Canada, U.S. agree to use each other's troops in civil emergencies

Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other's borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

"Co-operative militaries on Home Soil!" notes one website. "The next time your town has a 'national emergency,' don't be surprised if Canadian soldiers respond. And remember - Canadian military aren't bound by posse comitatus."

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Lost without a Teleprompter.

Shorn of his Teleprompter, we saw a different Obama. His delivery was halting and unsure. He looked down at his obviously copious notes every few seconds throughout the speech. Unlike the typical Obama oration where the words flow with unparalleled fluidity, he stumbled over his phrasing repeatedly.

With no Teleprompter signaling the prepared text, Obama failed to deliver the speech in his characteristically flawless fashion. He had to rely on notes. And his memory. And he improvised.

The unifying Obama who has impressed so many people during this campaign season vanished, replaced by just another angry liberal railing against George W. Bush, Karl Rove, Exxon Mobil, and other long standing Democratic piñatas.

Perhaps Obama thinks that the drug companies will continue to develop life saving therapies out of benevolence, and that their employees will happily take the pay cuts that will accompany the loss of profits.

Iraqi Awakening members quit over US village raid

Anger grew on Sunday at an overnight air raid by US forces on a village in central Iraq that a tribal leader said killed three members of an American-backed anti-Qaeda "Awakening" front.

The helicopter attack on the village of Jurf al-Sakher, about 120 kilometres (75 miles) south of Baghdad, on Saturday provoked furious members of the group to quit en masse, according to their tribal leader Sabah al-Janabi.

"It was the third incident in a month. We have lost 19 men while 12 have been injured because of coalition attacks," Janabi said.

Another member, Abdallah al-Janabi, 29, accused the US military of deliberately sowing disorder so that they can stay in Iraq "for as long as possible."

"They ensure that chaos and terrorism continues by all possible means," he charged. "But we remain vigilant against those who want to kill our children and our families."

Why we should sterilise teenage girls ... temporarily at least

Last week, an intriguing proposition was mooted by Government minister Dawn Primarolo.

Teenage girls, she said, could be steered towards what is described as "long-term contraception".

At what age? Well, doesn't 12 until 17 sound rather sensible?

This would have the advantage of bringing down the teenage pregnancy rate, so high in this country it makes us a disgrace among the nations - the worst offenders in Europe.

The abortion rate would fall sharply. And silly young girls could get on with the education that is meant to produce serious, responsible taxpayers, not benefit recipients.

But think about it: it might not be such a bad idea.

So, in my view, there is little point any more in feeling shock-horror at the idea of mass sterilisation.

Deputy now suspended after dumping man from wheelchair

The Hillsborough Co. Sheriff's Office held a press conference at 10:30am regarding the deputy who can be seen on video dumping a man in a wheelchair onto the ground.

Brian Sterner broke his neck almost 14 years ago and is a quadriplegic.

Sterner, who can drive, was arrested on a traffic violation. When he was booked into the Orient Road Jail last month, Sterner couldn’t believe what happened.

He says a deputy looked at him and didn’t believe he was a quadriplegic. She walked behind him, took the handles on the back of the hospital-grade wheel chair and dumped it forward.

Sterner says he tried to roll as he was going down, but hit so hard he thought he had broken two ribs. Then, while he was on the floor, deputies frisked him and tried to get him back into the chair.

The Hillsborough Sheriff's Office didn't know anything about the incident until we showed them their own tape. Now an investigation is underway.

If six suspected terrorists are sentenced to death at Guantanamo Bay for the Sept. 11 attacks, U.S. Army regulations that were quietly amended two years ago open the possibility of execution by lethal injection at the military base in Cuba, experts said Tuesday.

David Sheldon, an attorney and former member of the Navy's legal corps, said an execution chamber at Guantanamo would be largely beyond the reach of U.S. courts.

"I think that's the administration's idea, to try to use Guantanamo as a base to not be under the umbrella of the federal district courts," he said. "If one is detained in North Carolina or South Carolina in a Navy brig, one could conceivably file a petition of habeus corpus and because of where they're located, invoke the jurisdiction of a federal court."

State GOP to count more today

State Republican Party Chairman Luke Esser said the party will start counting again this afternoon. But he said he has no reason to think the outcome will be any different when ever vote is counted.

“I am confident it will hold up,” he said of his call last night that John McCain had won the Washington caucus. “I don't blame anybody for strongly supporting their guy and Governor Huckabee is a great guy. If they're mad at me, I'm sorry. But I would have done the exact same thing if Governor Huckabee had the same lead, and the same number of votes were outstanding.”

Esser said he declared McCain the winner after calculating what Huckabee would have to win in the remaining precincts in order to take the lead. And even with being generous with a forecast of Huckabee votes, and purposefully assuming McCain's support dropped significantly in the late counts, McCain still looked like the winner.

VT House OKs Hemp for State's Farmers

The Vermont House of Representatives gave overwhelming final approval Friday to a bill which sets up procedures for farmers to begin growing hemp. Its provisions, however, hinge on a policy reversal from the U.S. Drug Enforcement Administration, which has banned domestic hemp production since World War Two.

Hemp is a biological cousin to marijuana, though it contains only trace amounts of the chemical THC responsible for marijuana's psychoactive effect. Hemp was widely harvested into the 1940s, and the U.S. government encouraged its cultivation.

The plant is used to make textiles, fuel and food. Hemp seed oil is found in a range of cosmetics manufactured outside the U.S.

North Dakota has also passed hemp legislation and is asking the Bush administration to change its position on cultivation. Farmers there have called it a matter of agricultural economics.

U.S.-Backed Russian Institutes Help Iran Build Reactor

The Energy Department is subsidizing two Russian nuclear institutes that are building important parts of a reactor in Iran whose construction the United States spent years trying to stop, according to a House committee.

The institutes, both in Nizhny Novgorod, gave American officials copies of sales presentations that listed the Bushehr reactor, which Russia has agreed to fuel, as one of their projects. One institute is providing control systems, including control room equipment, and the other, hundreds of pumps and ventilation fans.

The Energy Department is subsidizing the institutes under the Initiatives for Proliferation Prevention, a program set up in 1994, after the collapse of the Soviet Union.

“We’ve got U.S. money providing assistance to help develop a reactor that we’re busy denouncing.”

With the results of many of the “Super Tuesday” primaries and caucuses now finalized, the Ron Paul campaign is now projecting that it has at least 42 delegates to the national convention secured.

While much of the focus in yesterday’s Super Tuesday contests focused on preference poll numbers, Ron Paul caucus-goers were focused on securing delegates to the national convention. With dedicated supporters and an organization focused purely on securing delegates, the campaign has secured more delegates to the national convention in Minneapolis-St. Paul than caucus straw polls might otherwise suggest.

According to campaign projections, a minimum of 24 delegates were won in yesterday’s contests. When added to projected delegates coming from strong showings in Iowa (4), Nevada (8), Louisiana (3) and Maine (3), that brings the total delegate count to 42 delegates or more.
