Residents of Arkansas would be interested to know that the State’s annual revenues are 5.6 percent higher than the previous year’s- making a jump from $19.6 million to $20.9 million. Why in the world would residents find this interesting? Well it’s because the revenue increase was brought about by a boost in the amount of Arkansas unclaimed money from assets they’ve lost track of.

Each year the state collects abandoned bank accounts, uncollected salary checks, insurance benefits, languishing stocks and bonds and similar assets held by banks and businesses state-wide. The National Unclaimed Property Law requires financial entities to turn these over to the government after a specified dormancy period of usually 3-5 years. In Arkansas, unclaimed money goes into the State’s General fund until its rightful owners come along.

DETROIT (CNNMoney.com) -- General Motors unveiled the Chevrolet Volt electric vehicle on Tuesday, allowing outsiders their first full look at the car GM says will go on sale in 2010.

Based on photos released last week - inadvertently, GM says - many people posting comments on car blogs have expressed disappointment that the production car does not look as angular and aggressive as the original concept vehicle.

"The majority of [the comments] are negative," Lyle Dennis, a New Jersey neurologist who runs the blog GM-Volt.com, said last week. "A lot of people are saying they're very disappointed and 'take me off the [waiting] list.' "

That concept car's angular face wasn't aerodynamically efficient enough to make it to the final version as GM engineers and designers tried to extract every extra foot of "all electric" range from the car, GM designers have said.

World oil unlikely to settle at sub-$100 prices

KUWAIT (Reuters) - Oil was unlikely to fall below $100 per barrel as strong demand from emerging economies such as China and India put a floor under prices, a member of Kuwait's top oil council said in remarks published on Sunday

Concerns about the economy of the United States and falling oil demand in developed countries have knocked crude from a July record of $147 a barrel to $125 on Friday.

"I don't think that prices will return to the record level, nor will they fall below $100 per barrel," Khaled Boodai told al-Seyassah newspaper.

"I think that the price ... will stabilize," said Boodai, a member of the Gulf Arab state's Supreme Petroleum Council.

"What some media reported that Kuwait's oil reserves are less than that is wrong and not based on scientific record, on the contrary, there are new discoveries," Boodai said.

CINCINNATI (Reuters) - When Ohio's Kent State University offered custodial staff the option of working four days a week instead of five to cut commuting costs, most jumped at the chance, part of a U.S. trend aimed at combating soaring gasoline prices.

"We offered it to 94 employees and 78 have taken us up on it," said university spokesman Scott Rainone.

The reason is simple: rising gas prices and a desire to retain good workers. And while so far only the university's custodians are eligible, Rainone hopes the option will be offered to all departments

Some 44 percent of respondents said they have changed the way they commute -- doing things such as sharing a ride or driving a more fuel-efficient car -- or are working from home or looking for a closer job in order to reduce gasoline costs, according to staffing services company Robert Half International. That's up from 34 percent two years ago.

Buddhist dog prays for worldly desires

NAHA, Japan (AFP) - Buddhists clasp their palms together to pray for enlightenment, but Conan, a chihuahua, appears to have more worldly motivations.

The dog has become a popular attraction at a Japanese temple after learning to imitate the worshippers around him.

Conan, a two-year-old male with long, black hair and a brown collar, sits next to Yoshikuni in front of the altar and looks right up at the statue of a Buddhist deity.

"He gets angry when somebody else sits on his favourite spot. He must be thinking that it's his special place," Oshiro said.

Conan started to pose in prayer like us whenever he wanted treats," said Joei Yoshikuni, a priest at Jigenin temple on the southern island of Okinawa.

Undelivered tax return checks averaging $700-$800 in Tennessee, Virginia and Maine are waiting to be claimed by their intended recipients who have probably moved without leaving a forwarding address. 1,900 people from Tennessee are due a total of $1.4 million, 2,413 Virginians have $2.9 million total, and according to The Kennebec Journal in a report last Saturday, 313 Maine residents have $213,000 worth of unclaimedcash from tax refunds coming to them. The State of New York has almost $10 million in unclaimed tax rebates- not quite surprising since the NY unclaimed property funds has piled-up to $8 billion from various NY unclaimed properties.

According to IRS spokeswoman Peggy O'Riley, some of the recipients of the unclaimed government cash are people who've already passed-away and most are students and immigrants who change addresses frequently.

Five months after the SPCA International received a plea from American soldiers hoping to transfer their beloved Iraqi stray to U.S. terrain, the 9-month-old mutt became the first beneficiary of the animal advocacy organization's effort to rescue pets from the war zones where they provide solace to service members. Charlie eventually will live in Phoenix with one of his caretaker soldiers.

Parts of Charlie's back story were obscured to protect those he left behind. In his case, they were U.S. soldiers based at a Baghdad outpost -- the SPCA identified the unit only as Charlie Company -- who were barred by military rules from keeping pets. But when the soldiers came upon a flea-infested and starving puppy while on patrol, they could not resist sharing their affection and their ready-to-eat meals.

The government is required to show ‘diligence’ in contacting the owners and returning the unclaimed money, but the tens of billions worth of national unclaimed property is evidence that some states are dragging their feet in returning the unclaimed funds with their owners. Some states have even been caught dipping their hands in the unclaimed property fund and using the public’s money in balancing their budgets.
