NEW YORK - Without any sort of fanfare, AT&T Inc. has started offering a broadband Internet service for $10 a month, cheaper than any advertised plan.

The DSL, or digital subscriber line, plan introduced Saturday is part of the concessions made by AT&T to the Federal Communications Commission to get its $86 billion acquisition of BellSouth Corp. approved last December.

The $10 offer is available to customers in the 22-state AT&T service region, which includes former BellSouth areas, who have never had AT&T or BellSouth broadband, spokesman Michael Coe confirmed Monday. Local phone service and a one-year contract are required. The modem is free.

The plan was not mentioned in a Friday news release about AT&T's DSL plans, and is slightly hidden on the AT&T Web site. A page describing DSL options doesn't mention it, but clicking a link for "Term contract plans" reveals it. It's also presented to customers who go into the application process, Coe said.

Netflix delivers over the Web

Netflix Inc. will start showing movies and TV episodes over the internet this week, providing its subscribers with more instant gratification as the DVD-by-mail service prepares for a looming technology shift threatening its survival.

Some subscribers will get immediate access to the service
Viewing time based how much customers already pay
Service requires Window’s OS and high-speed connection

Netflix expects to introduce the instant viewing system to about 250,000 more subscribers each week through June to ensure its computers can cope with the increased demand.
The allotted viewing time will be tied to how much customers already pay for their DVD rentals. Under Netflix’s most popular $17.99 monthly package, subscribers will receive 18 hours of Internet viewing time.
After accepting a computer applet that takes less than a minute to install, subscribers will be able to watch anywhere from six hours to 48 hours of material per month on an Internet streaming service that is supposed to prevent piracy.

The nation's largest telephone and cable companies including AT & T, Verizon, Comcast and Time Warner, want to be Internet gatekeepers, deciding which Web sites go fast or slow and which won't load at all. Their aim is to reserve express lanes for their own content and services, or those from big corporations that can afford the steep tolls and leave the rest of us on a winding dirt road.

For that reason Net activists have launched a campaign called Save the Internet , hoping to build a grass roots groundswell in order to maintain the status quo over network neutrality. It ensures that the public can view the smallest blog just as easily as the largest corporate Web site by preventing Internet companies like Verizon and other from rigging the playing field for only the highest-paying sites.

But what is Network Neutrality? It refers to a principle that underlies the design of the Internet (or any network) as non-selective or "neutral" about the content flowing through it. The idea is that a maximally useful public information network aspires to treat all content, sites, and platforms equally. This allows the network to carry every form of information and support every kind of application.

During its first full day, the 110th, Democratic-controlled Congress got to work on new legislation and one of the first tech-related bills introduced was The Permanent Internet Tax Freedom Act of 2007. The bill, sponsored by Sens. Ron Wyden (D-OR), John McCain (R-AZ) and John Sununu (R-NH) aims to permanently extend an existing ban on state and local taxes on Internet access.

The moratorium on taxes for dial-up or broadband Internet access services, which was first enacted in 1998, is set to expire this November. Cable operators and phone companies, of course, praised the bill.

Other tech-tax developments yesterday: Sens. Chuck Schumer (D-NY) and John Ensign (R-NV) introduced a measure to repeal a federal excise tax that applies to standalone local phone service subscriptions, a tax that has already been repealed for bundled services Sen. Ted Stevens (R-AK), meanwhile, went in the opposite direction and introduced a bill that would require broadband service providers to pay into the universal service fund, payments that would no doubt be recouped by new surcharges applied to customers’ bills.
