clipper's remarks: For the sake of its shareholders and the taxpayers who are ultimately on the hook, Fannie should immediately launch an internal investigation into the terms offered to Countrywide, and exactly what role Messrs. Johnson and Raines played in the negotiation of these terms. Did these men exert any pressure on Fannie employees to do business with Countrywide?

Congress also needs a full accounting of the contacts between Countrywide and the politicians receiving favors from the lender. Did Countrywide ask for and receive assistance from the Friends of Angelo?

Meanwhile, until it is clear how much Countrywide will benefit from Senator Dodd's proposed $300 billion mortgage rescue – and exactly how Mr. Dodd came to do business with Countrywide – Congress should call a halt to legislating bailouts. Taxpayers deserve no less.

We are about to find out if Congress's passion for investigating business ethics extends to conflicts of interest and cash that involve fellow Members.

"I never met Angelo Mozilo." What he did not say then but admitted under later questioning by a Journal reporter is that, although he may not have had a face-to-face meeting with the Countrywide CEO, Mr. Conrad had called Mr. Mozilo and asked for a loan. The result was a discounted loan on his million-dollar beach house and a separate commercial loan of a type that residential lender Countrywide did not even offer to other customers, regardless of the rate.

The same goes for Senator Christopher Dodd (D., Conn.), who chairs the very Banking Committee responsible for drafting the laws that govern Countrywide's market.

With Senate Banking Chairman Dodd at the center of the scandal, ranking member Richard Shelby (R., Ala.) and House Financial Services Chairman Barney Frank (D., Mass.) will have to lead the inquiry.

The extraordinary popularity served Franklin's diplomatic purposes splendidly. Not even King Louis XVI could ignore the enthusiasm that had won over both the nobility and the bourgeoisie. Significantly, Franklin had found in the French minister for foreign affairs, Charles Gravier, the comte de Vergennes, a wily and willing listener—a pragmatic strategist eager to weaken Britain, with which France had been warring for centuries.

Franklin, here in the court of France, was hugely popular with the French.

When, in 1785, Thomas Jefferson arrived in Paris to become America's next minister to France, Gravier said, "You replace Dr. Franklin, then." Jefferson responded: "I succeed; no one can replace him."

Put A Stop To Cut-Rate Gas: International Monetary Fund

About half of humanity, from India to Chile, now benefits from cut-rate petroleum prices. In 2008, these countries will account for all the growth in world oil demand, or an additional one million barrels a day, according to Deutsche Bank. Their consumption will be the highest in eight years.

In China, oil demand is estimated to rise 5 to 10 percent this year, but the government has resisted calls to end price controls. A few other countries – Chile and South Korea – are now moving toward subsidies to appease political pressures.

In Congress, bills to combat global warming would raise costs for oil users, even possibly adding a dollar to gasoline prices. But proposals by lawmakers to relieve those costs with subsidies to consumers would only defeat the purpose of reducing oil demand.

In China, the government caps gas prices. Drivers there pay about half of what Americans pay. In many countries, oil prices are held artificially low, either by fiat or subsidy. The result? Consumption keeps rising, boosting global prices. The rest of the world – the part now racing to conserve – ends up paying more than it should.

Unfair?

Yes, say global actors such as the International Monetary Fund (IMF), which is calling on governments to let consumers face market prices in order to kick-start conservation and reduce official spending.

A few nations that do subsidize fuel are feeling the financial pinch on budgets and moving to reduce subsidies or end price caps, despite street protests against such moves. Most of them are in Asia, the region that will account for 70 percent of the increase in oil demand this year.

The biggest culprits are oil exporting nations, especially in the Gulf. They continue to throw petrodollars at both fuel subsidies and big projects that consume oil.

Obama, presumptive Democratic presidential nominee from Illinois and self-styled man of the people, lives in a mansion described by the Washington Post as featuring "six bedrooms, four fireplaces, a four-car garage and 5 1/2 baths, including a double steam shower and a marble powder room . . . a wine cellar, a music room, a library, a solarium, beveled glass doors and a granite-floored kitchen."

