                                Preheat oven to 425 degrees F (220 degrees C).

                                Place potatoes in a shallow roasting pan and drizzle with 1 tablespoon olive oil.  Sprinkle with pepper; stir to coat. Bake for 25 minutes, or until potatoes are browned.  Reserve 1 cup of roasted potatoes.

                                In a 3 quart saucepan heat remaining oil; saute onions for 5 minutes.  Add potatoes and garlic and stir in broth and water.  Bring to a boil, reduce heat and simmer, uncovered, for 20 minutes.

Oil production in Iraq is at its highest level since the US-led invasion of
2003, reaching 2.4 million barrels a day, thanks largely to improved
security measures in the north.

Iraqi Oil Minister, told The Times that he expected production to reach six
million barrels a day within four years.

Oil is in short supply, and this shortage is likely to get larger in the future. The pressure of short supply and rising prices adds a &lt;I&gt;systematic bias&lt;/I&gt; that the financial community is not recognizing. This bias has as its basis the fact that it is becoming more and more difficult for both people and businesses to pay back loans, because of the rising costs of oil and food. This situation cannot be expected to go away. One of the issues in systemic risk relates to the financial system itself. A wave of money is flooding into the commodity markets, adding more lustre to
gold and pointing a spotlight on obscure markets such as coffee, cocoa and
palm oil, as investors take fright from credit risk and the looming spectre
of recession.&lt;/DIV&gt;&lt;BR /&gt;&lt;DIV&gt;
Gold and platinum hit new records yesterday as traditional investors sought
out safe havens for cash in troubled times. Concern over emerging signs of
recession in the United States depressed the price of crude oil, which
seesawed in indecision yesterday, but coffee and cocoa soared as investors
searched for the next commodity stars.&lt;/DIV&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;

The price of crude oil soared to $100 per barrel for the first time yesterday
in a trend that could feed through into higher petrol prices and delay an
early cut in interest rates this year.
&lt;/P&gt;&lt;P&gt;
Aggressive buying by speculators, cold weather in the northern hemisphere and
the falling US dollar helped to propel the price of oil to a record on the
Nymex exchange in New York.&lt;/P&gt;&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;
The increase to $100 — which is also a psychological benchmark — adds to the
growing signs of pressure on consumers. British Gas recently said that
higher gas prices meant that bills for its 10 million customers might have
to rise, while food inflation is threatening to push up the cost of the
weekly trip to the supermarket&lt;/div&gt;&lt;/div&gt;&lt;hr size="2" color="#666666" /&gt;&lt;div style="padding: 10px;"&gt;&lt;div style="text-align:left;"&gt;The cost
of crude oil has tripled in the past four years on booming demand from
