Indeed, "delay would be dangerous and much more costly," the Review warns. What's powerful about the report is that it positions the issue in easy-to-grasp economic terms. It estimates that acting now to stabilize climate change could cost 1 percent of global GDP each year -- which is relatively manageable -- but not acting could create losses that dwarf that. The policy would target groups such as migrant workers seeking to extend their stay in the UK.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;A Home Office spokesperson told &lt;CITE&gt;GC News&lt;/CITE&gt; that, under regulations due to come into full effect by 2008, a biometric ID is required for people who are applying for a visa to enter the UK, and those living in the country who are applying for further leave to stay. The Home Office is considering extending the requirement to those who have a permanent right of residence.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;This would require further legislation in Parliament if the Home Office decides to go ahead.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;Biometric ID visas are currently issued at 42 posts overseas. It is planned that by 2008 the process will be in place for everyone outside the Euopean Economic Area nations who are coming to the UK to work, study or stay for longer than six months, plus anyone visiting from the 108 visa nations.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;Immigration minister Liam Byrne said: "We're determined that Britain won't be a soft touch for illegal immigration. torture and the new Military Commissions Act. &lt;/BLOCKQUOTE&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;DIV&gt;The Military Commissions Act of 2006 was signed into law on October 17, 2006 and strips citizens and non-citizens of their right to appeal their detentions to the U.S. courts if they are held as “enemy combatants”. It also permits secret detentions, sanctions torture, creates immunity for torturers, and prohibits any person from invoking the Geneva Conventions as a source of rights, just to name a few of its outrageous provisions. &lt;BR /&gt;&lt;BR /&gt;Thousands of MCA info cards were passed out to holiday shoppers who walked by “enemy combatants” who were caged in “Guantanamo Square” (a.k.a. Union Square). The activists felt compelled to stage this actions since there has been virtually no coverage from mainstream news of this horrible law which looks amazing like the Enabling Act of Nazi Germany. The Enabling Act gave virtual dictatorial powers to Hitler to kidnap, imprison and disappear his enemies. We feel that this law is America’s version of the Enabling Act and we hope to work to get this repealed immediately. &lt;BR /&gt;&lt;BR /&gt;Congress and the White House has betrayed the American people and the U.S. Contstitution by signing away our rights of habeas corpus. But you should never underestimate the human capacity for invention. United States interrogators, we now discover, have found a new way of destroying a human being.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;In early December, defense lawyers acting for Jose Padilla, a US citizen detained as an "enemy combatant," released a video showing a mission fraught with deadly risk -- taking him to the prison dentist. A group of masked guards in riot gear shackled his legs and hands, blindfolded him with black-out goggles and shut off his hearing with headphones, then marched him down the prison corridor.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;Is Padilla really that dangerous? Far from it: his warders describe him as so docile and inactive that he could be mistaken for "a piece of furniture." The purpose of these measures appeared to be to sustain the regime under which he had lived for over three years: total sensory deprivation. He had been kept in a blacked-out cell, unable to see or hear anything beyond it. Most importantly, he had no human contact, except for being bounced off the walls from time to time by his interrogators. As a result, he appears to have lost his mind. I don't mean this metaphorically. I mean that his mind is no longer there.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;&lt;P&gt;That the US tortures, routinely and systematically, while prosecuting its "war on terror" can no longer be seriously disputed. The Detainee Abuse and Accountability Project (DAA), a coalition of academics and human rights groups, has documented the abuse or killing of 460 inmates of US military prisons in Afghanistan, Iraq and at Guantanamo Bay. This, it says, is necessarily a conservative figure: many cases will remain unrecorded.