Now the Washington Post reveals the Obamas got a sweetheart deal on their "super super jumbo" $1.32 million mortgage from Chicago's Northern Trust, saving more than $300 a month — about $110,000 over the life of the loan. Add the $71,000 Northern Trust employees have given Obama's campaign and it makes you wonder about quid pro quos.

Sen. Christopher Dodd, D-Conn., by comparison, championed Congress' $400 billion subprime bailout plan after his sweetheart loan from Countrywide.

No one harasses researchers for using data mining, or makes fun of building supercomputers with graphics processors (often the same ones found in video game consoles, making super-fast computers cheap enough to be used in a combat zone to make life saving predictions), when it saves troops from getting killed.

The FBI has been unable to make this point to Congress, mainly because some key legislators are ideologically opposed to data mining, and refuse to acknowledge the widespread success of the technique in civilians and military sectors.

The U.S. Congress has refused to give the FBI $11 million to expand the use of data mining in counter-terrorism efforts. American politicians are generally hostile to government use of data mining, a technique widely used, for decades, in business (marketing), law enforcement (catching criminals) and the military (finding the enemy). This last use has become much more sophisticated since the U.S. Department of Defense began pouring billions of dollars a year into finding ways to defeat IEDs (improvised explosive devices, usually roadside bombs). The effort to lower IED casualties has opened up all sorts of opportunities for technological innovation.

The data mining was initially used to figure out who the bomb making crews were, and where they operated from. Then, using math techniques first developed during World War II, the intel geeks began creating predictions about where IEDs were most likely to show up next.

What makes it even worse is that when a program is proven successful its funding is pulled. The 287(g) program worked by allowing local and state law enforcement agencies determine the legality of those who they suspect of being in this country illegally. Congress, in its infinite wisdom, decided to de-fund the program.

I am tired of calling and faxing and shouting. I, along with the rest of the American people, want something done now. Fix the problem. You can start by funding current programs that work!

On Suing The Enemy

And not just Americans, if Mr. Justice Scalia proves as prescient as he is plain. Already prisoners at Guantanamo who have had to be released have returned to attacking American troops and/or civilian targets, and had to be recaptured. Having again entered the maw of the American judicial system, who knows if they will ever face justice? That question, too, remains Yet To Be Determined.

Throughout the sleepy Nineties, we dealt with two — two! — earlier and incomplete attacks on the World Trade Center not as the barbaric acts of war they were, but as isolated matters for the criminal justice system to deal with when and if it could. While we slept, the enemy plotted. We paid the bloody price for our obtuseness — in thousands of innocent lives — on September 11, 2001.

Now we’re proceeding with great deliberation down the same blind alley.

“Our opinion does not undermine the Executive’s powers as Commander in Chief. On the contrary, the exercise of those powers is vindicated, not eroded, when confirmed by the Judicial Branch.”

But doesn’t this majority opinion de-commission or at least disable the system of military courts that the chief executive put in place, and Congress repeatedly reformed in order to meet the court’s earlier objections?

Like the rest of Mr. Justice Kennedy’s majority opinion, the answer to that question isn’t clear.

As usual, the government doesn't have a solution to the problem -- the government IS the problem!

House bill H.R. 2415, short-titled the "Affordable Gas Price Act," was introduced on May 21, 2007. The official title of the bill states its purpose:

"To reduce the price of gasoline by allowing for offshore drilling, eliminating Federal obstacles to constructing refineries and providing incentives for investment in refineries, suspending Federal fuel taxes when gasoline prices reach a benchmark amount, and promoting free trade."

So for over a year now, Congress has had available to them legislation that reduces gas prices by reforming government polices that artificially inflate the price of gas.

And not one of them has even had the guts to sign on as a co-sponsor.

David Addington is the Vice President's Chief of Staff. Yesterday, he testified before Congress.

