                    President Evo Morales' ambitious plan to nationalize Bolivia's energy sector suffered another setback as the minister spearheading the effort resigned after his government backed down in a dispute with Brazil's state-run energy company.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;
            

                        Soliz announced his resignation while President Evo Morales was at the Nonaligned Movement summit in Cuba. &lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT class="normaltext4"&gt;   The project, announced Wednesday in La Paz, establishes that the indigenous territorial entities and peoples will manage their lands and natural resources, a superior step in relation to the outlined ideas of prior governments.&lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT class="normaltext4"&gt;   Referring to that initiative, the national newspaper La Razon states that the implementation of the plan will provide indigenous peoples with the right to decide on their natural resources and will turn their localities into territorial entities and part of the agrarian regimen.&lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT class="normaltext4"&gt;   According to Agriculture Minister Hugo Salvatierra, that means that farmer and indigenous peoples will have powers on the territories conferred by the executive, although, he admitted, the text should be still submitted to the approval of the Constituent Assembly.&lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;
