            the Spanish language training that were an absolute requirement for 
            all INS enforcement personnel. It is estimated that 80% of the illegal 
            aliens in the United States are Spanish speaking. It is impossible 
            to investigate people you are unable to communicate with, yet the 
            new special agents are being handicapped by this language barrier 
            that has been created since the creation of DHS which, for a number 
            of reasons, I have come to refer to as the Department of Homeland 
            Surrender. This is not intended as a slight against the dedicated 
            men and women of the DHS but rather a way of highlighting my frustration 
            with the administration and its very obvious lack of desire to make 
            certain that our borders are secure and the immigration system has