While Congress has also descended into a more shrill style, until yesterday it had not crossed one line of civility that never should be crossed on either side.

During the course of the hearing, Congressman and Obama Superdelegate William Delahunt (MA-10) asked Mr. Addington about water boarding. Mr. Addington responded that he would not go into details because Al Qaeda is probably watching.

Florida Gov.Crist Calls For End To Feds Moratorium On Drilling

Jeanne and other powerful hurricanes that battered Florida in 2004 and 2005 left millions of Floridians struggling to fill their gas tanks because of a lack of electricity to pump the fuel and difficulties getting fresh supplies into Florida.

A business group that supports oil drilling release a survey on Thursday saying 61 percent of Florida respondents support increased exploration and production of oil and natural gas off the Florida coasts.

"Public opinion is supportive .... ['I]t's time to give it a try (drilling) and watch it very closely,'" Mica said.

Environment Florida, an anti-drilling advocacy group, said it got an unprecedented response from supporters to a write-in campaign after Crist changed his position.

PENSACOLA BEACH, Florida (Reuters) - For decades opposition to oil drilling off Florida's coast was one of the few issues uniting the state's Democrats and Republicans, who agreed that shielding the environment and the huge tourism industry came first.

Last week Florida Gov. Charlie Crist, a Republican who often sounds like a Democrat, shattered the consensus by calling for an end to a federal moratorium on oil and gas drilling along the country's outer continental shelf.

What some see as a crack in the protective shield for Florida's $57 billion tourism industry has drawn howls of protest from Democrats and environmental groups.

They worry that the long battle against oil drilling in the Sunshine State has entered a new phase as spiraling gas prices threaten the status quo.

For coastal oil drilling to resume, the U.S. Congress would have to lift a national moratorium and then Florida's legislature would have to approve drilling in state waters.

According to the Almanac of American Politics, [Sen. Cantwell] "successfully worked the phones" in 2005 to round up enough colleagues to block drilling in the Alaskan wilderness.

Her counterpart in the House is Michigan's Bart Stupak, who claims special credit for a permanent ban on drilling in the Great Lakes and has also cast votes against exploration in Alaska and off the California coast.

Then there's New York Senator Chuck Schumer, another staunch opponent of new domestic oil supplies. Mr. Schumer has egged on the Federal Reserve's rate-cutting binge that has contributed so much to the oil price spike.

The first refuge of a politician panicked by rising prices is always to blame "speculators." So right on time for this election season, Congress has decided to do something about rising oil prices by shooting the messenger known as the energy futures market. Apparently this is easier than offending the Sierra Club by voting for more domestic energy supply.

Futures markets aren't some shadowy dangerous force, but are essentially a price discovery mechanism. They allow commodity producers and consumers to lock in the future price of goods, helping to hedge against future price movements. In the case of oil prices, they are a bet about supply and demand and the future rate of inflation. Democrats nonetheless now argue that these futures markets are generating the wrong prices for oil and other commodities.

Not ironically, the leaders of Capitol Hill's shoot-the-messenger caucus are among those most culpable for the lack of domestic oil supplies.

Rights Commission Dismisses "Hate Speech" Complaint

The Canadian Human Rights Commission has dismissed a hate speech complaint against Maclean's magazine.

Brought by Mohamed Elmasry, national president of the Canadian Islamic Congress, the complaint was the centrepiece of a three-pronged offense against what he sees as Islamophobia in the national newsweekly, with columnists Mark Steyn and Barbara Amiel the main offenders.

An identical complaint, brought with the help of three Muslim law students who became the public faces of the complaint, was rejected in Ontario on jurisdictional grounds. The third was heard this month by a British Columbia tribunal, which is now deliberating.

The federal human rights commission is the only such body that properly deals with hate spread via the internet, although there have been some apparent exceptions, such as a recent order of the Alberta Human Rights and Citizenship Commission that a pastor refrain from "disparaging" comments about homosexuals in his internet postings and private emails.
