Prioritizing Wolf “Management”: Protection or Slaughter?

If wolves are delisted, the worst wolf massacre in the lower 48 states in decades will soon ensue. Even worse, it could be executed using egregious killing methods that no civilized person would consider appropriate for "wolf management" efforts. None of the states' wolf management plans adequately address the underlying issues that once brought these magnificent animals to the brink of extinction before they were pulled back by aggressive conservation. In so doing, they ignore not only the wolves' welfare, but also the crucial role the species plays in maintaining balanced ecosystems.

Wolves live together, forming close bonds with members of their packs. They raise their young much like mother dogs raise puppies. It is a sad tragedy that these magnificent and sentient animals may be hunted down again and exterminated.

Wyoming: Wolves in the Crosshairs

It is premature for wolf management to be turned over to the states, least of all Wyoming. In fact, even the Service has openly stated they will not release management of wolves to the state because Wyoming does not even meet the most minimal requirements for delisting. Of the three Northern Rocky Mountain states, only Wyoming still lacks a wolf management plan approved by the federal government. They have, however, proposed a draft management plan that includes revisions submitted by the U.S. Fish and Wildlife Service (FWS).

Much more alarming is that current Wyoming State Law designates wolves as a “predatory animal,” which is defined in the Federal Register as:

Northern Rocky Mountain area wolves threatened with delisting from the Endangered Species List

The U.S. Fish and Wildlife Service (the Service) has proposed to remove gray wolves in the Northern Rocky Mountain (NRM) states from the Federal List of Threatened and Endangered Species. The government feels current “recovery goals” are sufficient and have been sustained long enough to delist wolves in all of Montana, Idaho and Wyoming, the eastern one-third of Washington and Oregon, and a small part of north-central Utah. Montana, Idaho and Wyoming wolf management plans would each be required to maintain a population of 100 wolves and 10 breeding pairs. This translates into a total of only 300 wolves, including 30 breeding pairs (packs) able to live without being hunted in the Northern Rocky Mountain Range.

The Vital Role of the Wolf

Wolves play an important role in the northern Rockies and, since their reintroduction, are helping to restore balance to the natural environment. They keep elk and deer populations healthy by taking down sick, weak, and diseased animals. This helps prevent overcrowding and disease outbreaks, leading to stronger, healthier herds.

Wolves provide food for other animals who feed on the leftover remains of the hunt. These animals include eagles, foxes, coyotes and ravens.

Wolves also keep vegetation and streams healthy by preventing elk and deer from overgrazing stream banks. More vegetation along the banks means less soil erosion and more clean cold streams for fish and wildlife.

Wolf Recovery Under Attack

Once virtually wiped off the map by decades of hunting, trapping and poisoning, wolf numbers are now slowly rising thanks to recovery efforts. Unfortunately, the Bush administration has just issued a rule permitting states to kill wolves affecting elk herds in any way in the northern Rockies.

Endangered Wolf Delisted

Delisting the wolves means that the states can allow hunters to kill the Northern Rockies gray wolves. Environmental groups said on Thursday that they intend to sue the federal government to return the Northern Rockies gray wolf to the endangered list.

New Rule Would Lower the Bar Again on Killing Wolves in Northern Rockies

A new draft rule from the Bush Administration would once again diminish protections for wolves under the Endangered Species Act (ESA) and threaten endangered wolf recovery efforts in the northern Rockies. The new rule would significantly broaden the circumstances under which wolves can be killed allowing the states to kill more than half of the approximately 1,300 wolves in the region today prior to their delisting. The new rule is ardently opposed by wildlife conservation groups in the region.

enters its fifth straight year. Act now to end the hunt forever.

We've already lost close to 700 wolves to the brutal practice of

hunting, and Alaska officials hope to kill hundreds more this year
alone.

Thirty five years ago, Congress passed a law to put an end to aerial

Musiani and colleagues analyzed wolf attack information from Alberta from 1982-1996 and in Idaho, Montana and Wyoming from 1987-2003. The data showed that the common practice of tracking down and killing wolves that prey on livestock did not result in decreased depredation rates regionally, or over the long-term. The study also found that wolf attacks appear to follow seasonal patterns that reflect the food needs of wolf packs and livestock calving and grazing cycles.

"This study shows that wolves are being killed as a corrective, punitive measure -- not a preventative one," Musiani said. "People hope that killing individual wolves that attack livestock will rid the population from offenders but this isn't happening. It seems other wolves simply take their place and you have the same problem over and over again," Musiani said. "To use a human analogy -- by putting criminals in jail we are going to obtain a decrease in crime? In many cases, probably not."

Musiani said using lethal control to limit wolf numbers, and therefore curb depredation, requires 30 to 50 per cent of an area's wolf population to be destroyed year after year. Instead, programs to compensate ranchers and shepherds for stock lost to wolves can be used to offset costs to producers. Such programs convey funds from numerous citizens concerned with nature conservation to the ranchers affected by livestock losses.

"Killing that many wolves would be difficult," Musiani said. "If society wants to co-exist with wolves, it has to accept that there will be losses and address the real issue, which is that if ranchers lose some of their animals, or if animals are injured, it costs them money. There are also significant labour costs for increasing livestock surveillance to prevent attacks."
