed by the system, and I stopped voting, no longer accepting of the lesser of two evils.

clipper's remarks: I woke up to this story at 5 am. I am disturbed by the implications that this treaty will have on our already over-worked over-stressed military. I hope that Rep. Bill Delahunt filibusters the crap out of this. I should not be surprised that they are trying to get this in before the election. What a f---ing piece of work this g.d. administration is? I feel sick. The more I listen to this story the more disturbed and sad I feel about the state of this nation. Can we just bump up the elections to now? Seriously. Before the Bush Administration really f---s us up. Using other language to hide the fact that it is a treaty and that the US will have a permanent presence in Iraq.

Long-Term Pact with Iraq Raises Questions

NPR.org, January 24, 2008 · President Bush and Iraqi Prime Minister Nouri al-Maliki issued a joint letter in November. On the surface, the "Declaration of Principles" appears as a mutual "expression of friendship," as it has been characterized by administration officials.

But a closer look reveals a blueprint for how the two administrations plan to set the foundation for the future of America's involvement in Iraq.

When administration officials describe that vision, the language they use is vague. The president recently spoke of an "enduring relationship." Secretary of State Condoleezza Rice talks about "a relationship with Iraq for the long term." Defense Secretary Robert Gates outlined "a mutually agreed arrangement whereby we have a long and enduring presence."

Scientists Take Complaints About Interference to Hill

Two dozen scientists swarmed over Capitol Hill this week mad as vespinae ( hornets) at what they say is Bush administration meddling in environmental science.

Organized by the Union of Concerned Scientists and the Endangered Species Coalition, the rumpled researchers won time in the offices of more than 20 lawmakers. They are protesting what Francesca Grifo, director of the Scientific Integrity Program at the Union of Concerned Scientists in Washington, calls "the systematic dismantling of the Endangered Species Act through the manipulation and suppression of science."

Bush Tells Iran to Disclose Nuclear Activities

President Restates Distrust as Administration Says U.S. Policy Will Not Change

Traveling here for a political fundraiser, Bush indicated that he still sees Iran as a serious threat. He demanded that its leaders fully disclose details of its nuclear weapons program, which the intelligence community said Monday was shut down in the fall of 2003.

In his brief comments, Bush chose to emphasize the part of Monday's National Intelligence Estimate that asserted Iran had a covert nuclear program until 2003. Bush said it is "clear from the latest NIE that the Iranian government has more to explain about its nuclear intentions and past actions, especially the covert nuclear weapons program pursued until the fall of 2003."

U.S. officials dismissed Iran's triumphal rhetoric. Asked about the Iranian president's assertion, Bush grinned broadly and said, "You can mark down I chuckled."
